BEIJING, June 23 (Xinhua) -- Chinese banks should set up an independent risk management system in line with its strategic expansion plan as part of efforts to ward off financial risks, China's banking regulator said Wednesday.The breakout of the global financial crisis highlighted the necessity of increasing management of differentiated sovereign risks, the China Banking Regulatory Commission said in a guideline published on its website.Just as Chinese banks were expanding throughout the world, the overseas risks they were facing were on the rise, the guideline noted.Sovereign risks refer to ones that banks are exposed to when overseas borrowers or debtors are unable to repay debt because of their countries' economic, political and social changes.Chinese lenders were required to differentiate risks according to the countries involved and make policies on the minimum potential loan loss provisions ranging from 0.5 percent to 50 percent, according to the guideline.The banks must meet the requirements under the guideline by June 1, 2011.

He greeted soldiers, armed police, police and local residents."Local governments at all levels must work all out to ensure the victims of the floods have sufficient food, drinking water, clothing and shelter," Hui said.The flood situation is still severe as strong rainfalls continue to fill the upper reaches of the Yangtze River, Hui said.

BEIJING, Aug. 12 (Xinhua) -- China has decided to impose anti-dumping tariffs on pure terephthalic acid imported from Thailand and the Republic of Korea (ROK), the Ministry of Commerce (MOC) said Thursday.The five-year tariffs, ranging from 2 percent to 20.1 percent, took effect Thursday, the ministry said in a notice posted on its website.The MOC said the dumping of terephthalic acid on the China market had caused substantial damage to the domestic industry.The ministry started an anti-dumping probe into imports of the acid on Feb. 12, 2009.On Feb. 12, 2010, the MOC announced the the preliminary ruling of the investigation, which required importers of pure terephthalic acid from Thailand and the ROK to put down a security deposit.Terephthalic acid is an organic compound used in polyester coatings and resins.
PARIS, July 8 (Xinhua) -- Legislative bodies of China and France launched their regular parliamentary exchange mechanism on Thursday, vowing to further push forward the Sino-French comprehensive strategic partnership.Wu Bangguo, chairman of the Standing Committee of Chinese National People's Congress (NPC), and Bernard Accoyer, speaker of the French National Assembly, jointly declared the beginning of the first meeting of Sino-French Parliamentary Cooperation Committee.Wu said the launch of the high-level meeting between the two legislative bodies signals the Sino-French parliamentary exchanges were promoted to a new stage.Accoyer said the regular parliamentary exchange mechanism could serve as an important platform for both nations to exchange views on mutual concerns and promote bilateral cooperation in politics, technology, new energy and environmental protection.Ahead of the meeting, Wu and Accoyer held talks on bilateral ties and parliamentary cooperation.Accoyer said France attached great importance to Wu's visit as Wu is the first Chinese top legislator that visited France in 13 years.France regards China as a strategic partner, expecting to expand all-round strategic cooperation with China, boost coordination on international issues, through joint efforts against global financial crisis, climate change and other challenges, he said.Wu said his ongoing visit to France is aimed to build a closer relation between the Chinese NPC and the French National Assembly.
