SAN DIEGO (KGTV) — Thousands of people enjoyed San Diego County beaches, despite the ongoing Beach Hazard Warnings.The National Weather Service announced there would be high surf, high tides, and strong rip currents on the San Diego County coastline. This Beach Hazard Warning continues until Sunday. Whether you're playing, laying, or even working on this July 4th holiday, spending time at Mission Beach was a dream come true. Especially if you were the Newman family, escaping the Phoenix heat. "When we left, I think it was 114 degrees," Bryant Newman said. They said it just doesn't compare. "We used to hang out a lot at the resorts there locally [in Phoenix], but we have been coming to California for Fourth of July for the last for five or six years," Newman said.But let's not forget about the Beach Hazard Warnings, still in effect until Sunday. "They did warn us about high surf before I left the hotel this morning," visitor from LA, Saira Kinuthia said. Kinuthia is not letting her two boys out of sight. She said while they are here for fun, safety comes first. "We had our talk, and if the lifeguard says that we need to come out of the water, then we have to come out of the water," Kinuthia said. Also keeping a close eye, there was a large police presence along the beaches and boardwalk. While most of the patrols were for alcohol, officers were also regulating the new e-scooter rules that took place on July 1st. Riders must slow down to 8 miles per hour on the boardwalk. But 10News saw many people zooming by. One was an accident between a double-rider and an elderly gentleman, walking on the boardwalk. All parties were okay. San Diego Police said they are giving many verbal warnings and a few citations for what they consider egregious e-scooter violations. Whether it's on the scooter or in the ocean, please remember. SAN DIEGO (KGTV) - The San Diego County District Attorney’s office on Friday released body camera, surveillance, and cell phone video connected with two officer-involved shootings and three in-custody death incidents. The video is being released now as part of the DA's review of the incident.In each of the encounters, DA’s office investigators cleared the law enforcement parties of criminal wrongdoing. Lemon Grove One of the officer-involved shootings occurred at Del Taco at 7060 Broadway in Lemon Grove on Jan. 5. A witness said Adolfo Gonzalez pointed a gun at customers inside. When deputies arrived, they told Gonzalez to put his hands up but he immediately pulled a handgun from under the table and pointed it at deputies, the district attorney’s office said. All three deputies on the scene opened fire, killing Gonzalez. Investigators later determined that Gonzalez suffered from mental illness and had recently purchased a handgun. The day of the shooting, Gonzalez told a family member he wanted to get in a shoot-out with police, according to investigators. Gonzalez had a blood alcohol level of .25 at the time of his death. City Heights San Diego Police received calls in February about a partially nude man walking in traffic and falling down, possibly being struck by a vehicle. Officers arrived to find Lawayne Horne, 44, disoriented. A friend said Horne was under the influence of PCP. During their assessment, Horne fell on the pavement and struck his head, then began rolling around and screaming, investigators said. Horne began biting the flesh from his hands and fingers, according to the report. Officers placed Horne in handcuffs which were replaced by soft restraints when paramedics arrived. Horne went into cardiac arrest in the ambulance and died at the hospital a week later. The Medical Examiner determined Horne died of meth and PCP intoxication with hypertensive cardiovascular disease as a contributing factor. Little Italy The struggle between a man who ran naked through Little Italy in Oct. 2018 and San Diego Police was also reviewed. Witnesses reported seeing 39-year-old Vito Vitale running naked in the street. Police said Vitale was sweating profusely, very animated, and disoriented. An officer handcuffed him, at which point Vitale began struggling and the two fell to the sidewalk. Witnesses attempted to hold Vitale’s legs in place as two additional officers arrived. Vitale “exhibited significant strength, pushing one officer up with his legs,” investigators said. Vitale’s pulse weakened and his breathing became shallow as paramedics arrived. Vitale died later that night at UCSD Medical Center. Toxicology tests showed Vitale had cocaine and cannabinoids in his blood. The Medical Examiner determined his causes of death were the effects of cocaine and physiologic stress of restraint was a contributing factor. Del Mar Also reviewed by district attorney’s office investigators was the shooting of a man who fired into the air during the Ice Cube concert at the Del Mar Fairgrounds on Sept. 2, 2018. Prosecutors said Daniel Elizarraras was upset he could not get tickets to the sold-out concert and fired two rounds into the air near a ticket booth. The deputy deployed his Taser on Elizarraras with little effect, investigators said. After Elizarraras refused to drop his gun, a deputy saw him lower his weapon, at which point the deputy shot Elizarraras in the torso and shoulder, the district attorney’s office said. Elizarraras survived the shooting and later pleaded guilty, receiving a three-year prison term. Fallbrook Investigators examined evidence in the case of Marco Napoles-Rosales, 29, after he trespassed on the property of a Fallbrook Circle K in August 2018. A deputy who tried to remove Napoles-Rosales said he became combative, biting down on the deputy’s thumb and not letting go. A deputy used a Taser on Napoles-Rosales without effect. He was placed in a safety restraint known as a wrap. Paramedics arrived and said Napoles-Rosales was showing signs of excited delirium and extreme strength, investigators said. Napoles-Rosales became unresponsive in the ambulance and died the next day at the hospital. An autopsy showed he died due to sudden cardiopulmonary arrest associated with meth intoxication and physical exertion during restraint. 4325

  

SAN DIEGO (KGTV) — Three prominent Democrats have filed papers with the City of San Diego declaring their intention to run for mayor in 2020. San Diego City Councilwoman Barbara Bry, Assemblyman Todd Gloria, and Congressman Scott Peters all submitted documents to the City Clerk, allowing them to fund raise for the 2020 primary on March 3. They would replace Mayor Kevin Faulconer, a Republican, who is termed out in 2020. Bry formally announced her candidacy on Wednesday. She said her experience as a high tech entrepreneur and nonprofit leader give her a unique approach to tackling key city issues like cost of housing, homelessness, clean energy, and educating students for the jobs of tomorrow. RELATED: San Diego politics coverage"We will be building a grassroots campaign with hundreds of volunteers and neighborhood coffees all over the city," Bry said. "That will be very important for me to get my message out and to meet people and to learn about their issues."Peters, recently re-elected to the House of Representatives, was in Washington D.C. and unavailable for an interview. A spokeswoman for the Congressman said he formed an exploratory committee but has made no decision yet as to whether to run. A spokesman for Gloria, who served as interim mayor after Bob Filner resigned in 2013, would only say "stay tuned."Political analyst John Dadian said he expects Republicans to file to run for the spot soon. The job is technically non-partisan."Even though they're all Democrats, don't look at it as a monolith," he said. "They all have supporters for different reasons. They all have championed different issues."So far, six people have filed to run for mayor in 2020. SAN DIEGO (KGTV) -- The San Diego Tunnel Task Force have released images showing what they say is a sophisticated drug smuggling tunnel that leads from Tijuana to a warehouse in Otay Mesa.Federal agents made the discovery Thursday, March 19, as part of an investigation into a transnational crime ring suspected of smuggling narcotics into the U.S. via a cross-border tunnel. The U.S. exit point was discovered subsequent to the execution of the warrant, the task force said.Agencies from the U.S. and Mexico located a 2,000-foot underground from a warehouse in Tijuana, Mexico to a warehouse in the Otay Mesa area of San Diego, according to the task force. The tunnel has an average depth of 31 feet and is three-feet wide through most of the passageway, according to authorities. Authorities estimate the tunnel to have been in existence for several months.The task force described it as having advanced construction including reinforced walls, ventilation, lighting, and an underground rail system. Authorities seized an estimated .6 million in mixed drugs including 1,300 pounds of cocaine, 86 pounds of methamphetamine, 17 pounds of heroin, 3,000 pounds of marijuana and more than two pounds of fentanyl.According to the task force, the seizure is the first time "in San Diego’s history where five different types of drugs were found inside a tunnel."The tunnel has an average depth of 31 feet and is three-feet wide through most of the passageway.“I’m proud of the excellent work performed by Homeland Security Investigations (HSI) agents, as well as U.S. Border Patrol and Drug Enforcement Administration agents as integrated partners of the San Diego Tunnel Task Force. Their tenacity made the difference in shutting down this tunnel,” said Cardell T. Morant, Acting Special Agent in Charge of HSI San Diego. “Several months ago, agents on the San Diego Tunnel Task Force announced the seizure of the longest cross-border tunnel and today we announce the discovery of another sophisticated tunnel with large quantities of drugs seized from within,” said DEA Special Agent in Charge John W.
