SAN DIEGO (KGTV) - Frustrated business owners are speaking out after a rash of break-ins at local wineries and breweries.Lisa Miller, the co-owner of Koi Zen Cellars in Carmen Mountain Ranch, says her heart sank after she arrived at her winery one morning a few weeks ago."The plant was move to the side and the window was completely shattered. My heart started pounding. I got very anxious," said Miller.Inside, she tasted more anxiety. Police believe the intruder was looking for the cash register, something Miller doesn't have. Instead, the burglar grabbed 40 pieces of consignment jewelry valued at more than ,000."When the detective arrived, he said this has been happening in other wineries and breweries in the area," said Miler.Longship Brewery in Mira Mesa in early April: surveillance video shows a person in a hoodie breaking a window, then crawling through the window. Two days later at the Black Plague Brewery in Oceanside, an intruder wearing a mask and hoodie kicked through a window, slipped in and raced right for the cash drawer, before leaving and driving off in a white Jeep Patriot. Detectives told Miller some 18 breweries and wineries targeted in the past few months. "This makes me really sad, mom-and-pop places put their heart and soul into their business no matter what their business is. SAN DIEGO (KGTV) — Despite a concerted effort to repair San Diego's crumbling sidewalks, a new report by city staff details the vast number of areas in desperate need of repair, as well as the skyrocketing cost to get them fixed."We're repairing more now than we ever have, but it continues to be a source of frustration," City Council member Mark Kersey told 10News in an interview Wednesday ahead of a City Council meeting on the matter.The new data shows that crews have repaired or replaced more than 27,000 sidewalks since the last major assessment was completed in 2015. However, more than 81,000 sidewalks still need attention. And while an estimate in 2016 put the costs to complete the work at million, that number has now jumped to to 100 million."The way it's set up right now is the sidewalk is the property owner's responsibility," Kersey explained. "They own it and they're supposed to maintain it. But because it's in the public's right of way, if someone trips and falls and hurts themselves, the city is the first one to get sued."Kersey says the repair process is far more complex and time-consuming than simply seeing a problem area and fixing it. Much of this stems from trying to prod property owners into making the repairs. However, Kersey says the costs of getting the right permits can be prohibitive, even sometimes matching the actual cost of the work. There is a city program which offers to bypass permitting and have the city do the work for half of the cost, though only a few dozen repairs are processed through the program each year.Another concern is mounting legal costs. On top of the cost of the actual repairs, the city has spent millions of dollars settling lawsuits stemming from dangerous sidewalks. "I would much rather put those millions of dollars into fixing the problem than paying out legal bills," said Kersey. 1874

  

SAN DIEGO (KGTV) - Homeless encampments have moved into the site of previous fires in University heights, sparking more fire concerns.March 2018. Amid a firefight along Highway 163, bystanders on the Vermont Street Bridge looking on soon after the flames spark. Fire crews would put out that fire without any major damage. Months later, a smaller fire erupted in the same area, near another encampment. Marybeth Chruden and the University Heights Community Association organized a petition drive, leading the San Diego City Council to approve more than a million dollars for canyon abatements across the city, including one at the University Heights site in July.In the past few weeks, that site looked a lot different."Shocked, but in a way, not surprised," said Chruden.Chruden's group posted photos on their Facebook page of homeless encampments and the surrounding mess."It shows they are very comfortable, out in the open ... We see people smoking and little campfires down there. The fire danger still high with dry materials in that canyon," said Chruden.Chruden says after several requests on the city's 'Get It Done' app, crews cleared out the area Wednesday morning, except for one mattress. The problem? She expects the homeless to move back in soon."Maybe tonight, in three days or four days. Within a week, something will be going on down there," said Chruden.Chruden believes regular visits to the area by city crews are needed, possibly twice a month. 10news reached out to Councilmember Chris Ward's office for a comment and are waiting to hear back. 1574

  

SAN DIEGO (KGTV) - Hawaii recently passed a ban on sunscreens containing certain chemicals deemed harmful to their coral reefs.With more than 70 miles of coastline in San Diego County, the question of whether a similar ban could affect our region has been brought to light.The chemicals in question are oxybenzone or octinoxate, both of which are found in many commonly purchased sunscreens.RELATED: What ingredients to avoid, look for in reef-safe sunscreensA study by the Haereticus Environmental Laboratory found the chemicals seep into young coral and lead to coral bleaching, which occurs when an increase in sea temperatures kills the algae that grow inside coral, turning reefs white. This eliminates other nutrients that sustain marine life.Researchers say 14,000 tons of sunscreen lotion gets into reefs around the world every year.We asked our 10News Facebook fans how they would feel about a similar ban in California. At press time, 81 percent said they would support similar legislation in our state:When asked for comment regarding a similar California ban, the Governor's Office told 10News they do not comment on any potential legislation and there is currently no bill in the works.While San Diego doesn't have a robust coral ecosystem, the region is home to scenic coastlines that draw tourists from all over the world and off-shore fishing that fisherman enjoy just the same.RELATED: Hawaii moves to ban certain sunscreens to save coral reefs"The physical block more hitting and going away, the more chemical blockers are causing a chemical reaction," Mark Vierra, a dermatologist in Rancho Bernardo, told 10News. "You think about the old surfer with the white on the nose, people didn't always love that but now they're micronized, so I have a physical block on now and it doesn't look totally white."There are no studies on how sunscreens affect San Diego's coastline, which is home more to kelp forests than coral reefs. For now, Vierra suggests picking one and sticking with it."I always want patients to pick one that they like and they'll use consistently and reapply," Vierra said. "That's probably more important than which individual one you pick." 2214
