BEIJING, Aug. 3 (Xinhua) -- China kicked off a five-day military exercise in two provinces on Tuesday in which 12,000 military personnel and seven types of military aircraft are taking part.The military exercise, code-named "Vanguard-2010", was carried out simultaneously in seven cities across the provinces of Henan and Shandong at 8:21 a.m. Tuesday and featured simulated emergency evacuations and planning for combat.The drill, consisting of two phases from Tuesday to Saturday, will feature emergency evacuations, war planning, reconnaissance, early warning activities, ground-to-air attacks and evacuations of command posts during its first phase ending Thursday.Its second phase consists of testing Chinese air defense troops' ability in fighting air units in a "complicated electromagnetic environment."At 8:21 a.m. on Tuesday, air defense forces from the People's Liberation Army (PLA) and paramilitary forces in the seven cities including Qingdao, Jinan, Zhengzhou and Kaifeng began evacuation plans and successfully moved to designated areas, screens at the drill's commanding headquarter showed.By about 10:10, an air defense brigade from the PLA Jinan Military Command led by its commander, Zhao Geng, had already traveled 100 km and begun to formulate war plans.

UNITED NATIONS, June 29 (Xinhua) -- A veteran Chinese diplomat and an expert of international law, Xue Hanqin, was elected judge of the International Court of Justice here Tuesday.Xue, a member of the International Law Commission, was elected by the UN General Assembly and the Security Council in separate voting.Xue won all 15 votes in the Security Council on Tuesday morning, Claude Heller, the Mexican UN ambassador who holds the rotating Security Council presidency for June, announced after the 15- nation Council cast the secret ballots.Heller, at the open Council meeting, also read a letter from the president of the General Assembly, Ali Treki, who said that Xue won a majority of votes in the 192-nation UN body.Xue "was elected member of the International Court of Justice," Heller said.The election was conducted under the relevant Security Council resolution to fill the vacancy after Judge Shi Jiuyong, a Chinese, resigned on May 28.She is the only female among the 15 judges of the International Court of Justice, and the third Chinese to serve on the Court.Xue told reporters here that she thanked all those who voted for her and said that she will carry out her duty under the UN Charter and the Statute of the Court.

BEIJING, June 21 (Xinhua) -- China's National Development and Reform Commission (NDRC), the country's top economic planner, refuted on Monday recent reports online saying China is mulling adjustments of electricity prices, claiming such reports "untrue" .The NDRC said in a statement on its website that recently there were reports online saying the NDRC was studying plans to adjust electricity prices, citing Li Jing, deputy head of the Department of Resource Conservation and Environmental Protection at NDRC. ROME, Aug. 4 (Xinhua) -- The recovering of poplar forests in Siyang County in Eastern China's Jiangsu Province is benefiting rural life and agricultural activities, the UN Food and Agriculture Organization (FAO) said on Wednesday.Thanks to a joint program launched more than 30 years ago by the Rome-based agency and Italian plant research labs, new poplar forests have extended from 7 percent to 47 percent and are now covering more than 100,000 hectares of the county's land area.Today the poplar forests play a crucial role in restoring marginal flood plains and stabilizing the river banks. Large swaths of planted poplar trees now protect fields once ravaged by floods, wind, sandstorms and soil erosion, giving boost to agricultural production and benefiting 1 million farmers living in the county.According to the FAO, the Siyang case is an outstanding example of countryside reinforcement triggered by the successful application of the international transfer of germplasm, scientific knowledge and technology."Poplars are very fast-growing and amazingly resilient," said Jim Carle, leader of the Forestry Management Team at FAO. "They can grow in many sorts of ways and can easily integrate with other land uses, making them ideal for supporting animal husbandry, agriculture, aquaculture, viticulture and horticulture," he added.Some of the services provided by these multi-purpose trees include furnishing material for shelter, shade and dwellings, protecting crops and supplying fodder for livestock, as well as offering viable sources of bio-energy.Since the launch of the program the FAO has engaged Siyang farmers and smallholders in new income generating activities. CHONGQING, June 27 (Xinhua) -- A delegation led by Taiwan's Straits Exchange Foundation (SEF) chairman Chiang Pin-kung will arrive at Chongqing on Monday for the fifth round of talks with the mainland's Association for Relations Across the Taiwan Straits (ARATS).The talks will be held on Tuesday, with the much-anticipated Economic Cooperation Framework Agreement (ECFA) and an agreement on intellectual property protection likely to be signed.Chiang told a news conference in Taipei Sunday that the signing of ECFA would profoundly influence Taiwan's economy, particularly in trade and investment, as well as the development of relations between Taiwan and the mainland.He said he expected a positive change of Taiwan's economic development mode after the signing of ECFA.The two sides will hold a vice-chairman level preparatory discussion on Monday afternoon.After the talks, Wang Yi, head of the State Council's Taiwan Affairs Office, will meet the SEF negotiators on Tuesday.Bo Xilai, secretary of the Chongqing municipal committee of the Communist Party of China, will also meet the representatives from the two sides on Wednesday morning.The SEF delegation is scheduled to leave Chongqing on Wednesday afternoon.Since June 2008, when regular talks between the SEF and ARATS were restarted, the two sides had held four rounds of talks respectively in Beijing, Taipei, Nanjing and Taichung.The talks brought about several agreements regarding among other things: mainlanders visiting Taiwan, cross-Strait shipping, air transportation, cooperation in fighting against crime and mutual legal assistance.
