LOS ANGELES (AP) — Deputies arrested a 13-year-old boy and seized a semi-automatic rifle after he threatened to shoot other students and staff at a Los Angeles-area middle school, authorities said Friday.In a separate case, a boy at another school was taken into custody involving a planned shooting.The arrests came barely a week after deputies were frantically summoned to a high school in Santa Clarita, where a 16-year-old boy killed two fellow students and took his own life.Since then, the Los Angeles County Sheriff’s Department has investigated at least 30 school threats, spokesman Sgt. LOS ANGELES (CNS) - Los Angeles County has reported 5,014 new cases of COVID-19 and 16 additional deaths, bringing the county's totals to 395,843 cases and 7,639 deaths as sweeping new health orders intended to halt the recent surge in cases go into effect.The number of county residents hospitalized with the virus rose from 1,951 Saturday to 2,049 Sunday, surpassing the 2,000 mark for the first time since the summer. Of those hospitalized, 24% are in intensive care.Health officials are urging people to stay at home as much as possible over the next three weeks."We have done this successfully before and we can do it again," County Public Health Director Barbara Ferrer said of efforts to stem the surge in new cases, deaths and hospitalizations.The new measures that go into effect Monday will remain until at least Dec. 20, according to the Los Angeles County Public Health Department.The additional safety modifications include the following changes to the existing Health Officer Order:-- Gatherings: all public and private gatherings with individuals not in your household are prohibited, except for church services and protests, which are constitutionally protected rights.-- Occupancy limits at various businesses; all individuals at these sites are required to wear face coverings and keep at least 6 feet of distance from others:-- Essential retail: 35% maximum occupancy;-- Nonessential retail (includes indoor malls): 20% maximum occupancy;-- Personal care services: 20% maximum occupancy;-- Libraries: 20% maximum occupancy;-- Fitness centers operating outdoors: 50% maximum occupancy;-- Museums galleries, zoos, aquariums, botanical gardens operating outdoors: 50% maximum occupancy;-- Mini-golf, batting cages, go-kart racing operating outdoors: 50% maximum occupancy;-- Outdoor recreation activities all require face coverings (except for swimming) and distancing: Beaches, trails and parks remain open; gatherings at these sites with members outside your household are prohibited. Gavin Newsom announced a new process for reopening businesses that is slower and more gradual than what the state tried earlier this summer.The new rules create a four-tier, color-coded system that counties will move through based on their number of cases and percentage of positive tests.It will rely on two metrics to determine which tier a county is in: case rates and the percentage of positive tests.The state's website says:"Every county in California is assigned to a tier based on its rate of new cases and positivity. At a minimum, counties must remain in a tier for at least 3 weeks before moving forward. Data is reviewed weekly and tiers are updated on Tuesdays. To move forward, a county must meet the next tier’s criteria for two consecutive weeks. If a county’s metrics worsen for two consecutive weeks, it will be assigned a more restrictive tier. Public health officials are constantly monitoring data and can step in if necessary."Based on the state’s new tool, San Diego County is in the red Substantial tier, and while the system allows certain businesses to reopen, individual counties can issue more stringent restrictions that could keep those businesses closed or restricted to outdoor operations.As of Aug. 28, the tool shows San Diego County businesses such as nail salons, hair salons/barbershops, and gyms/fitness centers are able to reopen indoor operations -- with modifications under industry guidance -- by Aug. 31.Restaurants can reopen for indoor dine-in service with modifications and capacity limits, the state’s tool shows.Breweries and bars/pubs that do not serve food remain closed under the new guidelines.When it comes to schools in San Diego County, in-person learning is still prohibited.
