SAN DIEGO (CNS) - As San Diego County heads into a "Halloweekend," public health officials are urging members of the public to practice COVID-19 protocols -- including avoiding large gatherings such as Halloween parties and door-to-door trick-or-treating."These activities involve face-to-face interactions with people from different households," said Dr. Wilma Wooten, the county's public health officer. "If a COVID-19 infection is detected among a participant, it will be very difficult to find and notify those who may have been exposed."These traditional Halloween celebrations are not advised, and large gatherings are not allowed, under state or local health guidance. The county has reported dozens of community outbreaks in the past week.Wooten said some alternate activities to make sure children can have a safe and fun holiday include:-- Online parties/contests such as costume or pumpkin carving-- Drive-through events and car parades-- Decorating up homes and yards with Halloween-themed decorations-- Movie nights with household members or at a drive-in theater-- Pumpkin patches where people use hand sanitizer and maintain 6-feet of distance from others"Please be safe and stay healthy this Halloween weekend," Wooten said. "A boo and a cackle can be great fun, but COVID is definitely not."A full list of county recommendations for what -- and what not -- to do over the Halloween weekend can be found at https://www.sandiegocounty.gov/content/dam/sdc/hhsa/programs/phs/Epidemiology/Halloween%20Guidelines%2010.15.20.pdf 1546

SAN DIEGO (CNS) - More than 1.3 million ballots had been received by the San Diego County Registrar of Voters by mid-afternoon today, with around 51,000 votes cast at polling locations so far.The San Diego County Registrar's Office reported 1.36 million ballots collected by mid-afternoon out of the 1.95 million registered voters in the county. With county polling locations open early, about 126,000 residents were able to cast their votes in person over the past four days, the Registar's Office said.Mail-in ballots were sent to all registered voters in the county on Oct. 5, even those who had not requested one. Voters who prefer to cast their ballots at their assigned polling place on Election Day can do so until 8 p.m.An in-person voting location tool can be found on the county's voting website, SDvote.com.County voters also have until 8 p.m. to drop off mail ballots at 125 drop-off locations throughout the county, which can found on the Registrar's website.Registrar of Voters Michael Vu said his office is working with county public health services to ensure the health and safety of election workers and voters. Personal protective equipment and sanitation supplies will be provided to staffers so they can conduct the election process safely.Voters casting ballots in person were instructed to bring a face mask and plan to maintain social distance.Locations of vote centers were chosen and configured to allow for queuing and voting while maintaining six feet of social distance. Masks will be required inside, but residents unable or unwilling to wear them will be allowed to vote curbside.Officials noted that the need to social distance may create longer lines than usual at in-person locations. The Registrar's Office will begin releasing results shortly after 8 p.m. 1797

SAN DIEGO (CNS) - Officials Thursday publicly identified a woman whose body was found floating in Mission Bay last weekend.A visitor to Fiesta Island made an emergency call shortly after 6:30 a.m. Saturday to report spotting 36-year-old Anita Teres dead in the waters of the manmade harbor south of Pacific Beach, according to San Diego police.``Although there were no obvious traumatic injuries seen (on) the victim, due to the circumstances and the condition of the body ... homicide investigators were called to the scene out of an abundance of caution,'' Lt. Matt Dobbs said. ``Very little is known about the victim or the circumstances surrounding the death at this time.''Authorities have been unable to locate any next of kin for Teres, who was known to frequent Fiesta Island, downtown San Diego, La Mesa and various local trolley stops, according to police. 874

SAN DIEGO (CNS) - A motorist was killed when his car was struck by a trolley after he drove past a trolley crossing gate in the Valencia Park area, police said Tuesday. The crash happened around 11:45 p.m. Monday near the intersection of Merlin Drive and Imperial Avenue, east of Valencia Parkway, San Diego police Officer John Buttle said.A 22-year-old man was driving a Toyota Prius southbound on 60th Street toward Imperial Avenue when he drove past trolley crossing arms and was struck by an eastbound trolley, Buttle said. The impact pushed the vehicle about 100 feet down the tracks. The victim, the only occupant of the Toyota, was pronounced dead at the scene, the officer said. SAN DIEGO (CNS) - A man who allegedly gunned down another man during an altercation in Lincoln Park pleaded not guilty today to a murder charge. Michael Ortiz, 31, is accused in the Nov. 7 killing of 25-year-old Eziquio Ruiz-Saucedo of National City. Ortiz faces 50 years to life in state prison if convicted of murder and an allegation of discharging a firearm in the killing.Police received reports just after 9 that night of gunshots fired in the parking lot of a shopping center at 300 Euclid Avenue, SDPD Lt. Andra Brown said. According to the lieutenant, the men were involved in a physical fight and at some point, a handgun was brandished and both men were shot.At Ortiz's arraignment, Deputy District Attorney Jeff Dort alleged that Ortiz brought a gun to ``what was probably going to be a fistfight.'' The prosecutor said Ortiz was shot with the same gun used to shoot the victim, but did not elaborate on how that occurred.Ruiz-Saucedo died at the scene, and Ortiz was hospitalized with non- life-threatening injuries, police said.Ortiz was being held on million bail and his next court date is a Jan. 12 status conference. 1145
