SAN DIEGO (KGTV) -- An executive order signed by President Trump Wednesday may help San Diego's military spouses find work. The executive order is aimed at increasing opportunities for military spouses to obtain federal jobs.The order encourages agencies to increase use of the noncompetitive hiring authority for military spouses.For military spouses, the unemployment rate is 16 percent which is four times higher than the national average for female adults. Among military spouses who do have jobs, 14 percent have part-time jobs and half of those spouses want full-time work.Many spouses of military members choose careers like teaching, nursing or law, but such jobs often have state-specific licenses that make it difficult to move from state to state.“Right now I’m looking at leaving my career because the exams and licensing costs are phenomenal never mind how poorly the education system is run; right from resources to teacher pay,” Sheryl Ogle said in a Facebook comment.According to an impact study conducted by the San Diego Military Advisory Council, there are more than 100,000 active-duty military members in San Diego. The service members are split fairly evenly between the Navy and Marines.In a phone call Wednesday morning, a White House official says the new order directs agencies to make an existing non-competitive hiring authority provision for military spouses available in their job announcements, according to Military.com. The hiring authority allows military spouses to be appointed to certain jobs without having to go through the usual hiring process.According to dosomething.org, military spouses tend to be under 35 and are mostly women with only five percent of military spouses being men.Data also shows that military families relocate 10 times more often than civilian families, moving an average of every two to three years. 1886

SAN DIEGO (KGTV) - A San Diego program has received a state grant to train law enforcement officers across California.The program, Game Changer, was founded in 2016 by Sean Sheppard after he saw large protests break out across the country against police brutality.His idea was simple. He would bring members of the public together with law enforcement officers over a sports game."To get some human bonding time," explains Sheppard. "Because that rarely takes place between law enforcement and the general public."Before, they would talk for a few hours about what issues they saw between police and the communities they serve. After, they would get to socialize at the game.Since 2016, Game Changer has hosted 60 events and continues to grow.The Game Changer model was just awarded a 2-year, 0,000 grant from the California Commission on Peace Officer Standards and Training.Once the program is accredited, law enforcement personnel who complete a Game Changer event can put it toward their required training credit hours.Members of the public are needed too. SAN DIEGO (KGTV) -- Ahead of the United Nations Climate Summit next week, 10News is diving deeper into the affects of climate change. Climate change is leading to more dangerous and deadly wildfires and so often after fires scorch the ground in the fall, the heavy winter rains in atmospheric rivers lead to mudslides and flooding.The scary reality is that these types of storms are going to get stronger. According to Alexander Gershunov, a research meteorologist at the Scripps Institution of Oceanography at UCSD, "we know for certain that atmospheric rivers are going to get stronger in the future, in a warmer atmosphere more water vapor can be held so atmospheric rivers are basically plumes of very intense concentrated moisture and they're just going to get wetter as they get warmer. As those wetter atmospheric rivers hit the coast and coastal mountain ranges the moisture is squeezed out of them and we get more extreme precipitation events."He goes on to say, "climate change is definitely making atmospheric rivers warmer and wetter as well as longer and fatter so they carry more moisture. In the future they will produce even more of the precipitation extremes and be an even bigger contributor to the water resources of the region as well as to flooding."Climate change may lead to a more devastating threat, called the ARkStorm.The ARkStorm is patterned after the historic flooding of 1861 to 1862, but uses modern modeling methods and data from large storms in 1969 and 1986. The ARkStorm draws heat and moisture from the tropical pacific, forming a series of atmospheric rivers that approach hurricane-strength and then slam the west coast creating a statewide disaster.In 2010, scientific experts met to create the ARkStorm Scenario Report for the USGS, imagining aspects of flooding of biblical proportions reaching the Western U.S. with weeks of rain and snow followed by catastrophic floods, landslides and property and infrastructure damage which would cripple California's economy.CLIMATE CHANGE:-- A growing wildfire season-- Sea-level rise and the impacts to San Diego-- Living in a warming world"What was found that the cost could exceed 0 billion. SAN DIEGO (KGTV) -- A San Diego woman said her ex-boyfriend stole naked pictures of her and posted one online without her permission. She said people saw the post and took screenshots of it.She’s now suing the man she says posted the photo, her ex-boyfriend William Ashley Oliver III."This pretty much consumed my life,” she told Team 10 investigator Adam Racusin.That’s L.S describing how one social media post of her naked body wrecked her sense of security. 10News is not naming the woman, but instead using the initials L.S. as they appear in her lawsuit against Oliver to protect her identity.“He was threatening for so long to do it that I didn't think he'd really do it,” she said.Their relationship started as most do: Girl meets boy, they fall in love and move in together. "I felt like I really got to know him fast and fell in love fast,” she said.Just like many relationships, everything was great until it wasn't. Unlike the typical breakup story, here's where this takes a different path.L.S. said she moved back to California in October of last year, about eight months after the relationship started.Oliver came to visit in late November, but things did not go well, she said.She said her ex-boyfriend became aggressive."He smashed my laptop in two, he smashed my brand new iPhone on the ground until it was shattered, and was calling me really horrible things,” she said.According to the lawsuit she filed, before leaving, Oliver took L.S’s passport and jewelry from the bathroom sink.A few days after that incident, while Oliver was still in San Diego, he began sending harassing text messages and copies of private photographs to L.S. to make it clear that at some point in their relationship he illegally accessed her computers and cell phones and stole sexually explicit and private digital photographs without her consent, the lawsuit stated."The pictures that he had were never sent to him they were taken before I ever met him," she said.According to the lawsuit, Oliver texted her: “Posted all your naked pics to the industry whore boards.” It said he also wrote among other things: “Your pics are getting blasted on services Moxy.”The lawsuit says L.S.’s pleas for Oliver to stop had no effect on him. The lawsuit claims Oliver then posted a sexually explicit photo of her on his public Instagram account, accessible by anyone, followed with the text: “(y)our naked pics are starting to proliferate.""My best friend sent me a text message, and she just said oh my god, and it was a screenshot of the picture that Will had posted on Instagram of me,” she said.Team 10 investigator Adam Racusin asked her what she thought when she saw that.“I was just so scared,” she said. “I was just devastated.”According to the lawsuit, Oliver admitted he posted the picture. The lawsuit stated L.S. was informed by a friend and multiple colleagues that they saw the photograph on Oliver’s Instagram site and knew it was her."I don’t know how many people have that; it's everywhere,” she said.Team 10 tried to get a hold of Oliver, but he hung up after answering once and didn’t respond to our request for comment.L.S is suing Oliver for revenge porn among other things. She said having her body on display for anyone to see is sickening.When Team 10 asked her how often she thinks about it, she said, “Every day, every day, many times a day.”L.S. did call the police but did not press charges against Oliver. The Penal Code section is 647(j)(4)(A).Typical punishment may include custody of up to six months in county jail per charge, three years of probation, public work service, counseling, a waiver of Fourth Amendment Rights, and fines of up to ,000 per charge.A spokesperson told 10News they’ve filed the charge 11 times since 2015, with nine cases resulting in a conviction, one awaiting trial, and one defendant failing to appear at arraignment.“Revenge porn is an egregious betrayal of a person’s trust, an attack on their privacy and reputation,” said City Attorney Mara W. Elliott. “Victims should know that our Sex Crimes Unit prosecutes these cases aggressively.”A spokesperson for the San Diego County District Attorney said from 2015 to 2018 they located six cases where the facts are consistent with ‘revenge porn.’ 4432

SAN DIEGO (KGTV) — An Ocean Beach man was injured after two men stormed his home, beat him, and robbed him.Police say the 34-year-old victim was at his home on Cape May Ave. with a woman, possibly an ex-girlfriend, when there was a knock at the door at about 10 p.m.The woman answered the door and two men forced their way inside, one wielding an expandable baton and the other with a knife, police said.A struggle began between the victim and two suspects and the two men beat the victim several times, before ordering him to open a safe.After the suspect was unable to open the safe, the suspects rummaged through the home and stole several items, including credit cards. The two men then fled.The woman fled shortly after as well.The victim was treated at a nearby hospital for non-life threatening injuries.Police described the suspect with a baton as a 20- to 25-year-old white male, 5-foot 10-inches, with thin build. He was wearing dark clothing and may have had his face painted black, police added. The man with the knife was described as a 25- to 30-year-old Hispanic man, 6-feet tall, weighing about 220 pounds, and wearing a black sweatshirt and jeans.
