SAN DIEGO (KGTV) — San Diego Mayor Kevin Faulconer and seven other California mayors are calling for the state to loosen restrictions on reopening large theme parks.The letter to Gov. Gavin Newsom requests that the state allow large theme parks to reopen with reduced capacity under the state's third reopening tier (orange/moderate) rather than the fourth (yellow/minimal).The letter stated that, "guidelines put forth by your Administration were released within the framework of prioritizing public health and safety for guests and employees. This is the right focus. However, economic and public health are not mutually exclusive goals.""We are concerned that the state's guidelines would push re-opening of large theme parks up to a year out, which would have significant negative impacts on hundreds of thousands of jobs, thousands of small businesses, and billions in operating revenue for our cities," the letter dated Oct. 30 stated.The letter pointed out San Diego, Los Angeles, and Anaheim as the most impacted cities.The letter is signed by Faulconer, Anaheim Mayor Harry Sidhu, Los Angeles Mayor Kevin Garcetti, San Jose Mayor Sam Liccardo, Fresno Mayor Lee Brand, Bakersfield Mayor Karen Goh, Riverside Mayor Rusty Bailey, and Santa Ana Mayor Miguel Pulido. The mayors' cities are either in the red or purple tier of the state's reopening plan.California's theme park guidance allows smaller theme parks to resume operations in the state's third reopening tier (moderate/orange) with a limited capacity of 25% or 500 visitors, whichever is fewer; only outdoor attractions; and ticket sales limited to visitors in the same county.All theme parks may resume operations in the state's fifth tier (yellow/minimal) with a limited capacity of 25%. Any open theme parks must implement a reservations system, screen guests for COVID-19 symptoms, and require face coverings throughout the park unless eating or drinking. 1932

SAN DIEGO (KGTV) - Raw emotion filled a San Diego courtroom Tuesday as the friends and family members of those killed and injured in a crash faced the drunk driver responsible at her sentencing. Thirteen people flew in from San Francisco to speak during victim impact statements. The most powerful words came from Giao Pham's life partner, John Lawhead. Pham was killed in the March 23rd crash."We were together for eleven years, until your actions that night took my partner, my world, my everything. You still don't have any remorse in your heart, you're a very shallow, person aren't you!?" At one point, the defendant, Alondra Marquez, interrupted, saying "You don't know me," Lawhead shouted back, " I don't care to know you, the only reason I know you is because you murdered my partner!" Marquez, 22, rear-ended a Lyft car on Highway 163 in Balboa Park, killing Pham and leaving his friend, Andy Lynn with a traumatic brain injury. Prosecutors said Marquez had a blood alcohol level more than three times the legal limit and was driving more than 100 miles an hour. In a bizarre coincidence, Marquez and the two victims were at the same Hillcrest bar the night of the crash. While Pham and Lynn chose to hire a Lyft, Marquez chose to drive, even though several people offered to give her a ride. "You had five chances not to drive your car, you chose to drive, at your fastest speed of 109 miles an hour, but that wasn't fast enough or good enough for you," shouted Lawhead Pham and Lynn were visiting from San Francisco for a wedding. The impact sent the car flying into a ravine. The Lyft driver suffered minor injuries. " The last place that I seen him go in the ground is where I find comfort, this is what I see when I go to see him now, do you understand your actions now?!" Marquez showed no emotion and read from a prepared statement. She said she doesn't remember anything about the night. "Physically, it's my fault, but spiritually and emotionally, I don't know where I was, but I wasn't there," she said from behind the glass. Lawhead told her she is the first person he truly hates. " I never thought I could truly hate someone. I hate your heart. I hate your soul. I hate your being, your spirit, I hate all of you." Marquez said she isn't a bad person. " Just know that I am not a bad or evil girl, my brain is processing this. It's a hard pill to swallow." Marquez asked for forgiveness. "I'm real sorry. I can't do nothing about it, but I'm locked up if that makes you guys feel better."She pleaded guilty and faces a maximum sentence of 13 years, four months in prison when the judge announces her sentence next week. 2794

  

SAN DIEGO (KGTV) — Sailors from the USS Abraham Lincoln Strike Group are returning home after 294 days.Sailors left from their home port in Virginia in April and saw their deployment extended twice before coming to their new home port of Coronado.P02 John Aportela is one of the the 6,000 sailors that made up the strike group. Like many parents, he met his 6-month-old daughter for the first time.“I’m blessed to be back and I thank God for bringing us back safe." Aportela said.RELATED: Thousands of sailors leave for 7-month deployment on USS RooseveltGrowing tensions in the Middle East kept the strike group at the ready in the area. Sailors and Marines were involved with maritime security and combat missions while working with allies, including France, Bahrain, Malaysia, Singapore, Saudi Arabia and Oman.Those missions took the crew across the globe to places like Singapore, Saipan, Philippines, Japan, Israel, Thailand, Australia, Maldives, Hong Kong, and other locations. The strike group's Helicopter Marine Strike Squadron 79, or "The Griffins," returned to NAS Coronado Sunday ahead of the carrier's arrival. That team was supposed to return before Halloween, but had their employment extended.The group's 10-month deployment was the longest carrier deployment since the Cold War. During its deployment, the group has assisted operations in the U.S. 5th, 6th, and 7th Fleet areas of operation spanning the globe.Sailors are expected to pull into San Diego at about 10 a.m.The USS Abraham Lincoln coalition works to provide deterrence, promote peace and security, preserve freedom of the sea, and offer humanitarian and disaster response. 1661

  

SAN DIEGO (KGTV) - San Diego officials plan to expand and speed up an audit of water billing issues, after admitting more than 300 residents were incorrectly overcharged last year.Mayor Kevin Faulconer, joined by City Councilmembers Chris Cate and Lorie Zapf, City Auditor Eduardo Luna, and Public Utilities Department (PUD) Director Vic Bianes, said the audit will help find any possible inaccuracies and suggest any needed changes."San Diegans need to be able to trust that their bills are correct, that the new technology we are implementing is working properly, and that every cent they pay goes to making sure we have safe, reliable water," Faulconer said.
