SAN DIEGO (KGTV) - Uber has filed paperwork with the FAA to start testing drones in San Diego for food delivery. The petition seeks a series of exemptions that would allow Uber to use drones to transport food in the city of San Diego. The FAA recently granted its first air carrier certification to a drone company, Wing Aviation, which will begin testing in Blacksburg, Virginia. In Uber’s application, it said it would be using the AirRobot 200 drone, a hexa-copter which is larger than typical drones used by videographers. It says the drones would not fly higher than 400 feet and have a range of 3.5 miles. There is currently a public comment period on the FAA’s website. An FAA spokesperson told 10News, “we will thoroughly evaluate all comments we receive, as well as the petitioner’s proposal and associated safety measures, before making a decision.”Uber declined to comment for this story. 901

SAN DIEGO (KGTV) - San Diego Sheriffs deputies detained a man in Lemon Grove this afternoon, who may be connected to an early morning carjacking. It was supposed to be a routine check-up. A 76-year-old woman was going in for a 7 a.m. eye appointment at a medical office on the 3900 block of Fourth Avenue in Hillcrest. But she never made it.“The man with the gun pointed it at the woman, so I guess it was just taking place, and she scrammed out of there and called 911," a woman named Nancy said. She said her friend witnessed the carjacking happen from across the parking structure.San Diego Police detectives said a shorter, thin, Hispanic man with short hair approached the grandmother, pointed a gun at her face, stole her purse, and drove off in her gray Mazda 3.Officers notified all nearby agencies to search for that car. Then at 9:45 a.m., the car was found on Lemon Grove Way in Lemon Grove. But it was in bad condition. “A few hours later, the Diego Sheriffs Department responded to a hit-and-run that involved that very vehicle, the victim’s vehicle," Lt. Andrew Hoffman of the San Diego Police Department said. Witnesses said the driver of the Mazda 3 hit a parked red Honda Civic, veered into a pole, then ran away. For two hours, investigators set up a perimeter of the area and used a helicopter to look for the car-jacking and hit-and-run suspect. But they came up empty. Then at 2 p.m., detectives did a secondary search of the apartment complex. That is when one of the deputies recognized a wanted man and arrested him. “I guess the guy walked out of the apartment, the other officer saw him from the back of the cop car, must have recognized him," witness Floyd Bloom said. "So that’s when they yanked him out of the car. But he reached for the officer’s taser and his gun. And so they tased him.”San Diego sheriffs deputies said the man they detained is a tall, thin Caucasian man, who was possibly wearing a disguise.Detectives said a curly, black-haired wig fell off of the man during his struggle with police. They also found a rifle and ammunition in the back of his trunk.San Diego County Sheriffs deputies detained the man, then handed him over to the San Diego Police department. Neither department has announced whether the man in custody is connected to the early morning carjacking. 2367

SAN DIEGO (KGTV) — Two weeks ago, the county warned San Diegans to continue practicing social distancing, washing of hands, and wearing facial coverings over the Labor Day weekend to thwart the spread of COVID-19.County public health officials had been clear that they did not want to see the same case spikes that followed July 4th and Memorial Day.Now that Labor Day has passed, local doctors say they have yet to see the same spike in coronavirus cases seen after holidays earlier this summer."We have not seen a sustained rate of 30, 40, 60 positives like we did around July 4. We're not seeing it yet," said Dr. David Pride, an infectious disease specialist at UC San Diego.Pride says the difference may be due to residents being more educated about the virus and how to best slow the spread. For the other two holidays, schools were also still closed.According to the county, 10 days after July 4 the region's positivity rate was 6.3%. Currently, the county's positivity rate is 4.4%."We're 10 days out, no big jump so far, our positivity rates suggest that something is different this time and hopefully that will continue for a week or two," Pride said. While San Diego County's positivity rate is low, it's the region's case rate (cases per 100,000 residents) that continues to be an issue. And now, it's the county's case rate that threatens to push the region's into a stricter reopening tier."This time around they're not sitting home, they're not socially distancing, so we're gonna see spikes that are largely unrelated to the Labor Day weekend," says Pride. And with more fall holidays approaching, Pride says residents will need to continue their vigilance through the holidays as spikes in cases are more likely. 1735

SAN DIEGO (KGTV) -  Two local elected officials are among 15 from California invited to the White House next week. The discussion will center on a hot topic: California's immigrant sanctuary laws.President Trump has made border security one of his highest priorities, with San Diego a focal point and his border wall prototypes a visible sign of that.RELATED: 381

San Diego (KGTV)- After receiving a failing grade by the American Lung Association, the County of San Diego is rolling out some new tools to fight air pollution. In port-side communities like Sherman Heights, Logan Heights and Barrio Logan, the rates for Asthma are the highest in the state. This morning county leaders unveiled its new innovative monitors and cars. “This has never been done before,” says Aclima’s Chief Scientist, Melissa Lunden. For the past three months, two air quality cars have been driven around the county for 24 hours at a time collecting samples of air pollutants. “You get a map, a street by street map, of what the air pollution is and what the air pollutants are on those particular streets,” says Lunden. “That allows you to really locate in that region an area of concern.”Stationary monitors will also be set up in areas like Barrio Logan, Sherman Heights, and Logan Heights. Officials will be able to monitor what’s being inhaled by the people who live in these communities. “What we expect to happen is we’re going to find elevated levels of pollution at the street level that we didn’t see with our regional monitors,” says Assistant Director of the Air Pollution Control District, John Adams. With each monitor, the air is pulled into an inlet over 24 hours. The filter is then taken out and tested in a lab. The Air Pollution Control District has already placed monitors along Interstate 15 in Carmel Mountain and Interstate 5 in San Isidro. The state awarded the county’s Air Pollution Control District .5 million to implement the program. 1589
