SAN DIEGO (KGTV)- Unlike many of its neighboring communities, San Diego’s Midway District does not have any tall skyscrapers. But the local planning commission is hoping that changes very soon. For the last 11 years, the Midway Pacific Highway community planning group has had a plan to modernize Midway. With the city’s lease of the Valley View Casino Center coming up in 2020, the group is hoping to share some big ideas.“What better way to create more housing than in Midway,” Cathy Kenton, Chair of the Midway Pacific Highway Community planning group, said. The advisory group’s goal is to rezone much of the 1,300-acre district, to encourage new, mixed-use construction. A big part of that would be the 11,000 new dwellings, which could increase the residential population from 3,000 to 23,000 in the next 30 years. Except there is one problem — the city’s 30-foot height limit. In 1972, San Diegans voted on Prop D, which limits all buildings west of I-5 in the area (Coastal Height Limit Overlay Zone), to 30 feet. The commission believes this outdated law is stifling its potential growth, literally.“40 feet would be terrific, 70 feet would be awesome,” Kenton said. “Anything that would help us get a little more vertical would certainly open up the community, and not make it so dense.”The commission’s current redevelopment renderings do not include any high-rises.“So they’re all very flat and pretty boring looking, to be honest,” Kenton said. But they are still presenting these plans to the Smart Growth and land use hearing and to city council next week.Kenton says getting that approved is only the first hurdle. She believes the only way that Midway can reach its highest potential is if Prop D is overturned by the voters. That requires a community petition or a city council vote to put the measure on the ballot. “No one has a crystal ball for whats going to happen,” Kenton said. Kenton says the likelihood of getting the measure on the June or November ballots is slim, but they will keep trying. Those opposed to it say, constructing tall buildings would obstruct ocean views. If residents eventually vote to overturn Prop D, the committee says they will go back to the drawing board, to include mostly middle and some low-income high-rise apartments. 2319

San Diego (KGTV)- While millions are bracing for Hurricane Dorian, San Diegans are preparing to take part in relief efforts. Volunteers and first responders are making their way to the impacted areas. A handful of American Red Cross volunteers left Monday. Twelve others are already getting their assignments in Florida, Georgia and the Carolinas. “This is a major response for us,” says Sean Mahoney, Regional CEO for the American Red Cross. “We sent 99 semi-trucks full of sheltering equipment, cots, blankets, and everything needed for folks when they’re put out of their homes.”Mahoney also left Monday heading to the Carolinas. In total, 16 volunteers from the San Diego area are assigned to help with relief efforts, but more are ready to go if needed. “We have 22-hundred volunteers in the San Diego and Imperial counties region. They’re all checking their status, just making sure that they have the qualifications needed.”Volunteers would assist with mass care, feeding, and shelter. The San Diego Urban Search and Rescue team spent the morning loading up supplies. After a morning conference call with FEMA, David Gerboth says the team could be called to the east coast. “They are looking at mobilizing additional search and rescue teams now from the west coast,” says Gerboth. “So we’re configuring our cache to be able to mobilize at a moments notice.”The team is prepared to spend at least a week on the east coast, assisting victims with search and rescue, collapsed structures, and more. The San Diego Urban Search and Rescue team has already sent five members to assist with logistics. Those helping with storm relief would typically drive to the impacted areas. But this time around, if they are called out, first responders will fly to get there by the time the storm makes landfall. “We know when we go and help our friends on the east coast, they’re also ready to come in case we need it on the west coast.” 1936

SAN DIEGO (KGTV)- With the rainy season ahead, the City of San Diego is offering ways for residents to save money on their water bills by removing lawns and installing rain barrels. The City is offering .25 per square foot for lawns that are converted to turf that can capture rainfall for reuse. Homeowners that convert their lawn into drought resistant landscape can apply for financial rebates.Customers may receive  per gallon of barrel storage capacity for residential rainwater collecting up to 400 gallons or 0 per property. Rain barrels are a great way to conserve water and reuse for irrigation purposes as well as preventing pollution, according to city officials. Applications are available for Rainwater Harvest, to apply click here. For more information on the types of rebates and water conservation tips visit the City's website. 949

SAN DIEGO, CA (KGTV) — It was a struggle that paved the way for American women today, giving those forced to be silent, a voice: the right to vote."It took 72 years from 1848 until 1920 to get the 19th Amendment added to our constitution," said Anne Hoiberg, Board President of the Women's Museum of California. She refuses to forget what it took to get here and the women who fought not only for the right to vote, but for equality."Elizabeth Cady Stanton and Susan B. Anthony they were really the team," she said while pointing to photos that line an exhibit inside of the museum at Liberty Station. "Carrie Chapman Catt started the League of Women Voters.""We have to credit Elizabeth Cady Stanton and Lucretia Mott two Quakers, two abolitionist, who were determined that women needed to have the right to vote, but they also needed other rights," said Hoiberg. "They needed the right to divorce, to go to college, to become professionals like a doctor or a lawyer."Because of those women and many more, the protests, marches, arrests and tireless work, women here in San Diego heading to the polls know their votes count. Their opinions matter. Their voices are heard."That means a lot to me," said voter Linda Garcia. "It's terrible that it took so long to even happen.""We have rights and we should take advantage of those rights," said Diana Romero, another women who always votes. "Hopefully a lot of women do take advantage of those rights and vote."As we celebrate the centennial of suffrage this year, "The Power of the Ballot Box" exhibit will remain on display through the month of march at the museum in Liberty Station.Hoiberg said the goal is to make sure everyone, especially the younger generations, know how far we have come and that so much is possible, even when the fight isn't over."Little girls need to see that women can achieve anything," she said. "It is important for all of us to just remember those courageous women, and many, many men who really fought hard so women can get the right to vote." 2036
