EL CAJON (KGTV and wire reports) - El Cajon police are investigating the shooting death of a man that resulted following an argument along a busy street Thursday.Police said gunfire erupted in the 1400 block of East Main Street in El Cajon shortly before 9:30 a.m., about a mile west of Granite Hills High School.Witnesses told 10News that two men were arguing on the sidewalk when one man took out a gun and shot the victim. According to police, an initial investigation indicates that an off-duty security guard tried to stop either a vehicle burglary or a carjacking. At some point, the vehicle's owner got involved, shooting and killing the suspect, police say. The shooter stayed on scene and cooperated before being arrested. Leads from several community members and businesses were "instrumental" in the investigation by providing surveillance footage, SDSO added.Investigators were eventually led to Arizona, where they say the stolen 300-pound sculpture was taken to a home in Golden Valley, Ariz.Percy Hill, 56, of Golden Valley, Ariz., and Rick Freeman, 62, of Lakeside, were both arrested for theft and booked into detention facilities in their respective areas, SDSO said.Rita Gallant, who owns the business, told 10News she purchased the horse about 15 years ago and that it has become something of a neighborhood icon.She's now coordinating with Arizona Law Enforcement to recover the iron horse. 1027

  

During her Supreme Court confirmation hearing on Wednesday, Judge Amy Coney Barrett declined to give her legal opinion as to whether a President could pardon himself for crimes he may have committed while in office.Barrett's deferral came during a line of questioning by Senate Judiciary Committee member Patrick Leahy, D-Vermont. Leahy first asked Barrett if she believed that "nobody is above the law," including the President. Barrett agreed.Leahy then asked if she believed a President would be able to pardon himself, given that President Donald Trump has said he believes he has the right to do so in the past."Because it would be opining on an open question when I haven't gone through the judicial process to decide it, it's not one in which I can offer a view," Barrett said.Throughout his questioning, Barrett has attempted to avoid sharing her personal or judicial views on hotly-debated political topics, citing past precedent of previous Supreme Court justice nominees.It is true that the question of a President pardoning himself has not been challenged in court. But in 1974, at the height of the Watergate scandal, the Justice Department faced the possibility that President Richard Nixon would do just that. On Aug. 5, assistant attorney general Mary Lawton issued a memorandum opinion that "no one may be a judge in his own case" and that "the President cannot pardon himself."Despite Lawton's opinion, some legal experts believe that a President may still be able to issue their own pardon. In June 2018, President Donald Trump claimed on Twitter that he had the right to do so while railing against Special Counsel Robert Mueller's investigation into his ties to Russia. 1698

  

EL CAJON (KGTV) -- In response to growing concerns of the rapidly spreading coronavirus, Grossmont-Cuyamaca Community College District officials have announced that they will be canceling in-person classes for a week as a precautionary measure.Grossmont and Cuyamaca college campuses will close the week of March 16-20 and temporarily shift to online instruction as a precautionary measure.“We are taking these extraordinary measures out of an abundance of caution,” said Chancellor Lynn Neault. “We are doing everything we can to ensure a safe and healthy environment for our students, employees and the public, while ensuring that our student can complete their classes.”The colleges join numerous local and national institutions that are also announcing face-to-face instruction to quell the spread of coronavirus, including Chula Vista's Southwestern College, San Diego State University, and USD.Non-instructional employees will be on site during their regular work hours, according to officials."All student events for the next two weeks are canceled, and intercollegiate athletics games are cancelled through March 29. Staff and student travel on district business outside of the state and country has been cancelled, and in-state travel is being reviewed on a case-by-case basis," officials said.“We recognize the challenges imposed by these measures, and we regret any difficulties to students or faculty, but the health and safety of our campus communities is our utmost responsibility,” said Linda Cartwright, president of the Grossmont-Cuyamaca Community College District Governing Board.
