SAN DIEGO (CNS) - San Diego's Metropolitan Transit System announced today 40 local high school students who took part in an annual essay contest were awarded new laptop computers and backpacks.Students from more than 70 high schools around the county entered the MTS and Coca-Cola Laptop Scholarship Contest, which required the applicants to submit an essay on ways to get more students to use public transit such as lowering student transit passes.The winning students, from 27 schools, received a 15.6-inch HP Touch-Screen laptop and a Northface backpack that doubles as a laptop case. MTS officials honored the winning students on Friday at the 12th and Imperial Transit Center."It was great that winners came from so many campuses,'' said MTS CEO Paul Jablonski. "Their essays presented convincing ideas. SAN DIEGO (CNS) - The driver of a minivan was sought this morning for leaving the scene of a Middletown hit-and-run that left a 66-year-old bicyclist hospitalized with a life-threatening head injury, police said.The victim was riding near the intersection of India and West Washington streets at 1:30 p.m. Friday when he was struck by a blue or gray 2005 Dodge Caravan, Georgia license number RRJ7004. The vehicle may have a shattered windshield or front-end damage, according to San Diego police.Following the collision, the driver of the minivan fled, possibly back toward Interstate 5, police said. Kamala Harris questioned U.S. Customs and Border Protection Commissioner Kevin McAleenan on the economic fallout of last month's nearly six-hour closure of the San Ysidro Port of Entry during a Senate Judiciary Committee hearing Tuesday in Washington, D.C. CBP fully closed the San Ysidro Port of Entry to vehicles from 11:30 a.m. to around 5 p.m. Nov 25 after a group of asylum-seeking members of the migrant caravans in Tijuana attempted to cross the border and illegally enter the U.S. CBP agents used tear gas and pepper ball guns to quell the crowds. According to Harris' office, businesses in the city of San Ysidro lost .3 million due to the closure. Roughly 5 billion in annual gross regional product in San Diego and Imperial counties is reliant on interborder commerce. ``You can appreciate that there's a lot of concern in that part of our state from business owners, especially when the president has threatened to `permanently close the border,' that there would be real economic harm to that region,'' Harris said. According to McAleenan, the agency remains in daily contact with the San Diego Association of Governments and the San Diego Regional Chamber of Commerce regarding the closure and its economic effects. SAN DIEGO (CNS) - San Diego County health officials Saturday reported 551 new COVID-19 infections and seven additional fatalities, raising the county's totals to 32,330 cases and 593 deaths since the onset of the pandemic.The new deaths -- four men and three women -- occurred between July 29 and Thursday, and ranged in age from 49 to 90. All had underlying medical conditions, according to the health department.The county reported 9,472 tests Friday, 6% of which returned positive. The 14-day running average of daily positive results is 5.1%. The state's target is fewer than 8% testing positive.Of the total positive cases in the county, 2,730 -- or 8.4% -- required hospitalization and 682 -- or 2.1% -- were admitted to an intensive care unit.County Supervisor Nathan Fletcher said Wednesday that because of problems with the state's electronic reporting system, which has led to a backlog in test results, additional cases might be retroactively added to both local and statewide case totals in coming weeks.The county's case rate per 100,000 residents is 109.9. The state's goal is fewer than 100 per 100,000. The case rate is a 14-day average and is based on the date of the actual onset of the illness in each patient, not the date the illness was first reported by the county. Lags in reporting often lead to delays in new confirmed cases being reported to and announced by health officials.The percentage of people testing positive for the illness who have been contacted by a county contact tracer in the first 48 hours has increased from 7% on July 18 to 84% Friday. The county's target for this metric is more than 90%.Another two community outbreaks were reported Friday, bringing the number of community outbreaks in the county in the past week to 20. A community outbreak is considered to have occurred if three or more people from different households contract COVID-19 from one location.Officials say declining case numbers and other important metrics show positive trends, leading some lawmakers to begin looking at ways to move forward with further reopening of the economy.The Board of Supervisors over the past week opened county-owned parks for worship and fitness activities; approved spending million in federal pandemic-related funding to help child care providers, testing in schools and meals for senior citizens; added a pilot walk-up testing program at the San Ysidro Port of Entry for essential workers and U.S. citizens; and approved a plan that adds 22 members to a "safe reopening compliance team" to crack down on businesses refusing to follow public health orders.The compliance team will focus on three types of violators, starting with the most blatant cases -- such as those who host mass gatherings. The next level of enforcement would focus on businesses or groups that have experienced community outbreaks. Last, the team will check on less serious violations reported by concerned individuals, including businesses not requiring social distancing protocols or mask wearing.A compliance call center has been established so county residents can submit complaints of violations. But county residents ages 20-29 have accounted for 25.5% of COVID-19 cases, the highest of any age group, according to county data. SAN DIEGO (CNS) - San Diego County's unadjusted unemployment rate fell in September with multiple industries in the county showing employment increases, the California Employment Development Department announced Friday.San Diego County's overall unemployment rate fell two-10ths of a percent from 3.6 percent in August to 3.4 percent in September. The September rate was also lower than the county's unemployment rate one year ago, when it sat at 3.7 percent.Total nonfarm employment increased in September compared with August by 700 jobs while agricultural employment increased by 100 jobs. Nonfarm employment now sits at 1,479,500.Government and educational and health services jobs all saw month-over-month increases in employment, largely due to the end of summer recesses and breaks according to the EDD. Local and federal government jobs increased by 5,100 in the county while educational and health services jobs increased by a total of 1,600.The leisure and hospitality industry saw the biggest decline in month-over-month job numbers, losing 2,000 jobs due to the end of summer recesses and breaks. Leisure and hospitality also saw year-over-year losses of 1,700 jobs.Yearly nonfarm employment increased 26,900 jobs, or 1.9 percent, between September 2017 and 2018,  while farm jobs increased by 100 from 2017 to 2018, a 1.1 percent growth rate.
