SAN DIEGO (KGTV) - San Diego Police announced Tuesday the arrest of a man suspected of sexually assaulting an elderly woman in a nursing home in Hillcrest. Detectives took Lusean Arline, 48, into custody Monday for the crime which occurred Oct. 27. Police did not release the name of the nursing home, but administrators with Balboa Nursing and Rehabilitation Center confirmed with 10News the attack happened in their facility.Police said the 88-year-old victim was inside the nursing home when Arline illegally entered the facility. He sexually assaulted the woman, who was in her bed, officers said. San Diego Police Sex Crimes Unit investigators collected evidence at the scene, including male DNA which was processed by the Crime Lab and loaded into the Combined DNA Index System (CODIS). Arline is currently being held on a parole violation. SAN DIEGO (KGTV) — San Diego Police have released officer bodycam footage of a fatal shooting involving a man in Mountain View earlier this month.San Diego Police say 39-year-old Jose Alfredo Castro-Gutierrez was shot and killed after officers responded to the 300 block of South Pardee Street just before 5 a.m. on Oct. 19 over reports of a violent disturbance involving a weapon.According to police, Castro-Gutierrez was staying at a home as a guest when the residents were woken up by him. He had reportedly been acting paranoid and ripped a metal curtain rod from a window and began breaking windows and other objects in the home.Video shows Castro-Gutierrez crawl through a window in the front of the home and run toward police, before officers fired their weapons and fatally struck him. A metal pole was found near him.Three officers fired at Castro-Gutierrez: One officer fired a bean bag round, another officer fired a Taser, and a third officer fired several rounds from his service pistol, SDPD says.Officers started first aid at the scene, but Castro-Gutierrez was pronounced dead at the hospital. The officer who fired his service pistol was identified as Isai Castillo, a two-year veteran of SDPD assigned to Southeastern Division.Gene Iredale, the attorney who represents Castro’s family, says they are planning to file a wrongful death action. He says the lethal force was not warranted.“This was a tragic combination of negligence and callousness that led to a needless death,” Iredale said.Iredale says his client leaves behind a wife and a one-year-old child. He says Castro is a Mexican citizen and a legal resident of the U.S. His wife lives in Mexicali, but Castro has been working and renting locally.He says Castro also has a history of mental illness.“This was a person in a mental health crisis and was paranoid,” Iredale said. “His last word as he rushed towards the officers was ‘ayuda,’ ‘help me’”In a recorded video statement provided to ABC 10News by Iredale, Castro’s wife was emotional, saying the family is shocked at what happened, calling her husband’s death an injustice. SAN DIEGO (KGTV) — San Diego County reported 409 new coronavirus cases Thursday and a single-day record of 17 new deaths from the virus.Thursday's new cases had a 4% positive rate out of 10,434 reported tests, according to the county, bringing the region's total to 21,855 cases. The county's new deaths brought the county's death toll to 465. Eleven men and six women died between July 2 and July 15, and their ages ranged from 51 to 90 years of age. All but one had underlying conditions.The county also reported one new community outbreak traced to a gym, bringing the region's total to 14 community outbreaks in one week — double the region's trigger.Of the region's total COVID-19 cases, the county says 2,127 or 9.7% have needed hospitalization, and 558 or 2.6% of all cases and 26.2% of hospitalized cases were admitted to an intensive care unit.The county remained above the state’s threshold of no more than 100 cases per every 100,000 residents at 153.2 cases. 978

SAN DIEGO (KGTV) -- San Diego Gas and Electric says more than 21,000 residents could lose power amid a coming Santa Ana wind event.The company said Saturday it notified thousands of residents about the possibility of power outages to reduce wildfire risk both Monday and Tuesday.The outages could take place in south Orange County and north San Diego County. SAN DIEGO (KGTV) -- San Diego Mayor Kevin Faulconer Monday announced new limitations on public gatherings, as well as bar closures and restaurant restrictions. In the announcement, Faulconer echoed an declaration made earlier in the day by county health and elected officials. During that news conference, county officials announced that they would legally enforce new public health orders over COVID-19. Faulconer said he signed an executive order forcing all bars and nightclubs to close to the public. "This is not optional, this is mandatory," Faulconer said. The measures don't apply to grocery stores or restaurants located inside nursing facilities. All city public buildings will also be closed to the public. During the news conference, Faulconer discouraged residents from attending any non-essential gatherings. The order takes effect at 11:59 p.m. Monday and will last through March 31, unless otherwise extended. The city is set to maintain police, fire, water, trash and sewage services.
