A federal appeals court on Thursday upheld a ruling blocking the Trump administration from ending the Obama-era program that protects young undocumented immigrants who came to the United States as children from being deported. The ruling from a panel of the 9th US Circuit Court of Appeals means a nationwide injunction allowing the Deferred Action for Childhood Arrivals program to continue will remain in effect.Challengers are likely to succeed in their argument that the planned phase-out is illegal, the court ruled."We conclude that plaintiffs are likely to succeed on their claim that the rescission of DACA -- at least as justified on this record -- is arbitrary, capricious, or otherwise not in accordance with law," reads the opinion from Judge Kim McLane Wardlaw, an appointee of President Bill Clinton. In September 2017, the Trump administration announced plans to phase out DACA, but lower court judges blocked the administration from doing so and ordered that renewals of protections for recipients continue until the appeals are resolved. The legality of the program is not at issue in this particular case. Instead, lower courts are examining how the administration made its decision to end DACA.Thursday's case was brought by the University of California, as well as California and a few other states.California Attorney General Xavier Becerra called the ruling a "tremendous victory" for "our young immigrant Dreamers.""This fight, of course, is far from over," he said in a statement. "We will continue to defend Dreamers and DACA all the way to the Supreme Court if necessary." 1613

A website tracking early voting numbers reports more than 23,500,000 votes have been cast in the 2020 presidential election as of Friday night. The US Election Project, run by Professor Michael McDonald at the University of Florida for the last few elections, is keeping track of early voting, mail-in and absentee ballot data states make available. The details of those ballots are not shared, these are just the raw numbers of how many ballots have been cast. The site is also tracking each state’s ballots cast as compared to the entire number of votes counted in the 2016 election. For the country as a whole, the more than 23.5 million ballots cast is about 17 percent of the total number of votes in the 2016 election. Some states appear to be on track to potentially reach their 2016 voter turnout number, or get very close, before the election. In Vermont, more than 136,000 ballots have been cast, that’s more than 42 percent of the total number of ballots cast in the 2016 election. In Texas, early voting started Tuesday and already more than 2,647,000 ballots have been cast. That’s almost 30 percent of the total number of ballots cast in 2016.Professor McDonald does track about a dozen states that report party affiliation of the ballots returned. Those numbers show a higher number of Democrats have returned their ballots compared to those identified as Republican. However, there is no way to tell who those ballots voted for exactly, and history shows Democrats typically have higher numbers of mail-in ballots, according to McDonald. 1557

A woman whose dog was killed by a questionable service dog is now taking action against its owner.Christine Haddow rescued a black, miniature poodle she named Nick. During one walk on a park path in western Colorado, Haddow and Nick encountered a great Dane."Massive. He was massive," Haddow recalls. She tried walking past the big dog and its owner, when all of a sudden, the great Dane lunged toward the miniature poodle.“The great Dane attacked him from behind and started shaking him like he was a rag doll, and he was screaming,” says Haddow. “I kicked the great Dane in the head, and he dropped Nick."The injuries were too much for the miniature poodle, who had to be put down.Haddow later learned the great Dane’s owner claimed the dog was a service dog. The owner of the great Dane showed animal control investigators a service dog certificate she got online. However, the online application never claimed the dog had been trained. 946

AMC Theaters is looking for ways to get moviegoers back into theaters. One way they are doing that is by offering private screening rooms for .Last week, AMC said they could be depleted of cash by the end of the year due to the coronavirus affecting attendance, so this is their effort to find creative solutions to its unprecedented financial problems. On its website, AMC said you could invite up to 20 friends to join you. After two and a half weeks of historic destruction, the Camp Fire in Northern California is 100% contained, but the search for remains threatens to push the death toll over 85, where it stood early Sunday. It's already the state's deadliest fire.Officials found two bodies in Paradise and another in Magalia, both of which sit just west of the Plumas National Forest, roughly 100 miles north of Sacramento.Since it began November 8, the fire has destroyed almost 14,000 homes, 514 businesses and 4,265 other buildings. It has covered more than 153,000 acres, roughly the size of Chicago.Cal Fire, the state's forestry and fire protection agency, announced the fire was completely contained early Sunday. As of Saturday evening, the uncontained portion of the fire was along steep terrain unsafe for firefighters due to recent heavy rains, the agency said.More than 2,500 people are now accounted for, according to the Butte County Sheriff's Office. While 251 people remain missing, the sheriff's office says, that number is down from more than 1,000 just a few days ago.The sheriff's office is maintaining a public list of missing people and offering to swab the cheeks of immediate relatives in hopes of identifying those lost in the fire. 1247
