SAN DIEGO (KGTV) - A new report released by the California Department of Forestry and Fire Protection states wildfire acreage burned in 2019 is down 96% compared to 2018.Stating from January to August in 2018, 621,784 acres burned. In 2019, only 24,579 acres scorched during the same time period.On top of this, the U.S. Drought Monitor released a report Thursday showing most of California is out of the drought. San Diego is the only county fully highlighted in yellow, indicating it is 'Abnormally Dry'.A very stark contrast to 2018, where most of the map is covered in dark shades of drought. In August of 2018 San Diego was labeled in 'Severe Drought'.While the winter rain cured California's drought, it brought a new problem to firefighters. Tall weeds, and new growth act as kindling, launching fires, according to Cal Fire Captain Thomas Shoots.So we're not out of the woods.Historically San Diego has had some of it's biggest fires in the Fall and Winter, whipped up by Santa Ana winds. "Our fuels are going to continue to dry out an we're not going to be getting rain for quite a while longer so even though we've had the marine layer sticking in and that's really helped us, in the long run those heavy rains that we need, we're probably not going to see for several months," he said. "Late October is usually when we see the Santa Ana winds. We are expecting our normal winds this year. We still have an above average fire potential for San Diego for October and November."Shoots said neighbors must stay vigilant, and create defensible space around their home."I think it's important for everyone to remember most fires are human caused," he said. 1670

SAN DIEGO (KGTV) -- A San Diego County sheriff’s deputy was arrested and charged with multiple sex crimes involving minors.Chula Vista police said they received anonymous tips via Crime Stoppers on April 9, 2020, “regarding an unidentified adult male suspect, who engaged in sex acts with an underage victim. Investigators were able to identify the suspect and also determine that there were two additional underage victims.”During the probe, investigators identified the suspect, 27-year-old Jaylen Fleer, as a correctional deputy with the San Diego County Sheriff’s Department.According to CVPD officials, Fleer surrendered to investigators on Wednesday, July 22. After being processed at CVPD headquarters, he was transported to the sheriff’s Vista Jail.Jail records obtained by ABC 10News show Fleer was booked on 15 charges, including oral copulation with a person under 16, luring a minor for a sex offense, and sending harmful material to seduce a minor.Chula Vista police noted that the sheriff’s department “cooperated and assisted with the investigation.”In a statement, the San Diego Sheriff Department said that Fleer was placed on administrative assignment when the department was made aware of the possible incident and that because of the seriousness of the allegations, his authority as a peace officer was taken away. SAN DIEGO (KGTV) — A medical helicopter transporting a heart from Grossmont Hospital for transplant crashed on the helipad of a Los Angeles-area hospital on Friday.The AgustaWestland A109 medical helicopter flipped onto its side after experiencing a hard landing on the roof of Keck Hospital of USC at about 3:15 p.m., according to a statement from the hospital. Three people on board, the pilot and two medical personnel, escaped without major injuries. Nobody on the ground or in the hospital was injured, the hospital and FAA said. Patient care at the hospital was not interrupted.The helicopter was carrying a heart from Sharp Grossmont Hospital in La Mesa, according to helicopter service provider Helinet. The hospital said in a statement that the organ was safely delivered to the intended patient in time for surgery.“We are fully cooperating with the NTSB and FAA on their investigations,” said Helinet COO and President Sean M. Cross. “Our company prides itself on professional operation and maintenance of aircraft as core values - the safety of our customers and pilots is always our top priority. We are happy that at this time there appear to have been no serious injuries.”The FAA and National Transportation Safety Board are investigating the crash.Helinet says it completed more than 1,300 helicopter air ambulance missions in 2019. SAN DIEGO (KGTV) — A San Diego boxer who missed out on the 2016 Olympic games has her eyes set on 2020.Danyelle Wolf missed out on the 2016 Olympic games because her weight class wasn't included. The omission forced her to seek out a new challenge: MMA.For the next three years, Wolf trained for her MMA debut. That day would never come either."I dislocated my shoulder, so I totally dislocated my arm, tore my labrum," Wolf said. The International Olympic Committee voted to add Wolf's weight class to the 2020 games as she rehabed her shoulder injury.So just like that, it was back to the training room, but in this case time was a factor."Thank goodness, because it I would've fought professionally in MMA I would not have been able to try out for the Olympic games," Wolf said. SAN DIEGO (KGTV) - A local family is desperately pleading to individual ICE officials to let them see their patriarch for the first time in 19 months. The Bakala family is seeking asylum after they say they barely escaped death in the Republic of Congo. Once they reached San Diego, the family of nine was separated.17-year-old Marie Louise Bakala should be focusing on college. But right now, that is on hold. "I am getting stronger, but it is not enough because I need my father back," Mari Louise said to the St. Luke's Episcopal Church congregation in North Park. The Bakala's left a comfortable life in the Republic of Congo. Father Constantin was a computer engineer for the Ministry of Health. His wife Annie Kapongo was a shop owner and mother of seven. The Bakalas say it all changed when the new government stepped in. Kapongo says because of Constantin's occupation, the family was targeted, brutalized, and even sexually abused by Congolese authorities. Fearing for their lives, they came to San Diego in 2017 to seek political asylum."This family came across a world come to a country that will protect them, but instead, it has only been a continuing nightmare," Pastor Colin Mathewson said. Annie Kapongo was released with an ankle monitor with the seven kids in San Diego. Immigration and Customs Enforcement [ICE] authorities detained Constantin in the East Coast alone. In February, a judge rejected Constantin's asylum case and appeal. But in March, he as given an emergency stay. Just last week, he earned the right to appear in front of a judge again, this time with a lawyer. Friends and staff of St. Luke's are now pleading with ICE to grant Constantin parole, to be with his family. They say it would be a show of good faith, just as the Good Samaritan did in the Bible."There is an assistant field director, and there is a deportation officer out there in Atlanta," Pastor Mathewson said. "We are asking Christine and Michael today to help somebody that needs so much help. After 19 months of detention, to bring him back home with his family as he awaits his next court date.""I hope that he will be here with us and we will be a family again," Marie Louise said."Please, please help me," Kapongo said through a French translator. "Send me back my husband."Last year, the couple missed their 20th wedding anniversary because Constantin was detained.
