Milwaukee Mayor Tom Barrett says he’s concerned after seeing video of police using a stunning and arresting?a Milwaukee Bucks player Sterling Brown.The video is expected to be released soon, possible later this week. Police are reportedly bracing for backlash from the release of that video. This incident took place on the south side of Milwaukee in January. Police were called to a Walgreens because Brown was illegally parked across two handicap spaces. The officers say they tried to talk to Brown but had to deploy their stun guns to arrest him. Since that time, the arrest has been the subject of a police internal investigation."I have some of the same concerns that the chief has expressed over the video. I'm going to let the release of that speak for itself, but yes, I definitely have concerns after watching that video,” Barrett said. The mayor indicated that Police Chief Alfonso Morales had a similar reaction after seeing the video. Brown was not charged in the incident. MINNEAPOLIS (AP) — A Minneapolis commission says it needs more time to review a City Council amendment to dismantle the Police Department in the wake of George Floyd's death, ending the possibility of voters deciding the issue in November. The Charter Commission has expressed concern that the process to change the city's charter was being rushed. Some commissioners said they were more concerned with making the right changes rather than making them fast. The amendment would have replaced the Police Department with a "Department of Community Safety and Violence Prevention" that backers said would take a more "holistic" approach. MINNEAPOLIS — Police say a man captured on surveillance video breaking windows at a south Minneapolis auto parts store in the days after George Floyd’s death is a Hell’s Angels member who was bent on stirring up social unrest.The man, seen in all black and carrying an umbrella, was dubbed “Umbrella Man” by many on social media.The video showed the man breaking windows at an Auto Zone near where Floyd died. Police say up until that point, the protests in the area had been peaceful.Soon after the windows were broken, the Auto Zone was set on fire — the first of several buildings in the area that were burned during riots. The fires caused an estimated 0 million in damage."Until the actions of the person your affiant has been calling 'Umbrella Man,' the protests had been relatively peaceful," police said in a search warrant affadvit, according to the Minneapolis Star Tribune. "The actions of this person created an atmosphere of hostility and tension. More than a year after he died in police custody with cameras from the reality show "Live PD" on the scene, body camera footage and police records show that a Texas man told police multiple times that he couldn't breathe and was suffering from a heart condition as police took him into custody.According to KVUE-TV in Austin, Texas and the Austin American-Statesman, 40-year-old Javier Ambler died in police custody on March 28, 2019. Ambler had led police and Live PD camera operators on a 22-minute car chase that began when he allegedly failed to dim his headlights to oncoming traffic.Body camera footage from Ambler's arrest shows that police used stun guns three times while taking him into custody, even after he told police he was suffering from congestive heart failure.According to KVUE, an autopsy listed Ambler's death a homicide, which was later determined to be a "justifiable homicide." Medical examiners said Ambler's heart condition and his weight "in combination with forcible restraint" led to his death. Examiners also said Ambler was under the influence of drugs and alcohol at the time of his death.KVUE reports that the most serious charge Ambler would have faced was evading arrest, a low-level felony.The District Attorney's Office in Travis County told KVUE that they have been investigating Ambler's death but says they've been hindered by a lack of cooperation from the Williamson County Sheriff's Office. Officials also say that Live PD has failed to share their footage from the arrest with investigators.Travis County District Attorney Margaret Moore told KVUE that she feels that Live PD's participation with the Williamson County Sheriff's Office led to Ambler's death.“It is of very serious concern to any of us who are in law enforcement that the decision to engage in that chase was driven by more of a need to provide entertainment than to keep Williamson County citizens safe,” she said.Moore told KVUE that she plans to take the case before a Grand Jury later this year. 2017
