SAN DIEGO, Calif (KGTV) - A series of problems at a handful of California gas refineries have caused prices to surge over the last month.According to the Automobile Club of Southern California, the average cost of gas in California is .955 per gallon. That's more than a dollar more than the national average of .811. Alabama has the lowest gas prices in the country at .499 per gallon.Because of strict environmental regulations, most of the gas in California has to be made in state. So when local refineries go off-line, it directly impacts prices.AAA says at least 6 of the 12 gas producing plants in the state have had problems in the last month, leading to shut-downs.On March 15, a fire shut down the Wilmington Phillips 66 refinery.Ten days later, the Valero refinery in the Bay Area shut down when a scrubber malfunctioned, sending black smoke into the air.Flaring issues caused outages at two plans in Southern California, the Chevron plant in El Segundo and the Valero in Wilmington.Meanwhile, PBF Energy in Torrance had routine maintenance scheduled, which decreased production."We don't have pipelines that can pipe relatively cheap gasoline to use from other states," says Marie Montgomery with the Automobile Club of Southern California. "We have to rely on shipping of gasoline when our refineries have problems."According to the California Energy Commission, refineries in Washington and the US Gulf Coast can produce gas for California, as can refineries in Eastern Canada, Finland, Germany, the US Virgin Islands, the Middle East and Asia. But it takes time for those shipments to arrive.In the first week of April, the state didn't receive a single drop of imported gasoline.As we wait, local refineries have dipped into their reserves to meet demand, taking two million barrels out of reserves."The imported gas is going to be coming here, there's no doubt about that," says Montgomery. "We've got the highest prices in the country by far right now. San Diego (KGTV)- In honor of Dr. Martin Luther King Jr. Day, hundreds are giving back in the best way they can. This morning volunteers rolled up their sleeves to clean up Balboa Park. 14-year-old Maya Hundley spent the morning planting flowers with her family at the MLK Day of Service Interfaith Project. "I think it's important any day to help out, especially today," says Hundley. "Instead of being lazy or taking it as an extra day off, you can use that time to make a difference in the world." More than 300 volunteers spent the morning cleaning up Balboa Park. "People are doing anything from planting trees and flowers to raking leaves and hauling brush," says Melissa Spence with First United Methodist Church of San Diego. The city's parks and recreation department was on hand, showing volunteers which areas needed the most care. The MLK Day of Service Interfaith Project includes Christians, Jews, Muslims, and Unitarians working together. This is the 11th year the group has come together for the event. "As people of different faiths, we recognize that God gave us this earth we're being called to care for it in the best way that we can," says Spence. SAN DIEGO (KGTV)- The 2019-2020 cruise season is officially underway in San Diego, and the Port of San Diego expects thousands of visitors to the region, having a significant economic impact on the city.The Port has 104 cruise calls scheduled, which is up from last year's numbers. Approximately 338,000 passengers will be on the cruises and Port officials say each home ported call has an average of million in economic impact."That doesn't just mean spending money on food and shopping, but that can be maintenance, repairs and things to the ship," said Adam Deaton, with the Port's cruise business development."It's a great, great uptick for San Diego's economy," said Deaton. "We're not in the summer so it's kind of the down season, so cruise is a great pick me up for the winter and fall months."The season began Tuesday with the arrival of luxury ship Le Soleal, from French Cruise company, Ponant.Also this season, Holland America, Disney Cruise, and Carnival Cruise Lines will be featured. Carnival has not been in San Diego since 2011 and its return was much anticipated.The Carnival Miracle will be at the Port starting in December for 12 trips including Mexican Riviera, Hawaiian Island, Baja Mexico and Panama Canal cruises.Starting October 4, Disney Cruise Line will offer 16 cruises from the Port of San Diego. Whether for convenience or for price, third-party repair shops are the choice for many customers. Unfortunately, some Apple users with the latest phones say they're not able to go to third-party shops. Four years ago, Christopher McQueen said he found the perfect niche business. “People are always breaking their phones, late at night,” McQueen said.He is the owner of Mobile Cell Doctors. He will come to you and fix your phone.“To be able to fix your phone in 10 minutes, versus a 3-hour fiasco at Apple, it was a need that was definitely there,” McQueen said. He said he can fix any hardware problems, except on the most recent iPhone models - iPhone 8, 8 Plus and X.Just recently, iPhone 8 user Lucas Peckham went to McQueen to get his broken screen replaced. His choices were 0 with McQueen or 9 at the Apple Store. He chose the cheaper, more convenient option.Peckham said everything was flawless until one morning, he woke up to a phone with a frozen screen. He could not swipe, touch, type, or do anything with his device. Peckham said it happened after his phone automatically updated overnight, installing the Apple 11.3 Software.McQueen said he was suddenly inundated with calls from all of his previous iPhone 8 customers. “It’s been a nightmare,” McQueen said. He said he had fixed about 100 iPhone 8’s in the last six months. He suggested to his customers, to do what they hoped to avoid by going to him in the first place - go to the Apple Store. But Peckham said, when he showed Apple the problem, he was told, because he previously used a third-party repairman, they could not repair it. Instead, he had to replace it with a brand new screen for 0 - or buy a whole new phone. “I totally felt screwed,” Peckham said. With no other option, Peckham said he gave in, spending six hours at the Apple Store, and paying up the 0. “It was basically a way for Apple to create kind of a monopoly on the iPhone screen,” Peckham said. Last month, California became the 18th state to introduce a “Right to Repair” Bill, which would require electronics manufacturers to make repair information and parts available to owners and third-party repair shops.McQueen hopes this legislation passes, so mom-and-pop business owners like him also get to have a piece of the pie. “I would love to fix those,” McQueen said. “But until they release the software to run the phones that would allow third-parties to work on those devices, we can’t fix them.”10News spoke to Apple, who said they do work with Authorized third-party dealers that are not Apple Stores.
