BEIJING, Sept. 22 (Xinhua) -- "It seems that the world suddenly fell silent when the traditionally noisy Mid-Autumn Festival coincided with Car-Free Day," said "ice14" on the microblog at sina.com.cn.On Wednesday, China celebrated the Mid-Autumn Festival, as well as China's fourth Car-Free Day, as citizens in 110 cities were encouraged to leave their cars and travel by public transportations, bicycles, or on foot.In cities like Beijing, Guangzhou, and Changsha, temporary Car-Free Zones which limit the driving of private cars were set up.Due to the campaign, many citizens chose to give up driving cars and, instead, use low-carbon means of travel."I decided to cycle around on this holiday with my boyfriend after learning that it's Car-Free Day today," said Li Yang, a resident of Jinan in east China's Shandong province.In Hangzhou, the scenic capital of Zhejiang province, 51,500 bicycles were placed at 2,050 rental points to encourage residents to travel by bicycle, said Tao Xuejun, vice general manager of the Municipal Public Bicycle Service Company.The municipal transport offices in Zhengzhou City and Kunming City also made special arrangements to support the campaign, including increasing the frequency of buses, adding bus routes, offering discounted tickets and limiting the use of government vehicles. However, the situations differ in other cities, and not all citizens are satisfied with the arrangements of the local authorities."Why are there still large traffic jams?" wrote "Yuerrachel", a sina microbloger under a photo showing blocked roads. "It is more of a show", said "Fengjiechuanqi" in a microblog at Sina.com.cn."It seems no big difference from the daily situation here. Days before the festival, many cities around the country had witnessed serious traffic jams.Last Friday evening, 140 traffic jams occurred in Beijing due to the heavy rainfall and holiday traffic before the Mid-Autumn Festival. In the city of Changsha, more than 1,000 kilometers from Beijing, the roads were reported to have turned into huge parking lots during the past two evenings."It took me half an hour to go downtown yesterday, three times the time it usually takes," said Cui in Shandong.Though the influence of the Car-Free campaign is limited, optimistic opinions about it were voiced."It is still helpful for increasing the public's sense of protecting the environment," said "lilili8565731" at Tieba.Baidu.com."I think the authorities should make more efforts to improve the public transit services with the residences' needs in mind, instead of putting on a show once a year on Car-Free Day," wrote "niuniuniuniu" at Tieba.baidu.com.Car-Free Day was originated in France in 1998 when citizens in 35 French cities decided to stop driving cars on Sept. 22 of each year. Both talked about the expansion and improvement of bilateral trade and economic cooperation.Rachid told reporters that he hoped the new agreement would pave the way for more cooperation in different industry sectors including manufacturing of cars components, textiles, petrochemicals, electronics and technology."This agreement includes the process of sharing technology and increasing investment in the industrial sector and training of workers as well as helping Egyptian companies promote their products in the Chinese markets," said the Egyptian minister.The agreement also included the formation of an Egyptian- Chinese task force that takes the responsibility of sharing information and experiments in the industrial sectors and encouraging Egyptian and Chinese firms to establish joint ventures in different areas of cooperation, according to Rachid.Rachid said that Egypt wanted to benefit from the successful Chinese experience in the industrial sector.Egyptian Prime Minister Ahmed Nazif also met with the Chinese minister. The prime minister said Egypt shows great interest in boosting cooperation with China.The bilateral trade between Egypt and China increased from 3 billion U.S. dollars in 2006 to 6.24 billion dollars in 2008, according to Chinese Ambassador to Egypt Wu Chunhua.By the end of last year, Chinese investment in Egypt exceeded 500 million U.S. dollars. Chinese auto companies such as Chery Automobile and Brilliance Automobile have had assembly lines here in Egypt.Rachid expected that the Egyptian-Chinese cooperation would witness a great milestone in all sectors, particularly the trade and industry relations thanks to exchanges in the economic and political levels.

  

BEIJING, Sept. 20 (Xinhua) -- Chinese Vice President Xi Jinping Monday urged the Communist Party of China (CPC) committees of the Party and government institutions to take the lead to strengthen Party building.Xi, also a member of the Standing Committee of the Political Bureau of the CPC Central Committee, made the remarks during an inspection tour of the Ministry of Land and Resources.He also said those Party committees should focus on accomplishing the major tasks of the Party and government institutions.He urged the Party committees to work harder to serve the top agenda of the Party and the State, including by accelerating the transformation of the nation's economic growth model, guaranteeing and improving people's livelihoods, and promoting social harmony.

  

BEIJING, Sept. 17 (Xinhua) -- Typhoon Fanapi is likely to land on the east coast of Taiwan on Sunday, said China's National Marine Environmental Forecasting Center (NMEFC) in Beijing Friday.The center of the year' s 11th typhoon was about 700 km southeast from Hualien, in Taiwan, said a statement from the center.It was moving northwest towards Hualien and increasing in strength, the statement noted.The administration has issued a warning regarding huge waves which might strike off the Hualien coast, it said.On Sunday, the southern East China Sea might also produce waves of 4 to 6 meters high and waves in the Taiwan Strait might rise to 3 to 4 meters.Guangdong, Fujian and Zhejiang provinces along the mainland's southeast coast would also be affected by the typhoon, the statement said.The statement warned all fishing boats in the region to take necessary precautions.The fishing season began in the East China Sea in mid-September and a large number of vessels are in the area.Additionally, Typhoon Fanapi could continue moving west after landing on Taiwan and strike Fujian and Guangdong, the statement said.Also on Friday, the Ministry of Civil Affairs launched an early-warning for disaster relief responses aimed at the typhoon's possible damages to the southeastern coastal areas.The ministry and the National Committee for Disaster Reduction instructed local governments to carefully keep track of the typhoon's movement and the changes in weather, and strengthen prevention measures for geological disasters and flooding in urban areas.Local governments were also urged to evacuate residents in high-risk areas while providing for their basic living necessities.
