WATCH FULL INVESTIGATIVE REPORT, TONIGHT ON 10NEWS at 6PMSAN DIEGO (KGTV) -- A North County couple said they paid a company thousands of dollars to put in a new kitchen, but that company never finished the job.Months after signing the contract, they learned the guy in charge was the subject of multiple Team 10 investigations and had his license revoked by the Contractors State License Board.“Maybe I was just naive, but it was an eye-opener,” said homeowner Mark.Mark asked 10News not to use his last name.He said while he and his wife were out of town a leak under the sink flooded their kitchen.The couple hired a mitigation company to take care of the damage but needed a restoration company to build it back up.They came across Mark Morningstar, who came highly recommended by a user on the website Nextdoor."One of the recommendations we got was through Maria, and Maria posed as a satisfied client,” Mark said. “She said, 'Hey, I know this person Marc Morningstar, he can do cabinet work, and he can do granite work. He can do basically everything.'"Maria Meeuwisse was the listed author of Mark's recommendation, she is also the license holder for Quality Painting SoCal.According to customers who spoke with Team 10, this is the same company where Morningstar works.State records show the license was issued in August 2018 for a painting and decorating contractor.Team 10 found postings on NextDoor from someone with the same name as Meeuwisse - talking up Morningstar and the company.Thinking the reviews were real, Mark and Diana said they hired Quality Painting SoCal to fix their kitchen."He (Morningstar) said ya I can do all this quote-unquote,” Mark said. “I can act as your quarterback and take care of everything for you.”Mark said Morningstar promised it would take about two weeks for the new kitchen and cost around ,000.So that's what Mark and Diana authorized on their credit card.Mark said Morningstar brought in contractors to do the work, but things quickly went south.They said the granite was installed incorrectly, cabinets weren't lining up, and eventually, crews stopped showing up, leaving Morningstar to do it himself."There would be a week, two weeks where he wouldn't show up, and the weeks he did show up, he would show up for a day, and during that day he would show up for a few hours, and it was clear he didn't know what he was doing,” Mark said.Mark said months after Morningstar started the job, the kitchen wasn't done and Morningstar stopped showing up."We googled Marc (Morningstar), and the investigative news came up immediately -- hit number one,” he said. “We watched the video and were like, "Oh my god, that's that guy.'”A 2017 Team 10 investigation exposed Morningstar's criminal business practices. Several former customers complained he took their money but never finished installing the fake grass. Team 10 also learned Morningstar had done some of the work after his contractor's license was suspended. According to a spokesman for the California Contractors State License Board (CSLB), when a license is suspended, no contracts can be signed, no money can be paid, and no work can be done.Morningstar was also accused of using another contractor's license number.The CSLB eventually revoked Morningstar’s license.Court records show in September 2018, Morningstar pleaded guilty to diversion of construction funds, grand theft of personal property and improper home improvement contract procedure.Team 10 went to the listed address for Quality Painting SoCal to ask Morningstar about Mark and Diana's complaints.A woman who identified herself as Maria Meeuwisse, the company’s license holder, answered the door and said Morningstar wasn’t there.Team 10 investigator Adam Racusin told Meeuwisse customers are saying Morningstar is doing work without a contractor's license.“Which is not true and we’ve been talking with the CSLB about that,” she said.While asking Meeuwisse questions, a man who looked like Morningstar came in through a back entrance.Team 10 investigator Adam Racusin tried to talk to the man, but Meeuwisse closed the door.On Tuesday, the Contractors State License Board added disclosures to Quality Painting SoCal’s license. A disclosure means the CSLB has an open investigation against the company and has disclosed on its website that it believes there is evidence of a probable violation that would lead to either a suspension of revocation of the company’s contracting license and/or criminal prosecution. CSLB’s investigation is open. There are no criminal charges at this time.The two violations CSLB is investigating are a departure from trade standards or specs and willful or fraudulent act.On Wednesday a spokesperson for the CSLB told Team 10 the company notified state officials it plans to shut down and cancel Quality Painting SoCal's license.Mark and Diana said since they paid Morningstar on their credit card, they were able to dispute the charges with the credit card company.While they were able to get their money back, they said they had to pay someone else to re-do most of the work. 5092

A group of the nation’s top cruise lines have agreed to suspend their U.S. operations even further.Cruise Lines International Association (CLIA) announced Wednesday that its ocean-going cruise line members will suspend their U.S. operations until at least Oct. 31, 2020.The association, made up of companies like Carnival and Norwegian cruise lines, had previously suspended U.S. operations until Sept. 15. The CDC’s no-sail order lasts through Sept. 30.The association said it was a hard decision to further suspend operations, but it must be done to protect the public from the devastating effects of COVID-19.“This is a difficult decision as we recognize the crushing impact that this pandemic has had on our community and every other industry,” said CLIA in a statement. “However, we believe this proactive action further demonstrates the cruise industry’s commitment to public health and willingness to voluntarily suspend operations in the interest of public health and safety, as has occurred twice prior.”CLIA says its cruise line members will continue to monitor the situation with the understanding that they will revisit a possible further extension on or before 30 September 2020.“At the same time, should conditions in the U.S. change and it becomes possible to consider short, modified sailings, we would consider an earlier restart,” wrote CLIA.CLIA says its most recent economic impact study indicated the U.S. supports nearly half a million American jobs and generates billion annually in economic activity throughout the country. WASHINGTON (AP) — The Trump administration on Saturday unveiled a billion Palestinian investment and infrastructure proposal intended to be the economic engine to power its much-anticipated but still unreleased "deal of the century" Middle East peace plan.The scheme, which calls for a mix of public and private financing and intends to create at least a million new jobs for Palestinians, was posted to the White House website ahead of a two-day conference in Bahrain that is being held amid heavy skepticism about its viability and outright opposition from the Palestinians. Palestinian President Mahmoud Abbas on Saturday reiterated his rejection of the proposal and the conference.The "Peace to Prosperity" workshop on Tuesday and Wednesday will also take place amid heightened regional tensions over Iran that threaten to overshadow its goals.With no official participation from the two main protagonists, Israel and the Palestinians, and scant enthusiasm from others, continued uncertainty and strong doubts over the plan's political vision and the distraction of potential U.S.-Iran conflict, expectations are decidedly low. President Donald Trump's senior adviser and son-in-law Jared Kushner faces high hurdles in building support for the initiative.The 10-year plan calls for projects worth .5 billion in the West Bank and Gaza, and .1 billion, .4 billion and .3 billion for Palestinians in Egypt, Jordan and Lebanon, respectively. Projects envisioned include those in the health care, education, power, water, high-tech, tourism, and agriculture sectors. It calls for the creation of a "master fund" to administer the finances and implementation of the projects that is says are akin to the Marshall Plan that rebuilt Europe after World War II.The plan foresees more than doubling the Palestinian gross domestic product, reducing the Palestinian poverty rate by 50 percent and cutting the sky-high Palestinian unemployment rate to nearly single digits, according to the documents, which do not specify exactly how the projects will be funded.It also calls for linking the West Bank and Gaza with a modern transportation network, including high-speed rail service. Such ideas have been floated in the past in previous peace proposals but have run into Israeli security concerns."Generations of Palestinians have lived under adversity and loss, but the next chapter can be defined by freedom and dignity," the White House said, calling the plan "the most ambitious international effort for the Palestinian people to date."But an already tough sell that has vexed U.S. administrations for decades is made tougher not least because Trump and his aides have refused to endorse a two-state solution to the conflict that has long been seen as the only viable path to lasting peace. They have also suggested they are open to unilateral Israeli annexation of occupied territory in the West Bank. And, officials say there is no intention of discussing either issue or the most contentious parts of their proposal to end the long-running conflict.Thus, the core political issues that are key to resolving the dispute, such as borders, the status of the holy city of Jerusalem, Israel's security and the fate of Palestinian refugees, will not be raised. Such matters, U.S. officials have said, may have to wait until the fall, after Israeli elections, leaving numerous questions that potential investors almost certainly want answers to before making even tentative financial commitments.Palestinian leaders, angered by what they and their supporters see as blatant U.S. bias toward Israel, want nothing to do with the workshop and will not participate. The Palestinians have called for mass demonstrations against the conference on Monday, Tuesday and Wednesday."The plan cannot pass because it ends the Palestinian cause," Abbas said on Saturday. "We are not going to attend this workshop, the reason is that the economic situation should not be discussed before a political situation, so long as there is no political situation, we do not deal with any economic situation."Abbas spokesman Nabil Abu Rdeneh said a "political horizon" is essential for any Palestinian cooperation. "Our cause is a political one and should be dealt with as such. It is a strategic mistake and the American administration is committing daily mistakes against the Palestinian people. Without Palestinian approval, there is no value to any meeting, and without a political horizon, no one will deal with any effort. This conference was born dead just like the deal of the century."An economic adviser to Abbas said projects envisaged in the U.S. proposal could be considered, but only after the political question is agreed upon. "Yes, we need to build the infrastructure, the investment, the tourism sector ... but that cannot come before ending the Israeli occupation," Mohammed Mustafa, head of Palestinian Investment Fund, told The Associated Press.In Gaza, the rival Hamas militant group has also condemned the conference. "In one voice, we say no to the Manama workshop and the deal of the century," Hamas leader Ismail Haniyeh said. He appealed to Bahrain's king to "take a brave, strong, authentic Arab decision not to host this workshop" and called on Arab countries to cancel their planned participation.Complicating the Bahrain meeting is the fact that it coincides with a pledging conference in New York for the U.N. agency for Palestinian refugees, a 70-year-old institution that the Trump administration has defunded and wants to eliminate entirely. The U.N. Relief and Works Agency, or UNRWA, already provides health, education and other services to millions of Palestinians.Its supporters suspect the administration purposely scheduled the Bahrain conference to conflict with its event, noting that Kushner's peace plan partner Jason Greenblatt has publicly called for UNRWA's dissolution. Greenblatt argued last month that the agency perpetuates Palestinian victimhood, abets anti-Israel sentiment and is an inefficient drain on funds that could be better directed.Kushner's plan includes large sums of money for Jordan and Lebanon, countries with large Palestinian refugee populations, in an apparent attempt to have them absorbed into these nations.Regardless of American intent, the dueling meetings are likely to leave donors, particularly European nations, in an awkward position: torn between supporting an established international organization or a mystery concept being put together by a U.S. administration that has in two years reversed a half-century of American Middle East policy.Since Trump took office, he has recognized Jerusalem as Israel's capital, moving the U.S. embassy there from Tel Aviv, downgraded the consulate devoted to Palestinian issues, shut down the Palestinian office in Washington and slashed hundreds of millions of dollars in assistance to the West Bank and Gaza.Such steps have made Kushner's prospects for success in Bahrain even slimmer, according to experts."This is trying to dangle some benefits to the Palestinians to accept terms they already rejected," said Shibley Telhami, a Mideast scholar and the Anwar Sadat professor for peace and development at the University of Maryland. "A lure to get the Palestinians to accept the unacceptable is not going to work. It's impossible."Although Washington's Gulf Arab allies are supportive of the plan, Israel's immediate neighbors have been more reluctant to embrace it.Jordan and Egypt, the only two Arab countries with peace deals with Israel, are sending mid-ranking officials from their finance ministries and not Cabinet ministers to Bahrain.Jordanian foreign ministry spokesman Sufian al-Qudah reiterated Amman's position that a two-state solution, with a Palestinian state on the pre-1967 borders and a capital in east Jerusalem, "is the only way to resolve the conflict and achieve security, stability and comprehensive peace in the region."Egypt supports the same conditions, the state-run news agency quoted Foreign Ministry spokesman Ahmed Hafez as saying. 8073

  

WASHINGTON, D.C. – The Better Business Bureau is warning the public about multiple contact tracing scams.The BBB says scammers are taking advantage of people’s fears about contracting the coronavirus as public health officials roll out contact tracing programs.These programs are developed to help slow the spread of COVID-19 by informing people who may have come in contact with someone who has tested positive.According to the BBB, the scam takes two forms – through messages or via phone call.The unsolicited messages can come via texts, emails or social media messengers. They claim that you’ve come in contact with someone with COVID-19, you’re instructed to self-isolate and link is provided to learn more details. Don’t click the link. It may contain malware that downloads to your device.The phone version of the scam involves a robocall claiming to be part of “contact and tracing efforts,” according to the BBB. Again, the call informs you that you’ve been exposed to someone who tested positive for COVID-19. After electing to speak to a representative, the “contact tracer” asks you to verify personal information. While contact tracers do normally reach out by phone, be sure to hang up if the caller doesn’t meet certain guidelines.The BBB says this how to tell a real contact tracer from a scammer:· Contact tracers will ask you to confirm your identity, but not for financial information. Tracers will ask you to confirm your name, address, and date of birth. In most cases, they will already have this information on file. They will also ask about your current health, medical history, and recent travels. They will not ask for any government ID numbers or bank account details.· Contact tracers will identify themselves: The call should start with the tracer providing their name and identifying themself as calling from the department of health or another official team.· Contact tracing is normally done by phone call. Be extra wary of social media messages or texts.· A real contact tracer will never reveal the identity of the person who tested positive. If they provide a person’s name, you know it’s a scam.· Think the link may be real? Double check the URL. Scammers often buy official-looking URLs to use in their cons. Be careful that the link is really what it pretends to be. If the message alleges to come from the local government, make sure the URL ends in .gov (for the United States) or .ca (for Canada).
