(KGTV) -- A 70-year-old U.S. Customs and Border Protection officer was arrested Wednesday after prosecutors say he strangled a traveler in San Ysidro.Prosecutors say while on duty, Harvey Booker, 70, strangled a traveler at the San Ysidro Port of Entry that resulted in “bodily harm.”No details on what led up to the incident were released about the July 8 incident.“There is no excuse for law enforcement officials to abuse the significant trust and power placed in them,” said U.S. Attorney Adam Braverman. “Law enforcement takes great pride in protecting the civil rights of all people. When that trust is betrayed, we must hold that officer accountable.”CBP responded with the following comment.“U.S. Customs and Border Protection stresses professionalism, honor and integrity in every aspect of our mission and does not tolerate actions by any employee that would tarnish the reputation of our agency,” said Pete Flores, Director of Field Operations.The agency says they are cooperating with the FBI and DHS in the investigation. If convicted, Booker faces a maximum of 10 years in prison and a 0,000 fine for deprivation of rights under the color of law.Booker’s next court appearance is scheduled for September 7. 1250

SAN MARCOS, Calif. (KGTV) — A photo of a Cal State San Marcos graduate is going viral. It shows 29-year-old Erica Alfaro in her cap and gown, standing with her parents, in the middle of a strawberry field in Carlsbad.Her educational journey was anything but easy. “I was a teenage mom,” Alfaro said. She was 15 and pregnant, and became a mother at 16. Alfaro said she dropped out of high school and was stuck in an abusive relationship.“My baby’s father forced me to sleep outside with my baby,” Alfaro said. “That is the night I decided to go back to school.”She left Fresno and returned home to Oceanside. It was then that she remembered a moment from when she was 13-years-old.“My mom took me to work with her in the tomato fields,” Alfaro said. “And I remember she told me, ‘This is our life. The only people who have a good life are the people who have a good education.’”Alfaro was born in Fresno but spent most of her elementary years in Tijuana, Mexico. When she was 13, she and her family moved to Oceanside. Her parents got jobs as farm workers. They never received a formal education. “They don’t know how to read or write,” Alfaro said. All the signs pointed toward her repeating that cycle. But Alfaro was not going to let that happen. “I did it for my son,” she said. Little Luis inspired her to finished high school through homeschool, and enroll in Junior College. The next step was Cal State San Marcos. Statistics show that only 2 percent of teen mothers finish college by the age of 30. But Alfaro pushed forward. “At first I thought I was being unrealistic, but I just started to keep going,” she said. But in 2012, Alfaro got a diagnosis that changed her life once again. “My son was diagnosed with cerebral palsy,” she said. The depression overcame her, and she dropped out of college. But again, she remembered that day at the tomato fields. “I had so many excuses to give up. But giving up was never an option,” Alfaro said. Five years later, she earned her bachelor's degree at CSU San Marcos. On Sunday, as if she has not accomplished enough, Alfaro will receive a Masters in Education from San Diego State University. She hopes to inspire students and her now 13-year-old son, to never give up. “My son represents a new generation,” Alfaro said. “He will have a better future. He will have more opportunities, and I will be there to tell him that it is possible. That he belongs. All those things I never heard myself.” 2454

(KGTV) - Customs and Border Protection closed three lanes of traffic heading into the United States from Mexico Tuesday morning.In a statement, CBP said it was “to install and pre-position port hardening infrastructure equipment in preparation for the migrant caravan.”One lane of traffic was also closed at the Otay Mesa port of entry.It comes as active-duty troops have been working to add barricades and fencing as part of “Operation Secure Line.”On Tuesday, troops could be seen moving barriers covered with barbed wire along the border, periodically closing the southbound lanes into Mexico.In their statement, CBP officials warned “persons traveling northbound to the U.S. anticipate possible increased wait times because of the lane closures.”Even before the lanes were closed, wait times of six to seven hours had been reported at peak times in the standard lanes. Part of that was due to traffic control by authorities on the Mexican side.Travel as a pedestrian, however, has not appeared to be affected.Rebecca Fodor walked across Tuesday night and said it only took a few minutes. She said she did notice armed troops in camouflage uniforms.“It didn’t really change anything. I think they were just watching for anything suspicious,” she said.The lane closures will remain in effect indefinitely. CBP says reopening “is not anticipated to take place until sometime after people in the caravan arrive to the border.”  1469

(KGTV) — Santee voters this November will weigh in on two measures that deal with limits on serving as a City Council member or as Mayor.Measure Q and R each intend to address term limits on City Council and Mayoral positions in the city of Santee, however, they each take a different approach to limit how long someone can serve.The text of Measure Q reads as follows:City of Santee - Measure Q: "Shall the measure amending the Santee Municipal Code to require that no person shall serve as an 'Elected Official,' defined to include the offices of Mayor and Member of the City Council, for more than twelve years, or three terms, whichever is less, with any portion of term, whether by election or appointment, counting as a full term, be adopted?"Measure Q would not allow anyone to serve as either Mayor or a City Council member, or any combination of those positions, for more than 12 years, or three four-year terms, with any portion of a term counting as a full term.The competing measure, Measure R, reads as follows:City of Santee - Measure R: "Shall an ordinance amending the Santee Municipal Code to establish a three-term lifetime limit on City Council service and a separate two-term lifetime limit on Mayoral service, be adopted?"In other words, no one can serve as Mayor for more than two, four-year terms and, separately and in addition, as a City Council member for three, four-year terms, regardless of the district a person represented. SAN MARCOS, Calif. (KGTV) -- Firefighters responded to a brush fire in San Marcos Sunday afternoon. According to the San Diego County Sheriff's Department, the fire broke out on the 500 block of Sarver Lane around 2:30 p.m. Sunday.CalFire said that the forward progress of the fire has stopped and that two acres have burned.The only reported damage was to a small, abandoned outbuilding, the Sheriff's Department said.All roads are open near the scene of the fire. Nobody was evacuated during the fire.Firefighters remain on the scene. 554
