SAN DIEGO (CNS) - The aircraft carrier USS Nimitz and elements of the Nimitz Carrier Strike Group deployed from San Diego Monday in support of global maritime security operations, Navy officials announced.Prior to departing, the strike group completed a composite training unit exercise called COMPTUEX, which is designed to fully integrate units of a carrier strike group while testing its ability as a whole to carry out sustained combat operations from the sea.Ships, squadrons and staffs have been tested across every core warfare area within their mission sets through a variety of simulated and live events, including air warfare, strait transits, and responses to surface and subsurface contacts and electronic attacks, according to U.S. Third Fleet public affairs."The carrier strike group team is trained and ready," said Rear Adm. Jim Kirk, commander of the strike group. "The men and women of Carrier Strike Group 11 have demonstrated exceptional tactical and technical expertise, teamwork and toughness. We are honored to answer the call and operate forward."In addition to conducting maritime security operations whenever and wherever called upon, strike-group units will participate in cooperative engagements, multilateral exercises and unit-level training designed to improve capability and capacity among Navy units and partner nations in the regions they may operate in.All personnel assigned to the group completed a minimum 14-day quarantine ashore and were tested for COVID-19 prior to getting underway with their respective units. Sailors assigned to Nimitz completed a 27-day fast cruise aboard the ship which also included their testing period for the virus. In addition to the Nimitz, deploying units include Carrier Air Wing 17, Ticonderoga-class guided-missile cruiser USS Princeton and Destroyer Squadron 9, which includes Arleigh Burke-class guided-missile destroyers USS Sterett and USS Ralph Johnson.Sterett departed Naval Base San Diego on Thursday, Princeton steamed out on Saturday and Ralph Johnson is scheduled to leave Tuesday, according to the Navy. 2094

SAN DIEGO (CNS) - San Diego City Council President Georgette Gomez announced Thursday she will place a proposed ballot measure to expand police oversight and create an Independent Police Practices Commission on the docket for the June 23 council meeting."The murder of George Floyd has exposed a crumbling faith in government and mistrust of police that must be addressed immediately," Gomez said. "It's critical that we build trust between communities and law enforcement and restore the public's faith in police oversight. We need to address the reality that many communities have been treated unfairly by police and have nowhere to turn to correct injustice."During a marathon meeting Tuesday that lasted about 10 hours, dozens of people phoned in during the public comment period and called for defunding the police and voicing support for the Black Lives Matter movement."I want the public to know that we are advancing the Independent Police Practices Commission measure without delay, and my hope is to bring together everyone on the council -- Democrat, Republican, Independent -- for a unanimous vote," Gomez said. "The time is now to create real dignity and respect for all our communities, but specifically our black and brown communities."Gomez said she has supported the measure since a version of it was proposed in 2017.The measure would create an independent commission with investigators, staff and subpoena power -- modeled after the city's Ethics Commission -- to review community complaints of police misconduct and recommend reforms to the City Council and the San Diego Police Department.Councilwoman Monica Montgomery, who chairs the council's Committee on Public Safety and Livable Neighborhoods, has been a driving force behind the measure since its introduction."From the beginning of my administration, my office has worked honestly and diligently to advocate for police reform, through transparency and accountability measures," she said. "As true transparency and accountability champions, we have been steadfast in changing the conversation around police reform through open communication with the community, the San Diego Police Officers Association and the mayor's office."Montgomery thanked the groups which collaborated on the ballot measure, including Women Occupy San Diego, the Earl B. Gilliam Bar Association and San Diegans for Justice. On Monday, Mayor Kevin Faulconer and Police Chief David Nisleit both announced their support for the police-reform ballot measure and joined Gomez and Montgomery to announce that the SDPD would ban the use of the carotid restraint, a compliance technique that renders uncooperative detainees unconscious but can prove deadly if performed improperly. The San Diego County Sheriff's Department and about a dozen other area law enforcement agencies have since announced that they will do the same. 2876

SAN DIEGO (CNS) - San Diego County's Vector Control Program will conduct two mosquito-fighting larvicide drops this week after recent heat waves and high tides increased insect populations, the county announced today.Vector Control staff will conduct their fifth aerial application of the summer on Wednesday, using a helicopter to drop batches of a granular larvicide on about 48 rivers, streams, ponds and other waterways.Vector Control uses aerial applications to abate mosquitoes that could potentially transmit West Nile virus, according to the county. On Saturday, staff will conduct a smaller drop on portions of Los Penasquitos Lagoon and San Elijio Lagoon in Cardiff to reduce saltwater mosquito numbers.High tides can expand lagoon water into areas that are normally dry, creating new pockets of stagnant water where mosquitoes can breed, especially when combined with rising temperatures. The county treats more than 1,000 acres of waterways, stretching from Chula Vista in the south to Fallbrook in the North and Oceanside in the west to Lakeside in the east.County to Conduct Two Mosquito Larvicide Drops This Week Eds: County spokesperson Gig Conaughton can be reached at (858) 692-7214. SAN DIEGO (CNS) -- San Diego lifeguards and firefighters Sunday rescued a surfer who suffered a medical emergency while in the water in the Bird Rock area, authorities said.At 12:36 p.m., lifeguards and firefighters from the San Diego Fire- Rescue Department responded to the cliffs near Calumet Park about a surfer experiencing an unknown medical emergency, Lt. Andy Lerum of Lifeguard Services said. The man in his 60s experienced a possible heart-related ailment or seizure, but rescuers were not sure of the exact nature of his medical emergency, Lerum said. The man swam to the beach, where he collapsed and lifeguards began tending to him, the lieutenant said. He was taken by stretcher about 30 yards to the bottom of the cliff.Firefighters used the department's Rescue 44 truck, equipped with a crane, to lift the surfer from the beach to the top of the cliff, Lerum said. An ambulance then took the man to a La Jolla hospital for evaluation. He was reportedly in stable condition. 995
