BEIJING, Nov. 15 (Xinhua) -- Chinese Premier Wen Jiabao on Saturday outlined a series of proposals for local governments to support small and medium-sized enterprises (SMEs).     Touring SMEs in the southern province of Guangdong, Wen said SMEs would play a crucial role in promoting economic growth, increasing fiscal revenue, providing jobs and maintaining social stability. ABOARD DESTROYER WUHAN, Jan. 12 (Xinhua) -- A Chinese mainland navel fleet on Monday began to carry out an escort mission for four merchant ships including one from Taiwan in the Gulf of Aden off Somalia.     The mission is also escorting two other ships from Shanghai and one from the Philippines to protect them against pirate attacks. Two groups of naval special forces were aboard the first and the last ships.     Another Chinese destroyer Haikou will join the mission later in waters, where the pirates are more likely to appear.     Rear-Admiral Du Jingchen, commander of the naval fleet, said safeguarding transport in the Gulf of Aden and maintaining security of ships was the common wish of all pacifists including compatriots across the Taiwan Straits.     The Gulf of Aden is a key trade route linking the Indian Ocean with the Mediterranean via the Suez Canal. The Chinese fleet started to carry out the second escort mission against pirates in the Gulf of Aden on Monday.     The fleet, including the two destroyers and one supply ship, conducted its first escort mission from Jan. 6 to 8.     The fleet has about 800 crew members, including 70 soldiers from the Navy's special force, and is equipped with missiles, cannons and light weapons.     The London-based International Maritime Bureau said more than 100 vessels had been attacked in the Gulf in 2008 and more than 10ships are still being held for ransom.

BANDAR SERI BEGAWAN, Brunei, Nov. 9 (Xinhua) -- Senior leader of the Communist Party of China (CPC) Zhou Yongkang met with Brunei Foreign and Trade Minister Prince Mohamed Bolkiah on Sunday evening.     The meeting came as Zhou made a transit stop in Brunei on his way back to China.     Zhou, one of the nine-member Standing Committee of the Political Bureau of the CPC Central Committee, hailed the sound and smooth growth of China-Brunei ties since the two forged diplomatic ties in 1991.     Zhou said that particularly in recent years, the all-round friendly cooperation between the two countries has been strengthened, thanks to the joint efforts of leaderships, governments and peoples of the two countries.     China and Brunei have been understanding, supporting and closely cooperating with each other on regional and international issues, he said.     Zhou also lauded Brunei's role as a coordinator in deepening the strategic partnership between China and the Association of Southeast Asian Nations (ASEAN).     Zhou said China would continue to pursue its long-term neighbor friendship with Brunei and would like to work with Brunei to take the relations to a new high.     Mohamed congratulated China on successfully hosting the Beijing Olympics and the summit of Asia-Europe Meeting(ASEM).     The friendship between the peoples of China and Brunei can be traced back to the time earlier than the establishment of diplomatic ties, he said.     He pledged Brunei would support China's increasingly important role in regional and international affairs.     He said Brunei would like to work with China to seek common development.     Before his transit in Brunei on Sunday, Zhou concluded his fortnight trip to the three Asia-Pacific nations, namely Vietnam, Indonesia and Australia.

 BEIJING, Jan. 4 (Xinhua) -- Major Chinese lenders are expanding a preferential policy on house loan interests to cut the burden of the country's home buyers hit by the spreading financial crisis.     For individuals who bought houses on mortgage lending before Oct. 27, 2008 and have not paid off the loans, their credit interest rates could be reduced to 70 percent of the benchmark rate from the previous 85 percent, customer service staff of several banks told Xinhua on Sunday.     The discount will be available for Beijing, Shanghai and Qingdao clients of the China Construction Bank after their applications go through default record checks.     The Bank of China branch in Shanghai is also providing the preference but the Beijing branch keeps the rate unchanged.     The Industrial and Commercial Bank of China, the country's largest lender, and the Agricultural Bank of China are also making specific rules for similar rate discounts.     China's central bank announced in October it would reduce the lower limit of interest rates on individual house loans to 70 percent of the benchmark credit rate from 85 percent, starting from Oct. 27 last year.     The move was viewed as a stimulus to the flagging property market but it has been unclear whether house mortgage deals before that date can enjoy the favor.     Under the rate discount, home buyers with a 500,000-yuan (73,500 U.S. dollars) bank loan to be paid off within 20 years can save nearly 60,000 yuan of interest, analysts estimate.

"All compatriots should join hands to continue the Chinese civilizations that has lasted for more than 5,000 years."     Kong Fanbing, a senior technical officer with the mainland-based Datang Telecom Technology Co. Ltd., said that Hu's speech will also benefit economic cooperation between the two sides.     "It is predictable that mainland telecom cooperation with Taiwan is very likely to be included in cross-strait economic cooperation mechanism in the future," Kong said.     "As a telecom professional, I look forward to the establishment of a mechanism to share technological resources between the mainland and Taiwan," he said.
