OAKLAND, Calif. (AP) — A Northern California prosecutor says she's reopening an investigation into the killing of a 22-year-old Black man at a train station by a transit officer 11 years ago. Oscar Grant was shot and killed by a Bay Area Rapid Transit officer on New Year's Day in 2009. The officer was charged with murder, found guilty of a lesser charge, and served 11 months in jail. Grant's family wants charges to be filed against another officer who pinned Grant down with a knee to his neck in a manner similar to that used in the death of George Floyd in Minneapolis. (AP) — A federal judge has ordered the U.S. Census Bureau for the time being to stop following a plan that would have had it winding down operations in order to finish the 2020 census at the end of September. The federal judge in San Jose, California, issued a temporary restraining order late Saturday against the Census Bureau and the Commerce Department, which oversees the agency. The order stops the Census Bureau from winding down operations until a court hearing is held on Sept. 17. The head count of every U.S. resident every ten years helps determine how .5 trillion in federal funding is distributed and how many congressional seats each state gets. Those who have not filled out the paper census yet can fill it out online by going to the official census 2020 website. The temporary restraining order was requested by a coalition of cities, counties and civil rights groups that had sued the Census Bureau, demanding it restore its previous plan for finishing the census at the end of October, instead of using a revised plan to end operations at the end of September. The coalition had argued the earlier deadline would cause the Census Bureau to overlook minority communities in the census, leading to an inaccurate count.Because of the coronavirus pandemic, the Census Bureau pushed back ending the count from the end of July to the end of October and asked Congress to extend the deadline for turning in the apportionment numbers from December, as required by law, into next spring. (KGTV) — Oceanside city officials are asking for developers to submit their bids to create an "iconic" downtown sign for the city, similar to areas of the county like the Gaslamp District, North Park, and Escondido.The city's request for proposals calls for a sign that will act as a new landmark and "the heart of the Sunset Market" at the intersection of Tremont Street and Pier View Way.The sign must be an "over-the-road" style sign that spans the intersection and aims to, "create a 'place' that locals and visitors are invited to enjoy for decades to come," the city says.Candidates can submit an initial design by January 13, 2021. The top five candidates will be granted ,000 and four weeks to flesh out their designs, budget, and other aspects. The city's Property and Business Improvement District will then choose the best three to go before a public vote. (KGTV) — An investigation is underway to find a mail thief who appears to be targeting military families living on Camp Pendleton.A few weeks ago, Jessica, a Marine wife who lives on the base, went to her mailbox and saw a card from a friend in Arkansas."Opened up my card, and after I opened it, I realized there was a slit down the side," said Jessica.After a closer look, Jessica realized someone had been in her mail."A clean cut down the side. Didn't get caught on anything. A machine didn't make this ... Just irritated. It's an invasion of privacy," said Jessica.Jessica says her card never did contain any cash or gift cards, but others on base haven't been as lucky."They're furious, and they want something done," said Jessica.Jessica says on various Facebook pages connected to the base, hundreds have posted photos of tampered mail received in the past two months. The envelopes are usually missing cash, gift cards or checks."Pretty disgusting. Pretty shameful ... It's no accident it's happening to us. Military families are an easy target. We're not with our families. Families make up for it by sending us a little extra, definitely for our kids," said Jessica.So what is the commonality when it comes to the mail? It's processed and delivered by the Postal Service. The closest post office is about a mile-and-a-half from the base.The Postal Inspection Service confirms they've begun an investigation, along with an internal probe.
