SAN DIEGO (KGTV) – San Diego City Councilmember Jennifer Campbell on Tuesday is expected to formally announce enforcement plans to help with concerns over crowd control in Ocean Beach.Campbell, who represents District 2, said in a news release, “Our office continues to field calls regarding increased crowds gathering at Veteran’s Plaza in Ocean Beach on Wednesday evenings. While I appreciate the San Diego Police Department’s increased presence last week, it’s clear more comprehensive action needs to be taken to keep San Diegans safe.”Residents in the area say large gatherings have been consistently happening despite San Diego County public health orders restricting mass gatherings.According to OB residents, big crowds assemble Wednesday nights at Veteran’s Plaza, and many attendees are seen not wearing masks or practicing social distancing.Ocean Beach Town Council President Mark Winkie told ABC 10News in a previous interview that residents “want people to understand this is our community. You’re welcome to be here, but you need to adhere to social distancing rules and respect our community.”Winkie has met with City of San Diego officials about the gatherings in OB. He said the city was looking to shut down Veteran’s Plaza to help with enforcement.On Tuesday morning, ABC 10News spotted city crews placing plastic netting at the park.While he said the town council is not happy the park is closing, Winkie said a closure would allow needed renovations at the park to be done.The OB Town Council has also been pushing for more education to remind people about following the rules.Winkie said he’s been told health officials will be at Veterans Plaza on Wednesday nights to spread the word about county health guidelines. 1746

SAN DIEGO (KGTV) -- San Diego County needs to stay off the state watch list for two weeks straight for most schools to reopen in-person. But, some schools won’t have to wait that long.As of Friday afternoon, 56 elementary schools applied for a waiver through the county health department. If approved, it would allow them to bring students back on campus regardless of our status on the state watch list.The waiver is only open to schools serving K-6 students. Once applications are reviewed by the county they’ll be sent to Sacramento.“The state can give input or guidance,” said Supervisor Nathan Fletcher. “If we don’t hear back in three days then those will be approved.”Mt. Helix Academy in La Mesa submitted their application this week.“I’m hoping to hear back from the state and the county by next week.” Said Director, Mike Collins. “Our plan is to welcome students back on campus on Monday August 31st when we’re ready for those kids.”The school has been open for summer programs where they implemented new safety measures like masks, frequent cleaning, and social distancing.“I saw all the students had their masks on and I made a big deal, ‘Everyone has their masks on! We’re so happy!’” said Collins. “We really try to encourage our students.”For the wavier to get approved the county reviews each applicant’s proposed safety plan. SAN DIEGO (KGTV) -- San Diego Police are investigating after a man died in custody after reportedly breaking down a fence and walking into someone’s home Tuesday afternoon. Police were called to the 2900 block of Hornet Way around 3:30 p.m. Tuesday afternoon after receiving a call from someone saying a man, later identified as Buddie Thomas Nichols, 40, had entered his home through a rear door. According to police, the man broke down a fence and walked into the home through an open back door. Two of the residents were upstairs while their 9-year-old daughter was asleep downstairs, according to police. Police say one of the residents came downstairs when he heard commotion and confronted Nichols, punching him twice in the face and rendering him unconscious. Police say the suspect woke up and ran out of the house displaying bizarre behavior after the resident kicked him. Witnesses told police they believed the man was on drugs. When police arrived and tried to take the Nichols into custody, officers say he resisted, forcing them to use physical force to get him into handcuffs. After paramedics arrived, police say Nichols became unresponsive and later died after being taken to the hospital. 1215

SAN DIEGO (KGTV) - San Diego Fire-Rescue crews rescued a paraglider who crashed into a dangerous Torrey Pines bluff Friday.SDFD crews arrived at the site of the crash at around 1 p.m. Sky10 footage showed the person clinging to the cliff, wrapped in the wreckage of a broken glider, just over a section of Blacks Beach.Lt. Rich Stropky says the man was in training to become a paragliding pilot. He apparently attempted to make a left hand turn away from the bluff but lost control near Saddle Back ridge, said Stropky.RELATED: Cliff, air rescue numbers on rise in San Diego CountyCrews were able to airlift the person from the cliffside just after 2 p.m. He was immediately brought to a nearby hospital for his injuries.
