PARIS, July 8 (Xinhua) -- Legislative bodies of China and France launched their regular parliamentary exchange mechanism on Thursday, vowing to further push forward the Sino-French comprehensive strategic partnership.Wu Bangguo, chairman of the Standing Committee of Chinese National People's Congress (NPC), and Bernard Accoyer, speaker of the French National Assembly, jointly declared the beginning of the first meeting of Sino-French Parliamentary Cooperation Committee.Wu said the launch of the high-level meeting between the two legislative bodies signals the Sino-French parliamentary exchanges were promoted to a new stage.Accoyer said the regular parliamentary exchange mechanism could serve as an important platform for both nations to exchange views on mutual concerns and promote bilateral cooperation in politics, technology, new energy and environmental protection.Ahead of the meeting, Wu and Accoyer held talks on bilateral ties and parliamentary cooperation.Accoyer said France attached great importance to Wu's visit as Wu is the first Chinese top legislator that visited France in 13 years.France regards China as a strategic partner, expecting to expand all-round strategic cooperation with China, boost coordination on international issues, through joint efforts against global financial crisis, climate change and other challenges, he said.Wu said his ongoing visit to France is aimed to build a closer relation between the Chinese NPC and the French National Assembly. He stressed that China will hold more dialogues and communications with France to enhance political mutual trust and boost the Sino- French economic cooperation.Earlier on the day, Wu held talks with French Senate President Gerard Larcher. BEIJING, June 3 (Xinhua) -- Senior Chinese leader Zhou Yongkang Friday urged increased supervision of police investigations and the reform of the penal system.Zhou, a member of the Standing Committee of the Political Bureau of the Communist Party of China (CPC) Central Committee, made the remarks while attending a plenary meeting of the Political and Legal Affairs Commission of the CPC Central Committee in Beijing.Representatives of the Supreme People's Procuratorate reported to the meeting on their work to strengthen supervision on the use of investigative measures such as search, detention and freezing the suspect's asset by law-enforcement officers.Officials from the Supreme People's Court (SPC) also reported the progress made in a pilot program which intends to help courts at local levels to be more transparent and fair while meting out penalties.Zhou said these were vital to the building of a just and clean law-enforcement system and must be carefully implemented."Investigative and procuratorate authorities must attach equal importance to punishing crimes and safeguarding human rights, and to procedural justice and substantive justice, and must strictly abide by the law in enforcing investigative measures such as search, detention and seizing the suspect's asset," he said.He said the SPC's pilot program in roughly 120 local courts had promoted the fairness and transparency in handing out penalties, which had significantly reduced the rates of appeal, lodging a protest against a ruling and petition in criminal cases.Law enforcement agencies must push ahead the pilot program as one of their priorities, while in the meantime working to fully engage the public in the supervision of the handling of criminal cases, he said.Zhou, who also heads the Political and Legal Affairs Commission of the CPC Central Committee, called for more transparent law enforcement to ensure the public's right to know and supervise. He also said places for interrogation, custody, trial and detention must be under 24-hour audio and video recording.

BEIJING, July 6 (Xinhua) -- China's weather forecast authorities said Tuesday that rains are expected to fall on parts of east China starting Thursday, offering some respite to a wide-ranging heat wave that had wreaked havoc across the country over the past few days. From Beijing in the north to Guangzhou in the south, a number of the elderly and children were hospitalized for heat-related illnesses. Some zoo animals died or struggled to survive by laying on ice. Also, a passenger bus caught fire in downtown Beijing and swarms of locusts blanketed a couple of dry prairies and grasslands in the north. The National Meteorological Center (NMC) raised the heat alert to orange on Tuesday, one step before the highest level, and said at least 16 provinces, autonomous regions and municipalities were enduring the extreme heat.In Beijing, the temperature shot up to 40.6 degrees Celsius, breaking the city's early July heat record in more than 50 years. Further, the extreme high temperatures would continue in north, east and west China for the next 24 hours before rains begin to fall, the authorities said."Every day we have about 300 patients, 100 more than the average," Qin Jian, head of the emergency unit of Xuanwu Hospital in Beijing, said. "The wards and emergency rooms have been full right from the morning."
