(KGTV) - KGTV and Team10 have launched the Transparency Project to allow the public to view case files from San Diego County over the past 10 years where officer involved shootings and law enforcement misconduct cases were investigated. For many of these cases, the officers were cleared of wrongdoing. Others resulted in officers being reprimanded, fired or even charged criminally --- but all of these cases resulted in community reactions. Transparency Project Database: Search officer-involved shootings, law enforcement misconduct casesThese case files were released after Senate Bill 1421 went into effect on January 1, 2019. It requires California law enforcement agencies to make internal reports for officer-involved shootings and major uses of force, officer dishonesty and confirmed cases of sexual assault available to the public. You can view the cases that have been released by the police agencies here. The project includes a searchable database, where you can find cases by the name of the officer involved, the name of the victim/suspect, the department and much more. (KGTV) - For the third year in a row, babies were born too soon, a sign that the health of mothers and infants is worsening, according to March of Dimes.The statistics recently released by the Centers for Disease Control and Prevention revealed the preterm birth rates rose to 9.93 percent in 2017, up from 9.86 in 2016.The rate marks the third consecutive increase after seven years of decline, according to the CDC. The new figures showed the rate increased among non-Hispanic black women and Hispanic women, and remained unchanged among non-Hispanic white women.RELATED: Number of babies born in the US dropped to a 30-year low"Moms and babies are facing an urgent health crisis in this country," Stacey Stewart, president of March of Dimes, said. "Preterm birth and its complications is the greatest contributor to the death of babies before their first birthday and a leading cause of lifelong disabilities."The fact that more and more families are being affected by preterm birth is troubling."Steward noted that racial and ethnic differences may play a role in preterm birth."Nearly 400,000 babies - about 1 in 10 - are born preterm each year. Gavin Newsom signed landmark legislation allowing student athletes to get paid for their name, image and likeness.In approving the legislation, the governor noted multi-million dollar television deals and highly paid administrators, but no payment for athletes."Colleges reap billions from these student athletes' sacrifices and success but, in the same breath, block them from earning a single dollar," Newsom said in a statement. "That’s a bankrupt model – one that puts institutions ahead of the students they are supposed to serve. It needs to be disrupted.”NCAA rules render student athletes ineligible if they sign with an agent or take endorsement money. The organization said in a statement that changes are needed, but it should not be a state-by-state approach. "As more states consider their own specific legislation related to this topic, it is clear that a patchwork of different laws from different states will make unattainable the goal of providing a fair and level playing field for 1,100 campuses and nearly half a million student-athletes nationwide," the NCAA said. John David Wicker, San Diego State's athletic director, said the legislation could put future Aztecs at a disadvantage. The law takes effect in 2023. 1258

(CNN) -- When a World War II veteran turned 99, he had one regret. He had an opportunity earlier in life to meet some of the last living Civil War veterans, but he didn't go.Now 100-year-old Sidney Walton is giving people across the country the chance to meet one of the last living World War II veterans.Walton has been on a mission to visit all 50 states over the past year and a half, and he passed the halfway mark earlier this month. He's made it to 26 states, meeting with governors and anyone who will hear his story.He wants people he meets to remember the sacrifice World War II veterans made, especially as there aren't many left. He decided to leave his home in San Diego and meet with governors of each state as a way to reach a large number of people.He first met with Rhode Island Gov. He calls it his "No Regrets Tour.""We're going to complete this tour," Paul Walton, Sidney Walton's 64-year-old son, told CNN.
