OCEANSIDE, Calif. (KGTV) - A sales tax increase approved by voters in November took effect Monday in the City of Oceanside. The city put Measure X on the ballot last fall to raise the tax rate from 7.75 to 8.25 percent. Voters passed the measure, 55 percent to 44 percent. The estimated revenues are expected to bring in million annually, according to city officials.New tax revenues, minus a state administrative fee, will go to the city. The half-cent sales tax was designed to provide money for first responders, pothole maintenance, graffiti clean-up, and public infrastructure projects. The tentative spending plan for the revenues includes an additional Homeless Outreach team, Crime Suppression team, road repairs, and a new police station at the beach."We are grateful to the Citizens of Oceanside for approving Measure X and are working to ensure that they receive tangible enhanced public safety services and infrastructure improvements," said Assistant City Manager Deanna Lorson in a statement to 10News.Measure X is set to expire in seven years. On Wednesday, Facebook announced that it launched a million grant program to support Black-owned businesses.Back in June, the social media giant committed a 0 million investment that was aimed at helping U.S. Black-owned businesses, creators, and nonprofits.On Wednesday, the company began accepting applications for the grants.To apply for a grant, the company must be a majority Black-owned for-profit business, have less than 50 employees, been in business for over a year, and experienced challenges from COVID-19, Facebook said.The grants comprise of ,500 in cash and ,500 in optional advertising credits to use on Facebook. One volunteer Santa Claus might end up on the "naughty list" this Christmas as a 66-year-old New Jersey man who dresses up as Santa for the holidays was accused of possessing a crack pipe on Monday, WABC-TV reported. Charles Smith, of Pompton Lakes, New Jersey, was charged with two counts of drug paraphernalia, WABC reported. South Hackensack Police Department Captain Robert Kaiser told WABC that Smith was found with a crack pipe and empty bags of crack and heroin.Smith was pulled over by law enforcement on Monday, and was arrested after officers spotted the crack pipe in plain view. Police added that Smith's Santa costume was also in plain view. WABC reported that Smith works as a volunteer for the Toys for Tots program.  785

OAKLAND COUNTY, Mich. — A Michigan judge has ruled a 15-year-old girl will stay in a juvenile detention center for violating probation after not completing online coursework.Grace had gotten into legal trouble last year, and as one of the conditions of her probation, she had to attend school and complete classwork, which her mother tells ProPublica her daughter was doing until the pandemic hit.ProPublica, a nonprofit publication, brought attention to Grace's story."This is a student with disabilities who was struggling with remote learning situation and ended up in detention because of that," said Jodi Cohen, a reporter with ProPublica Chicago."In school the student gets one-on-one support from teachers and is allowed extra time to complete assignments because of (ADHD) and other disabilities," Cohen said. 825
