SAN DIEGO (KGTV) — Ridership of dockless scooters and bikes has dropped off dramatically since the summer.New data from the city says 222,076 people rode the vehicles in the two week period ending Oct. 15. That was down from 441,830 rides from July 15 to July 30. "When I first started they were littered everywhere," said Kelly Callaghan, who rides scooters in Pacific Beach. "It's pretty insane how the change happened like this."On Monday, only a handful of people could be spotted riding dockless scooters in some of San Diego's most traveled areas, including downtown and the Mission Beach and Pacific Beach boardwalks. The change could be due to more than just the summer being over.In July, the city instituted new rules that — among other things — required scooter operators to use geofencing technology to reduce speeds on the waterfront and boardwalks to 3 miles per hour. Additionally, police have issued 383 citations and the city has impounded 3,733 devices. So far, two operators have pulled out, and a city hearing office may revoke Lime's permit within the next 30 days. In a statement, Lime said it hopes to continue operating in San Diego“We’re proud of our partnership with the City of San Diego and we believe the evidence presented demonstrates that Lime is the most compliant scooter operator in the city," the company said. "We look forward to addressing all concerns, proving our compliance, and continuing to serve the San Diego community.”On Monday, the City Council approved a response to a grand jury report that said in part the city should increase scooter enforcement. SAN DIEGO (KGTV) - San Diego County has seen two flu deaths and more than twice the unusual number of illnesses so far this season, health officials reported Wednesday. County Health and Human Services officials said the number of confirmed flu cases is more than double the past three-year average, putting this year on par with the severe 2017-2018 flu season. Seventy-seven San Diego County residents died of flu complications last season. Almost 10,000 became ill. More than 235 cases of flu were confirmed by Sept. 28, compared to 67 at this time last flu season. “People should get vaccinated now to avoid getting sick and infecting others,” said Wilma Wooten, M.D., M.P.H., County public health officer. “The vaccine is safe and effective and is available throughout the region.” The flu shot is recommended for everyone over six months old. It takes about two weeks for immunity to develop, according to health officials. Anyone who needs the vaccine and does not have health insurance can go to a County public health center. SAN DIEGO (KGTV) -- San Diego City Attorney Mara W. Elliott has heard complaints from neighbors and has filed a civil enforcement action to shut down a short-term vacation rental property in La Jolla that has been dubbed a "COVID party mansion."The complaint alleges that defendants are maintaining a public nuisance and engaging in unfair competition, including false advertising at the La Jolla Farms rental property located at 9660 Black Gold Rd. According to city officials, the rental property continues to operate in violation of state and county COVID-19 public health orders.According to a press release, Elliott is seeking civil penalties and a permanent injunction against property owners Mousa Hussain Mushkor and Zahra Ali Kasim, property manager Nital Meshkoor, and Steven S. Barbarich, who leased the property from Mushkor and subleased it as a short-term rental.City officials said the oceanfront mansion has been the subject of at least 30 calls to the San Diego Police Department. Officers have spent more than 173 hours at the property to investigate nuisance activity. Most of the incidents involved raucous parties, some of which had up to 300 attendees.Elliott said about a dozen of the party complaints came during the COVID-19 pandemic, while public health orders prohibited large gatherings.According to the press release, concerns about the property were brought to the City Attorney’s Office by San Diego police and by neighbors who reported that the situation was "becoming more pronounced as the COVID-19 pandemic progressed." “Shutting down dangerous party houses protects the public health by preventing COVID super-spreader events and other illegal behavior,” Elliott said. “It’s unfortunate that San Diego does not have short term rental regulations in place. Relief for this neighborhood would have come much sooner. Instead we must rely on time-intensive prosecutions at significant taxpayer expense.”According to the press release, gunfire was reported to police during a party in May of 2019. Officers arrived and found a large party in progress. Partygoers questioned by police admitted gunshots were fired during a fight that had occurred earlier. Police found shell casings outside the property and a neighbor found an additional casing the next day and turned it over to police. The City Attorney's Office assembled evidence from investigations by SDPD, the Code Enforcement Division of the City’s Development Services Department, the County Health & Human Services Department, and the City Fire Marshal. Elliott hopes the action makes the owners clean up the property and relieves neighbors. 2644

  

SAN DIEGO (KGTV) -- Residents in Ocean Beach are expressing concern over massive gatherings consistently happening in their neighborhood.On Wednesday evening, ABC 10News captured video of what looked like a festival, with dozens of people socializing and playing music at a park near the OB Pier. Many among the crowd were observed not following county public health orders of social distancing and face coverings.San Diego police were called to the park after receiving complaints regarding the big crowds and noise.Earlier in the day, during the county's COVID-19 press conference with Supervisor Nathan Fletcher, the Ocean Beach Town Council addressed their concerns over the gatherings. The council asked San Diego leaders when they will do more to address the issues.Fletcher was asked about enforcement funding and how that would help with concerns like those raised by the OB Town Council."In the first bucket of enforcement that was provided, there are 13 staff who will be dedicated on those egregious and very blatant willful violations of what’s happening in addition to the efforts that we do around outbreaks and pre-outbreaks," Fletcher responded.Police said large gatherings in Ocean Beach take place every Wednesday.Mark Winkie, president of the OB Town Council, said, “We feel like we’re being disrespected. We call it ‘mayhem in Ocean Beach.' That’s really what it is right now.”Winkie said the town council has submitted multiple complaints along with a letter that said, in part: “They need to do something about the unacceptable levels of gatherings, gallons on trash left behind and illegal vendors selling merchandise.”Winkie added those are all huge public health concerns."We'd like some education to be done for the people down there. We don't want the police department to arrest people, we want the people to understand this is our community. You're welcome to be here, but you need to adhere to social distancing rules and respect our community,” Winkie said.So far, police have only responded to noise complaints in the area.City Councilmember Jennifer Campbell, whose district includes Ocean Beach, told ABC 10News in a statement that she is "committed to direct additional resources on Wednesday nights and has urged the mayor and county to enforce mask wearing and social distancing."Winkie said that's not enough."The city doing anything at all to prevent people from congregating closely together as they have been is not accurate, that hasn't been done,” said Winkie.Neighbors said many of the crowds start at the farmer's market then work their way towards the park.ABC 10News reached out to OB's Main Street Association, who is in charge of that event. SAN DIEGO (KGTV) -- Results of an audit show the City of San Diego has paid hundreds of millions of dollars in liability claims.From 2010 to 2018, the city had 20,000 liability claims, which has resulted in 0 million in public liability costs. That translates to about million per year to settle or resolve these claims.At the top of that list, as far as the number of cases, involves city vehicle accidents with 2,075 claims, where the city paid .7 million. Also included in this list are trips and falls, with 931 claims and the city paid .7 million towards those liability costs.The City Auditor’s Office also made recommendations to reduce the number of claims. When it comes to trips and falls, they suggested the city focus on fixing the sidewalks in high pedestrian areas. Their data has found people are four times as likely to trip and fall in those areas of the damage to the sidewalk.When it comes to accidents involving city drivers, they believe there needs to be more training for them.The report will now be forwarded over to the City Council for review. 1090
