SAN DIEGO (KGTV) — A measure that would increase property tax bills to pay for thousands of affordable housing units has moved closer to the November ballot.On Tuesday, the San Diego City Council voted 6-3 to support what's called a resolution of necessity about the measure. It directed city staff to prepare language for the council to approve for the November ballot.The San Diego Housing Federation, which brought the measure forward, says it would pave the way for an estimated 7,500 affordable housing units. Of those, 5,000 would be for the homeless and those at risk of becoming homeless, while another 2,500 would be for low-wage working families. Once it is fully in place, an owner of a median priced home of 0,000 would pay an average of about 0 per year. The measure would require a two-thirds majority vote. SAN DIEGO (KGTV) - A reward was offered Tuesday to find a woman suspected of opening several credit card accounts at stores in Lemon Grove and College Grove with a stolen identity.The crime spree started July 12, according to San Diego County Crime Stoppers. The woman successfully opened accounts at several stores but failed on other attempts.More than ,000 was charged before the accounts were closed.The victim contacted the San Diego Police Department upon learning the accounts were being opened. He or she did not know how the suspect gained access to private information.Investigators say the woman is African-American, blonde, and between 25 and 35 years old.Anyone with information is asked to call Crime Stoppers at 888-580-8477. SAN DIEGO (KGTV) — A San Diego craft brewery hit hard by the coronavirus pandemic is taking the rare step of opening a restaurant, despite the region going into the state's most restrictive purple tier.Dennis O’Connor says the pandemic hurt Thorne Brewing Company the moment the first shut down kicked in back in March.“It wasn't so much that nobody was coming in, but you also lost all those bars and restaurants that were buying your product,” said O’Connor, who co-founded the brewery in 2012.Not to mention, the price of cans increased, hitting the craft brewer’s distribution.Thorne operates three locations in San Diego County, at least one of which will likely have to shut down as the region enters the most restrictive purple tier, outlawing indoor dining. The restrictions take effect midnight Saturday, to help stop the increased spread of the coronavirus. “We are nowhere near thriving,” O’Connor said. “It’s survival at best.”But O’Connor has a new tool for survival.Connected to Thorne’s Barrio Logan location is a new full service distillery and wood-fired pizza restaurant the brewery finished in march, but never opened. O’Connor says it was a multimillion-dollar project that took years.“It was pretty much just a big blank warehouse,” he said.While the interior can't open, Thorne is converting the restaurant’s outdoor patio into its own barbecue eatery, with a bar in the back called Sideyard Barbecue by Hot Mess (the name of the adjacent pizza restaurant) . SAN DIEGO (KGTV) - A local dreamer is fighting for a chance to see his dying grandfather in Mexico.Luis Tinoco, who was brought to the United States in 1989 when he was five-years-old, received protective status under DACA, the Deferred Action for Childhood Arrivals program enacted during the Obama Administration.In the past, DACA recipients have been allowed to travel to their country of origin during emergencies if they obtained an “advanced parole” permit from U.S. Citizenship and Immigration Services.On Thursday, Tinoco and his lawyer submitted an application at the UCIS office in Downtown San Diego. But they said it was denied.Tinoco can still apply by mail but he predicts it could be months before he gets a response.“There’s a high chance it might get accepted, but meanwhile, I don’t know what’s going to happen to my grandpa,” he said.Tinoco says he hasn’t seen his grandpa since he was five. SAN DIEGO (KGTV) – A man was shot and killed in the Midway District Sunday morning, leading to a standoff in North Park, and a suspect is still on the loose, according to police.San Diego Police responded after receiving reports of a shooting behind a 24 Hour Fitness near Kemper Street and Midway Drive around 11 a.m.After arriving, police found a 27-year-old white man dead at the scene.
