SAN DIEGO (KGTV) - A San Carlos family hit hard by the pandemic is picking up the pieces after a fire gutted their home.Raegan Gaedke's brother shot cellphone video of smoke pouring out of their home on Verlane Drive on Sunday evening. Minutes before, Raegan, 16, and her brother Ryley, 17, had returned home from a grocery run, before discovering smoke in their parents' bedroom."Ran and got my dog out. My brother turned off the power and got the fire extinguisher, but it was too late. The fire spread too much," said Gaedke.Their mom Cyndi, who was visiting relatives, says fire crews later told them the cause was a window air conditioner. The home they had been renting for the last 12 years is a total loss."So hard for me to comprehend we have nothing. It's all gone," said Cyndi.Cyndi says they did not have renters insurance. It's a purchase set to the side."You think you'll get back to it, and you don't. Won't make that mistake again. It's hard to describe how stressful this has been," said Cyndi.The stress levels already high since the start of the pandemic. Cyndi's husband, the breadwinner of the family and a commercial fisherman, has been out of work. His job counted on now-grounded international flights for shipping. The amount of money they family is receiving from unemployment is modest. Paying the rent had become a concern."We did have quite a bit of savings, but that's all gone. it's been tough and awful. My husband has had a lot of anxiety, as well as me," said Cyndi.Right now, family members are staying with relatives. A Gofundme campaign has been set up to help the family. 1617

SAN DIEGO (KGTV) — A record number of voters have already cast their ballots in San Diego County. Registrar Michael Vu said of the 1.92 million voters in the county, 1,081,727 already voted as of Sunday. The Registrar of Voters pushed for early voting in 2020 to avoid crowds on election days and Vu said that hope has been met.“I’ve never seen numbers like this in advance of Election Day before,” said Vu.He said that they’re expecting between 80% and 85% turnout this year. With two more days to cast ballots, they’re not sure what method the remaining voters will use to vote. He added that in the 2016 presidential election, close to 500,000 people voted in person on Election Day, and it’s possible that many could still vote in person Tuesday, meaning the traditional Election Day lines could still be seen.“Hundreds of thousands of individuals we’re still expecting to vote and the question is will they vote with their mail ballot or will they vote in person,” said Vu.He said the fate of the next couple of days are in the hands of the voters and how they decide to vote.Vu added that if and when people vote, they’re encouraged to go to their designated super poll location. There are 235 super polls across the county. Residents can locate their polling place online here. Voters can also check the back of their sample ballots and voter information pamphlets for assigned polling places.Monday, super poll locations are open 8 a.m. to 5 p.m. Then Tuesday, polls are open 7 a.m. to 8 p.m. for Election Day. SAN DIEGO (KGTV) -- A judge is expected to decide whether to release a sexually violent predator into the Jacumba Hot Springs area.Joseph Bocklett, a convicted repeat sex offender, had a placement hearing Monday morning. Because of COVID-19 restrictions, it was held virtually. ABC 10News wasn’t given permission to record it, but we did monitor what happened inside of the courtroom.The Department of State Hospitals wants to put the 75-year-old Bocklett in a home in Jacumba -- after a Judge denied a proposal to move him into a home in Pauma Valley.Bocklett was convicted of three sexual offenses over a 19-year period involving victims between the ages of 4 and 9, according to the San Diego County District Attorney's Office. He was last sentenced in 2000 to a 17-year prison term and later civilly committed to Coalinga State Hospital to undergo treatment.Though the public wasn’t allowed to physically be inside of he courtroom, they’ve been working to make sure their voices are heard, protesting this recommendation.They have got pages of signatures from residents in the East County. A few of them gathered near the courthouse holding signs expressing their concerns about the possibility of another sex offender being placed in their community.Among that group Melissa Woodall and her daughter. Woodall said rural East County shouldn’t always be the first choice when it comes to placing sexually violent predators.Woodall said, "It’s awful, it really is. There are so many people who have been put into our community who are predators.”The judge says he’ll take a few days to review the letter that were submitted and the testimony that was given before he makes his decision. 1696

SAN DIEGO (KGTV) -- A new report ranks California as one of the richest states in the nation based on household income, according to 24/7 Wall Street.The report ranks California 8th out of 50 states, with a median household income of ,805.Though the report is favorable as far as income, the report notes that the lucrative entertainment and technology industries significantly drive up the median.Also noted in the report is the fact that California has the 22nd highest poverty rate at over 13 percent and the 12th highest unemployment rate.See the list below for the richest states on the list:1. SAN DIEGO (KGTV) - A new report paints a grim picture of the housing supply in San Diego.According to numbers just released by the Southern California Real Estate Research Council, housing permits in San Diego County dropped by 43% through the first six months of 2019, compared to the same period in 2018.So far this year, there have been 2,037 units of housing permitted in San Diego."We are in deep trouble in housing production," says Borre Winckel, the President of the Building Industry Association of San Diego County. "We can't build the housing for the people that need it most."Winckel says decades of increased costs from state and local fees, regulations, labor costs and more have led to this point. He says it's too expensive for developers to build anything that the average San Diegan can afford. He says that's pushing the "workforce" population of teachers, first responders and military out of the market."There will be homelessness, and there will be more workforce displacement to Temecula and points beyond," says Winckel. "That's all because we have screwed up the regulatory environment that exists to build houses for the people that need them."The numbers show a steady decline in housing construction in San Diego.2015: 6,403 permits2016: 6,0362017: 5,2302018: 4,2862019: 2.037 (so far)Winckel says the only solution is to ease regulations and make it easier for companies to build.According to the report, Santa Barbara had a 40% decline, while Los Angeles and San Bernardino had declines in permits around 20%. 1547
