DEL MAR, Calif. (KGTV) - It’s the first day of Bing Crosby winter horse racing at the Del Mar Racetrack and fans are making their way through the gates. Race officials say safety, for riders and horses, is the top priority for everyone. The Bing Crosby season is 15 days shorter than the summer season. Trainers say the Del Mar track is one the best because of San Diego's weather. "This track, especially in the fall, is the safest dirt track in the world," says trainer Bob Hess. "Moisture is really important for a racing surface."RELATED: Del Mar Thoroughbred Club upgrades horse safety for 2019 racing seasonAfter a successful summer meet, the Del Mar Racetrack expects the same this time around for the winter season. "Safety is everything here," says Joe Harper, CEO of the Del Mar Thoroughbred Club. "Last year, we had a really good meet. Not one horse was injured in racing."Harper says the entire racing industry has been under close watch after recent deaths at the Santa Anita Racetrack. Some politicians even suggested suspending racing there. "It's tens of thousands of jobs. It's a billion-dollar industry," says Harper. "It's not just closing down a racetrack; it's closing down an industry."RELATED: New Del Mar Racetrack protocols aim to make sport safer and more humaneTrainer Bob Hess says the horses have a way of communicating; it's their job as trainers to listen to them. "They will give us everything they have, but it's also our job as trainers, jockeys, owners, and even racetrack management to care for the horse. Put the horse first."The racetrack has a lot of fun things for visitors to do over the next 15 days, including concerts, wine, and beer tastings, and even a full day of holiday fun on Thanksgiving. Democrat Stacey Abrams on Friday acknowledged that Republican Brian Kemp will become the next governor of Georgia, ending her bid to become the first black woman in American history to lead a state. The announcement comes after more than a week of post-election legal maneuvering from her campaign and allies as they sought to find enough votes to reduce Kemp's lead and force a December 4 runoff.Abrams was considering further legal challenges as recently as this morning, but ultimately made the decision to end her campaign in a fiery speech to supporters at her headquarters in Atlanta.Even in acknowledging defeat, Abrams insisted her speech was not a speech of concession."So let's be clear -- this is not a speech of concession, because concession means to acknowledge an action is right, true or proper," she said. "As a woman of conscience and faith, I cannot concede that. But, my assessment is the law currently allows no further viable remedy. Now, I can certainly bring a new case to keep this one contest alive, but I don't want to hold public office if I need to scheme my way into the post. Because the title of governor isn't nearly as important as our shared title -- voters. And that is why we fight on."Abrams had previously described Kemp as an "architect of voter suppression" and in her remarks said he had purposefully made the process a "gut-wrenching hardship" for many in Georgia."Under the watch of the now former secretary of state, democracy failed Georgia," Abrams said of Kemp, who served as the state's chief elections officer for nearly a decade before resigning after overseeing his own contest."Make no mistake, the former secretary of state was deliberate and intentional in his actions," Abrams said. "I know that eight years of systemic disenfranchisement, disinvestment and incompetence had its desired affect on the electoral process in Georgia."Earlier in the day, Abrams' campaign launched a digital ad that asked voters to share their stories of trouble at the polls. 2018

Detective Scott Mandella is hiking near Burien, Washington. With him are two outreach workers. They’re looking for homeless people who, Mandella says, live in the woods.Right now, he’s looking for someone in particular: a man by the name of Ed Davis.“Have you made any efforts to reach out to the VA lately? What do you got going on man? You deserve a lot more than this,” Mandella said to Davis after locating him.Davis replied, "Well, I applied for the stimulus and all that."Davis says he’s lived in these woods for about three years. It's been three years with no heat, dealing with the elements, and fighting to survive. His story is a lot like others who end up homeless. He made some mistakes, and now he’s paying for them.“Years ago, I sold my house, out in the peninsula. I had good intentions of reinvesting it," he recalled. "When I have problems, I kind of get into a self-destructive mode, and I blew the money. Started doing drugs and everything. You know, I battled with it for quite some time and ended up out here,” said Davis. It may not look like much, but Davis has built a walkway down to where he sleeps, decorated his front entrance, and he even keeps fresh milk from spoiling by cooling it in the stream that runs by.He isn’t the only one who lives here. The outreach workers brought sandwiches and left some for the other people living in the camp, who were present at the time. But Mandella came for a different reason, and it was to let Davis know he has to leave his home in the woods. Mandella says the city parks department is going to evict him, and the others who live in the woods, within a few weeks because of complaints from walkers and people who live nearby.Davis likely only has a few weeks left before he’s forced to leave the place he has called home for the last three years. He hopes to get a hold of his stimulus check and use it to find a place to live.He said he's hoping to find a new place to live that offers some solitude. Solitude he may have to cherish for just a few more weeks before he faces more uncertainty. 2069

Data obtained by The Associated Press shows U.S. Postal Service districts across the nation are missing the agency’s own standards for on-time delivery as millions of Americans prepare to vote by mail. The lag times are especially pronounced in key regions of some battleground states, where delivery times are below the national average. That raises the possibility that scores of mailed ballots could miss deadlines for reaching local election offices if voters wait too long.Missing a deadline is one of the key reasons mail-in ballots get rejected.Postal service leaders have said the agency will prioritize election mail. The USPS strongly recommends that voters request their mail-in ballots at the earliest point allowable, but no later than 15 days prior to Election Day, which is on Nov. 3.The USPS also recommends that voters mail their ballots at least one week prior to their states' due dates to allow for timely receipt by election officials. If you don’t want to rely on the USPS to deliver your ballot to election officials, many communities provide locations where you can drop your ballot off yourself.Click here for learn more from the USPS about voting by mail. 1185
