SAN DIEGO (KGTV) -- A man with San Diego ties who worked for the U.S. government is accused of drugging and sexually assaulting multiple women, according to federal court documents.An FBI spokesperson confirmed Brian Jeffrey Raymond was arrested in La Mesa earlier this month.The arrest was first reported by The Daily Beast.Team 10 learned his arrest on October 9th took place in the parking lot of a La Mesa gym. Currently, he faces one charge related to sexual assault, but prosecutors said he is under investigation for crimes against 21 other women.Raymond, who most recently worked for the U.S embassy in Mexico City, had worked for the government for 23 years."For years, he has exerted power and control over unconscious women, undressing them, sexually assaulting them, photographing them, and recording them without their knowledge or consent," prosecutors wrote in court documents. They called him an "experienced sexual predator."He is currently at the Metropolitan Correctional Center in downtown. In a hearing this week, he was ordered to be transferred to Washington D.C. The investigation showed in May 2020, police in Mexico City responded to Raymond's apartment to reports of a "naked, hysterical woman desperately screaming for help." The woman said she met Raymond on Tinder. Their date eventually led to his apartment, where they ate snacks and drank "from a wine glass [Raymond] provided in his residence," documents showed. The victim said she suddenly blacked out. A sexual assault examination showed several injuries.On Raymond's devices and iCloud, investigators said they found approximately 400 photos and videos, some dating back to 2011. They showed at least "21 different unconscious women." Some of the women were fully nude.Law enforcement said they found his internet searches included "passed out black girl," "deep sleep," and "Ambien and alcohol side effects."The alleged assaults took place from Mexico City to Virginia, according to prosecutors. Raymond's parents live in La Mesa. Documents showed he moved back to their home in June after he resigned from his job. In an interview with federal agents, his parents said "they feel like they do not know their son" and were surprised when he came to visit. Prosecutors said his behavior was escalating, even after his arrest. A week before he was arrested in La Mesa, they said Raymond met another women who could only remember small fragments of their sexual encounter.Raymond's attorney did not return Team 10's request for comment. 2531

SAN DIEGO (KGTV) -- A Marine killed in a motorcycle crash on I-15 Friday has been identified as 21-year-old Logan Parkhurst.The crash happened in the southbound lanes of Interstate 15 near Miramar Way just after 6:30 a.m.According to the California Highway Patrol, Parkhurst hit the back of a Toyota while attempting to exit onto Miramar Way, causing him to be ejected. SAN DIEGO (KGTV) - A Hillcrest woman says the sounds that wake her up every day also make her dread going into her own home.After retiring, Mary Alsop moved from New Jersey two years ago and bought a condo on Centre Street."I was going to read all these books I said I was going to read," said Alsop.But her retirement dream has been interrupted by a constant stream of announcements from the Hillcrest branch of the DMV, starting around 8 in the morning and ending sometime past 6 at night.  A woman's voice can be heard rattling off ticket numbers and the windows that customers should report to."It's endless, repetitive and numbing," said Alsop.In late February, several loudspeakers were installed outside the DMV building. Between her condo and the DMV office are trees, a row of condos and apartments, along with four lanes of traffic and a large median.  Yet, when 10News was in her condo, those sounds could clearly be heard in her bedroom. The joy of reading is now a chore."It intrudes on your thinking and concentration," said Alsop.Shutting the windows reduces some of the noise, but makes it stuffy inside.Alsop isn't alone.  On the app Nextdoor, neighbors have been voicing their frustration for months.  Alsop says she and others have complained in person and online.  She says a few times, the volume has been turned down, only to go back up days later."I"m tremendously stressed out.  I just want my home back," said Alsop.A DMV spokesperson emailed 10news saying they've already agreed to turn down the volume.  10news responded, informing them the neighbors still feel the noise is too loud.  We are awaiting their response.  1698

  

SAN DIEGO (KGTV) — A Pacific Beach business owner is responding to a viral video of a worker's violent confrontation with a homeless man this week.The owner of B-Mo's Sandwich Shop, identified as Marc L., posted a message to Facebook in response to the video, which shows an employee push a table into a shirtless man's head, then begin throwing his belongings into the street.The note read in part that while he is apologetic for the events that occurred, "this person has been rather malicious to our community for over a year now."RELATED: Violent confrontation between Pacific Beach worker, homeless man caught on tape"Let me reiterate, this is no excuse for the choices and actions of our employee. However, that being said, I would ask for everyone to understand that we love this business and the Pacific Beach community immensely ... I sincerely hope we can all move forward, and learn an important lesson from these less than ideal happenings," the statement read.10News reached out to B-Mo's once again Friday, but no one was available to speak. Employees confirmed the note was posted by one of their owners.The employee in the video has not been named. Police are looking for the homeless man in the video to see if he would like to give a statement or cooperate in the investigation.Karim Bouris, of Business for Good San Diego, says the video shows how quickly issues can escalate in the region right now. Business for Good San Diego gives businesses tool kits for what to do in situations with homeless individuals.Other local business owners tell 10News they've tried to ask homeless individuals nicely to leave, but that doesn't always work.RELATED: San Diego homeless count 2019: Data shows over 8,000 living on county streets or in shelters"There is an absolute moment where if you don't feel safe, and if your employees don't feel safe, you absolutely have to call the [police] non-emergency number first.
