VISTA, Calif. (KGTV) — A SWAT team with the San Diego Sheriff's Department arrested a former high school speech therapist on Friday morning.Arturo Avina, 33, was taken into custody on the 1000 block of Shadoridge Drive in Vista.He had been working as a speech therapist at Rancho Buena Vista High School from August of 2017 until January of 2019, according to Lisa Contreras, a spokesperson for Vista Unified School District.In February, investigators allege, he began sending menacing messages to former colleagues. The sheriff’s department called him a “disgruntled employee” but did not describe the nature of the threats.Contreras said the threats were only made against staff, adding “at no time were there any students who were in danger.”Avina was booked on charges of criminal threats as well as burglary and vandalism.He is being held at the Vista Detention Facility on 0,000 bail. WASHINGTON — After months of on-again, and off-again negotiations, a bipartisan economic stimulus deal appears to be on the horizon. While nothing is official, optimism swept Capitol Hill Wednesday that something could be passed by the end of the week. The bill would not only provide economic relief but also keep the government open through 2021. Funding for the federal government officially runs out Friday night at midnight. STIMULUS CHECKS INCLUDED The biggest news is that stimulus checks appear to be included in the bill. While nothing is confirmed, Republican Senator John Thune of South Dakota told reporters that the checks would be around 0-0 per person, which is about half as much as last time. Whether or not you are eligible for a stimulus check will likely depend on your income, just like last time. WHEN COULD YOU GET IT? If Congress is able to pass a bill by Friday night, checks could theoretically be deposited into millions of accounts by New Year's Eve. That's because unlike last time, the IRS has already built the computer program to distribute checks and staffers have experience. This is what Treasury Secretary Steven Mnuchin said back in August about how quickly he could send out the checks. "I can have them out immediately," Mnuchin said. "If I could get that passed tomorrow. I could start printing them the following week," Mnuchin told reporters at the White House in August. Walmart and Target are being sued for allegedly selling toys with lead levels up to 10 times more than the federal limit of 100 parts per million, New York Attorney General Barbara D. Underwood announced on Thursday. According to a statement released by Underwood's office, the AG's office was able to find Cra-Z-Jewelz jewelry-making kits from stores. The kits allegedly contained lead at levels of 120 to 980 parts per million. The Attorney General's office had further independent testing done to confirm the results. The toy's maker, LaRose Industries, which is also a plaintiff in the New York lawsuit, issued a national recall. Underwood's office is accusing Walmart, Target and LaRose of "repeated illegality and fraud under New York State law by committing thousands of violations of state law prohibitions on importing, distributing, and selling hazardous toys; deceiving consumers; and false advertising."Underwood's office is seeking civil penalties of  to ,000 for each Cra-Z-Jewelz kit the companies sought to sell in the state.“No parent should have to worry that their child’s toy may be toxic. WASHINGTON — A unanimous Supreme Court has ruled that Muslim men who were placed on the government’s no-fly list because they refused to serve as FBI informants can seek to hold federal agents financially liable. The justices on Thursday continued a string of decisions friendly to religious interests in holding that the men could sue the agents under the 1993 Religious Freedom Restoration Act. The three foreign-born men claim that their religious convictions led them to rebuff agents who wanted them to inform on people in their Muslim communities.
