Police in Sugar Creek, Missouri released body-cam footage Tuesday of one such recent interaction.Aaron Fletcher identifies as a sovereign citizen. He refused to pull over for police, who were attempting to arrest him for outstanding warrants, and refused to get out of his car after pulling over near his home.Police eventually broke windows on the car and pulled Fletcher out."I have represented a few over the years," criminal defense attorney John Picerno said. "Their No. 1 belief is that they are not subject to the control of United States laws, and that's simply not true."For people who hold such beliefs, interactions with police can be confrontational."You add into the mix someone who doesn't believe law enforcement officers have legal authority to apprehend, It's extremely difficult and ... that's why you see situations where you see officers using the force that they use to get that person out of the vehicle," Picerno said.Dr. John Hamilton — a retired Kansas City, Missouri, police officer and criminal justice professor at Park University — said officers need to be familiar with the group or things can turn ugly."You don't know what you are dealing with either." Hamilton said. "You don't know if someone who really is well-versed on all the laws that they read, the federal laws, that say they are empowered to do that. Then, some don't know those kind of things, but just decide that is sounds like something interesting to do."It's also difficult for attorneys who represent "sovereign citizens.""It's harmful for them, because they say those things in open court, they are seen as being in defiance of our laws and of our government," Picerno said. "Naturally, prosecutors and judges don't take very kindly to that kind of attitude."Hamilton has advice to anyone who thinks they are above the law and are part of the movement."I would tell them the same thing I would tell anybody, which is to cooperate — to make sure you show your hands, to do what the officer tells you to do as long as it lawful, and appropriate," he said. "If you have problems, you can settle it at a later time."Many police departments are working to address how to deal with such individuals. The KCPD trains recruits at the academy how to identify someone who is a sovereign citizen and also has an investigative unit that deals with incidents involving the movement. 2826

It was just an ordinary day for a snowplow driver in California, until he struck a car buried in snow -- then his day turned into a rescue mission.On February 17, the driver was clearing the snow-covered roads of South Lake Tahoe when he struck the back of a car that was illegally parked on the street. The driver contacted police to start the process of getting the vehicle towed out of the way, but as police and the driver started to dig out the car, to their surprise, a woman stuck her hand out of the car window waving for help.She said she had been there four to five hours, but the amount of snow covering her car led officials to believe she possibly was there longer."Being inside of a buried car, or starting a car buried in snow, could have deadly consequences," said Chris Fiore, communications manager for the City of South Lake Tahoe. "If we had not gotten to her, I'm afraid this story would have a very different ending."It took some time to dig her out, but the 48-year-old woman was able to walk away from the scene uninjured.City officials released news of the incident on Tuesday to warn residents about parking illegally, especially while the area braces for another winter storm."One of the biggest issues we've had this winter is illegally parked cars," said Ray Jarvis, public works director, 1331

In updated guidance issued by the CDC on Monday, it recommended that all cruise ship and river boat travel be avoided anywhere in the world during the spread of the coronavirus. The announcement comes as nearly 150 countires worldwide have reported a confirm case. The recommendation is especially important for older individuals, and those with a serious chronic medical condition. The CDC noted several recent examples of where the the coronavirus spread among passengers on board cruise ships. Recent examples include 696 cases and 8 deaths on the Diamond Princess cruise ship in Japan and 28 cases on the Grand Princess cruise ship in the United States, the CDC said. The CDC issued the following recommendations to tell patients who plan on going on cruise ships and river boats:Advise patients to defer all cruise ship travel, including river cruises, worldwide.Explain that their return travel to the United States may be impacted, and formal quarantine procedures may be implemented if confirmed cases are identified on board.Explain that appropriate medical care or medical evacuation may not be available internationally.Explain that some countries may refuse docking or disembarkation if there are known or suspected cases on board.For patients who still intend to cruise, advise them to practice social distancing and monitor their health both during travel and for 14 days from the time they disembark. Social distancing means staying out of crowded places, avoiding group gatherings, and maintaining distance (approximately 6 feet or 2 meters) from others, when possible.The guidance came on the same day that President Donald Trump and leading health officials suggested that gatherings of 10 or more people pose a risk to older and disabled people. One Indianapolis mother had to endure not only everyday life with a newborn but controversy with pumping breast milk at her place of employment.Katrina Culhane returned from maternity leave in July of after having her son, Hunter. She worked for the Indiana BMV's central office in downtown Indianapolis. To continue breastfeeding, she needed to pump at work."I thought being the state they would have a plan for me," Culhane said.Culhane says her options on location to pump were extremely limited. One choice was to go up several floors to another department where another mother was often using a room. Her second choice was to reserve a conference room."They kept promising it to employee relations that they were going to have a room and they never had a room," Culhane said. "It wasn't OK that I had to constantly pump in the bathroom."Culhane says she felt frustration from her bosses when needing to adjust her scheduled breaks to make her reservation in the conference room."I worked hard for them. They treated me like dirt. They made me feel like crap. I just want to go pump," Culhane said. "It was stressful. Every single day...it was so stressful."State law requires the following from state and political agencies:Paid breaks to pump.Reasonable effort to provide a room or other location other than a toilet stall.Reasonable efforts to provide a refrigerator to keep breast milk cold."It is absolutely important for a workplace to support these moms, especially when you are first going back to work," Lauren Duncan, a certified lactation specialist, and Donor Mother Coordinator at The Milk Bank, said.RTV6 reached out to the BMV to get a response to this situation. A spokesperson said Culhane was fired for violating the state's workplace harassment prevention policy. The spokesperson also told RTV6 there are plans to add a private room for mothers to breastfeed on the fourth floor of the building where the BMV is located."I just want to pump for my son," Culhane said. "And I wanted it to be known that no one deserves to be treated like that in the workplace. No one."Culhane denies harassing anyone during her time at the BMV and feels she was fired for complaining about lack of space to pump.The BMV says they do have a private location in the Indiana State Government Center where she worked in accordance with the law and the State's Support for Nursing Mothers Policy, 2479
