SAN DIEGO (KGTV) -- Friday morning, SANDAG’s board will decide how to spend 0 million throughout San Diego County between roads, public transportation and other projects. According to a budget released by SANDAG, most of the funds will go towards transportation, not roads. The move has some throughout the county concerned that not enough will go toward roads in need of repair. “I'm pragmatic about it and I do worry about the fact that these tend to suck up all of the money and leave nothing left for highways,” said El Cajon Mayor Bill Wells.The concern comes after SANDAG announced “5 Big Moves.” The project focuses on the future of public transportation. Read all five points of the plan below: Complete CorridorsThe backbone of a complete transportation system that leverages technology, pricing, and connectivity to repurpose how both highways and local roads are used and managed. Complete Corridors would increase safety, capacity, and efficiency; provide dedicated space for high-speed transit and other pooled services; manage demand in real-time; and maximize use of existing roadways. Local roads are designed and operated to equally accommodate all users, including transit, cars, bikes, pedestrians, and commercial vehicles. Features may include dynamically managed curb space, transit amenities, bike facilities, pedestrian refuges, or smart intersection systems. Smart intersection systems would improve safety for all modes through use of sensors and alerts to vehicles and individuals, and could give transit priority treatments that make transit faster and more reliable. Wireless charging at parking facilities, intersections, and/or roadways will support future induction charging for zero-emission vehicles. Complete Corridors will provide connections to the Mobility Hubs network and infrastructure to support use of shared, on-demand Flexible Fleets. Transit LeapA complete network of high-capacity, high-speed, and high-frequency transit services that incorporates new transit modes and improves existing services. New high-speed services could include grade separated or tunneled services that span long segments with limited stops connecting major destinations. Potential improvements to existing transit lines include double or triple tracking, higher frequencies, dedicated lanes, and signal priorities managed through Complete Corridors. These routes will connect to Mobility Hubs and provide travelers a true alternative for traveling to work, home, and major destinations as fast or faster than driving. Transit services will feature better integration with other services for limited transfers with better timed connections, offer more individualized transit services, and transition to electric or alternative fuels to reduce greenhouse gas emissions.Mobility HubsPlaces of connectivity where a variety of travel options come together to deliver a seamless travel experience in the heart of the communities where people live, work, and play. Mobility Hubs surround high-speed transit in the Transit Leap and integrate with Complete Corridors to align with the network of smart, managed corridors. Supporting land uses that increase housing near transit and enhanced infrastructure for bikes and pedestrians will encourage more people to walk and/or bike. Flexible Fleets also are integrated and offer numerous shared mobility services that extend the reach to high-speed transit and improve access to an individual’s origin or destination. Hubs are customized based on the surrounding community’s transportation needs and include layers of features including shared mobility services, infrastructure improvements, ITS investments, and amenities. Flexible FleetsOn-demand, shared, electric vehicles that connect to transit within a Mobility Hub and provide users a convenient travel option between Mobility Hubs along the region’s network of Complete Corridors. These diverse vehicle sizes and speeds provide personalized travel options for different types of trips and environments. Fleets will use a mobile app where users can plan, book, and pay for all their transportation services in one place. As technology evolves, driverless vehicle fleets will communicate to each other and surrounding infrastructure to make safe and timely connections. SAN DIEGO (KGTV) — Francis Parker School officials say a vendor that handles some of the school's backup data was victim of a ransomware attack in May. The school says third-party cloud computing provider, Blackbaud, Inc., notified them on July 16 of the cyberattack. Criminals demanded payment in return for destroying information they copied from Blackbaud's database, the school said.School officials warned parents that the compromised database may have included contact information, birth dates, and a history of relationships with the school, including donation dates and amounts. The school said the attackers did not access credit card information, social security, or other personal financial information and had no access to the school's systems.Blackbaud paid the ransomware and says based on the nature of the incident and investigations with law enforcement, there's no reason to believe any data went beyond the cybercriminals or was, or will be, misused.Francis Parker officials said they are reevaluating their relationship with Blackbaud. SAN DIEGO (KGTV) — Early data suggests the coronavirus vaccine candidates from both Pfizer and Moderna are safe and effective, but some patients may experience side effects that can feel intense but resolve quickly.More than 37,000 people have taken either the Pfizer or the Moderna vaccine in a Phase 3 trial. Both vaccines require two doses, and side effects were more common after the second dose.Pfizer reported 3.8% of the recipients felt fatigue and 2% experienced headache, based on preliminary data from its Phase 3 trial. These symptoms are classified as Grade 3 or “severe” adverse events because they can interfere with daily activity.Moderna reported more Grade 3 side effects. There was fatigue in 9.7% of recipients, muscle pain in 8.9%, joint pain in 5.2%, headache in 4.5%, pain in 4.1%, and redness at the injection site in 2%.Neither company reported side effects that affected less than 2% of participants in their press releases but more detailed data will be released.Dr. Peter Chin-Hong, an infectious disease specialist at UC San Francisco, said the symptoms typically appear in the first few hours after vaccination and resolve within 24 to 36 hours.“The most troublesome of them for people has been low grade temperatures, but they go away in many cases without even using anti-inflammatories” like ibuprofen, he said.Experts say the vaccines appear to have a higher rate of Grade 3 side effects than the typical flu vaccine, even high-dose flu vaccines, but they say there’s no reason to worry about so-called reactogenic symptoms like muscle and joint pain.“Usually if it hurts that's a positive sign. But the increased rates are still extremely rare: an extra 1 to 2 cases for every million doses, according to the CDC.Dr. Ramers said the long-term consequences of contracting COVID-19 are much more concerning.“This is not a virus that you want to get,” he said. “There are unpredictable effects. There are healthy young people developing clots and strokes.”A study on COVID-19 patients in Michigan found that two months after hospitalization, 32.5% had a lingering cough or difficulty breathing and 11% reported new or worsening trouble caring for themselves.Both the FDA and the CDC are taking extra steps to monitor people who get the vaccine early for any side effects. SAN DIEGO (KGTV) -- He's known as "The Master of Disaster."Dr. Randall Bell is a real estate damage economist with Landmark Research Group."I basically focus on properties that have been damaged. It can be environmental damage, geotechnical, landslide, and of course, crime scenes come up all the time, and that creates a lot of interest," said Bell.Bell has studied several of San Diego's infamous homes. The former Fallbrook home of Summer and Joseph McStay is one of them."The McStay property is really a mess because sadly, four people died, and anytime children are involved in a crime, that really turns up the dial when it comes to the residual stigma on the property," said Bell.Last January, a jury sentenced Chase Merritt to the death penalty for killing the family with a sledgehammer and then burying their bodies in a shallow grave in the desert.The family disappeared in 2010; more than three years later, their bodies were found.Merritt and Joseph McStay had been business associates.The Spreckels Mansion in Coronado is another infamous home in San Diego County.Coronado-based real estate agent Scott Aurich first sold the historic property to Jonah Shacknai in 2007."You know that history was so documented, both with newspaper and with media, all kinds of stories going on like that, everybody pretty much knew what happened, but we shared it," said Aurich.What happened inside the home is still a mystery to many, including Aurich."I probably was as close to this as anybody in terms of knowing the players, and I still couldn't tell you what happened," said Aurich.In 2011, Jonah Shacknai's six-year-old son Max fell from the second story banister. At the time, Shacknai's girlfriend, Rebecca Zahau, was caring for Max. A few days later, the child died from his injuries, and Zahau was found bound, gagged, and naked hanging from a second-story balcony.Although Max's death was ruled an accident and Zahau's a suicide, Zahau’s family has always maintained that she was murdered. Adam Shacknai, Jonah's brother, was found liable for her death in a civil suit.Aurich sold the home last March for million, roughly 35% lower than the market value."The house itself is more a piece of Coronado's rich history in the architecture of the house," said Aurich.Farther north in Escondido, there was another notorious home. The so-called bomb factory generated national headlines just weeks before Christmas in 2010."The guy who had the bombs, he was a renter. So, the landlord is the one kind of stuck with the problem," said Bell.Investigators say the rental home of George Jakubec was home to the most massive cache of homemade explosives in a single spot in the United States. The property was so dangerous that the sheriff's department ultimately decided to do a remote-controlled burn of the house.Today, it's a concrete slab with no trespassing signs. It's unclear what the owner plans to do with it. Jakubec is serving a 30-year prison sentence."What people don't realize is that stigma goes to the site, so even though the house is gone, there can still be a stigma there even though that was 10 years ago, it can linger," said Bell.It's been nearly 30 years since a La Jolla socialite named Betty Broderick killed her ex-husband and his new wife as they slept. The Marston Hills home has been the focus of a book and movie.Bell has tracked multiple sales of the house since the murders. He said it has struggled to keep up with market value."Crime scene stigma is interesting, you can have anything from no impact and rare situations, but it does happen, to 100% impact, I've seen cases where there's a premium paid, that's very unusual, typically, you see a 10 to 25 % loss of value," said Bell.There is one property that stands out the most to the international appraiser."I'm often asked which is the most bizarre case, and I think it comes back to Heaven’s Gate," said Bell.A Rancho Santa Fe Mansion was the scene of the Heaven's Gate cult and the largest mass suicide on U.S. soil. Thirty-nine members of the cult drank a lethal cocktail for three days back in 1997.In the end, neighbors pitched in to buy the home and tear it down. Even the street was renamed."What I saw in the house was disturbing. The house was demolished, I've never seen a more thorough job done in terms of demolishing everything, the tennis courts, the swimming pool, the fences, the lawn, absolutely 100% of everything, the site has been rebuilt on, but, as I say, the stigma goes to the site, so there could still be lingering issues," said Bell. 4559
