(KGTV) — East County residents say they're behind a local dog rescue's efforts to provide for canines, but that the facility has been operating dangerously.Suzy Avalos lives next door to the Happy Hearts German Shepherd Rescue, which is run out of a La Mesa home. She tells 10News the dogs that reside in the yard have had no problem jumping the fence."You see the fence is not high. It's right up here. The dogs don't have a problem jumping over this fence," Avalos said. "I've lived here for 10 years and it's just progressively getting worse."RELATED: Disease fatal to dogs that can spread to humans on the rise in some statesWhen the dogs escape they can also be aggressive, neighbors say, with at least one dangerous incident being recorded. 10News obtained records from the La Mesa Police Department showing at least 28 instances where officers responded to the dog rescue to help round up escaped canines or help people who say they were attacked by the dogs."We have a lot of people on this street that have young kids and I'm just worried a child is going to get bit or something worse is going to happen," Avalos said. "They're out of control and she should not have a license."The woman who runs the dog rescue, Donna, declined an interview by 10News. While they support the idea of rescuing the dogs, they say it needs to be done more responsibly. LA JOLLA, Calif. (KGTV) - Researchers at UC San Diego have developed a new way to field test for Fentanyl, a dangerous opioid that is deadly even in trace amounts.Similar to diabetes testing strips that measure glucose levels, the scientists at the Center for Wearable Sensors created a testing strip that can detect Fentanyl."You simply swipe the surface and collect the sample and analyze it in one or two minutes, on the spot," says Joseph Wang, the Center's Director.The strip uses electrochemical carbon and silver electrodes. The meter runs currents from the electrodes through the sample. Based on how the material reacts, it can tell if Fentanyl is present, down to a nanogram level.They recently published their success in an article in the Chemical and Engineering News.The practical applications of the testing strips are wide-ranging, says Wang. He believes that law enforcement, first responders, border patrol agents and post office workers would use this new technology to test any unknown substance.Recently, law enforcement agencies have been looking for ways to field-test for Fentanyl, since any contact with the drug can lead to an overdose or even death.The San Diego Sheriff's Department bought 15 TruNarc devices this past fall. Those scan materials and tell what kind of drugs are present. UPDATE 12:30 p.m. ET Tuesday, November 11: The Associated Press projects President Donald Trump will win Alaska, and take their 3 electoral college votes. This brings Trump up to 217 electoral votes and Joe Biden is still at 290. The AP projected Biden will win the presidential election.A recount in the presidential race will happen in Georgia, and North Carolina has still not been called for either candidate at this time. UPDATE Saturday 7 p.m. ET: The presidential race has still not been called in Georgia and North Carolina at this time. Trump leads in North Carolina by around 75,000 votes and Biden has a small lead in Georgia. Democrats will maintain majority in the House of Representatives. In the Senate, Democrats have 48 seats and Republicans have 48 seats, there are two senate races in Georgia headed to a run-off election in January.UPDATE Saturday 11:30 a.m. ET: The Associated Press is projecting Joe Biden will be elected President of the United States, after being projected to win Pennsylvania and Nevada Saturday morning. 1712
