SAN DIEGO (KGTV) - San Diego-based U.S. Border Patrol agents arrested a sex offender and stopped smuggling at sea over the holiday weekend, Customs and Border Patrol officials announced Thursday. Agents spotted a man in East San Diego County about six miles north of the U.S.-Mexico border at 12:30 a.m. on July 6. The 53-year-old Honduran national did not have any documents verifying his residency, officials said. Agents took the unidentified Honduran man to a station for processing. They discovered he had been convicted of sexually assaulting a child and sentenced to prison in New Hampshire in 2008, according to the CBP. The man will be processed for illegal re-entry after removal, officials said. A U.S. Coast Guard cutter made the second significant arrest of the holiday weekend, officials said. The crew intercepted a boat off Point Loma the evening of July 7. Although it appeared to have one person on board, Coast Guard crew members found an additional 12 people suspected of trying to enter the U.S. illegally, officials reported. The group taken into custody included nine men and two women from Mexico, and a Salvadoran man and woman. Border Patrol Agents also arrested 530 people who tried to cross the border illegally over the long weekend. 1270

SAN DIEGO (KGTV) — San Diego's shifting real-estate market could mean new opportunities for entry-level home buyers.A new study from realestate.com says the rate of appreciation for homes at the lower third of the price range are appreciating at 2.2 percent annually. That's a large drop off from the 10.4 percent price growth those homes saw from 2017 to 2018. “Those homes, priced in the bottom third of the market, have been appreciating the fastest and have seen the least inventory in recent years and price cuts are becoming more common as the balance between buyers and sellers is trending toward evening out," said Skylar Olsen, director of economic research for Zillow Group, which owns realestate.com "That’s not a huge surprise, as annual home-value appreciation has been well above historic norms for some time, and was due to slow back toward normal.”The typical entry level home in San Diego County is now worth 4,500. That's still a hefty price for San Diego renters who are paying an average of about ,000 a month and struggling to save for a down payment. Still, down payment assistance programs are available through the County and San Diego Housing Commission. Additionally, potential buyers can qualify for an F.H.A. loan with as little as 3.5 percent down. And Veterans can buy homes with nothing down through a V.A. loan. Carlos Espinoza and his wife Esther are buying a two-bedroom condo in Rancho Penasquitos for 9,000, the full asking price. They put 12 percent down, which they accumulated by increasing contributions to Carlos's 401(K), then borrowing from that fund. "Save as much as you can, even though sometimes you may feel like it's not enough," Carlos said. "The American Dream is alive again."Rich Kushner, a realtor with Burke Real Estate Consultants, said the most important thing an entry level buyer can do is get pre-approved for a loan. That will cause a seller to take an offer more seriously."Everything's negotiable when you write a contract, but you're going to have a stronger offer if you have a pre-approval letter," Kushner said. Realestate.com says inventory of entry level homes is up 21 percent annually in San Diego. Still, challenges remain. Both Zillow and Bankrate listed San Diego as one of the nation's most challenging housing markets for first-time buyers. 2333

  

SAN DIEGO (KGTV) – SeaWorld San Diego will partially reopen to the public later this week.Starting Friday, Aug. 28, the park will open its doors to guests for what it is calling Zoo Days: Bayside BBQ & Brews.In a press release, the company said, “With enhanced health and safety measures, guests can safely roam the park’s expansive grounds, enjoy amazing animal exhibits and presentations, and savor a limited-time food and beverage experience with all new BBQ and beer-infused menus throughout the park, paired with San Diego’s best craft brews.”In addition to the food and drink offerings, guests will be able to enjoy the park’s outdoor animal exhibits and shows such as the Dolphin, Sea Lion and Orca EncounterThe special event will run on weekends from Aug. 28-Sept. 27. The event will also take place on Labor Day weekend.A limited number of guests will be allowed in the park on each day, with park hours from 11 a.m.-7 p.m.Park officials suggest guests purchase tickets in advance:“All guests, including Fun Card holders and Pass Members must purchase a date-specific ticket online to this limited time experience. SAN DIEGO (KGTV) -- Scripps Research scientists have figured out how to reverse the desire to drink in alcohol-dependent rats. According to a news release, the researchers were able to use lasers to temporarily inactivate a specific circuit in the brain to reverse the behavior. “This discovery is exciting—it means we have another piece of the puzzle to explain the neural mechanism driving alcohol consumption,” says Olivier George PhD, an associate professor at Scripps Research and senior author of the new study.Though the discovery is exciting news for science, researchers say the treatment is far from ready for human use. George says he believes that the discovery will open the door to developing drug and gene therapies to treat alcohol addiction. “We need compounds that are specific to this neuronal circuitry,” George says. In the U.S., more than 15 million adults suffer from alcohol use disorder, according to the National Institute on Alcohol Abuse and Alcoholism. 991
