BEIJING, Aug. 2 (Xinhua) -- China on Sunday issued a regulation for the country's disabled military personnel to ensure them a guaranteed living after retired from the military.     Jointly promulgated by military authorities and Ministries of Finance and Civil Affairs, the regulation pledges that military personnel who gets disabled because of war, work or illness will be rearranged to other working positions by the government after retirement.     The retired disabled veterans will also be provided with a certain amount of compensation fee according to their different levels of disabilities.     Other welfare include medical care subsidy and a basic housing allowance of at least 100,000 yuan (14.706 U.S. dollars) to each disabled veterans, the regulation said.     Non-commissioned officers at junior grades who are diagnosed as mental illnesses and enlisted soldiers who are diagnosed as disabilities from level I to level IV will be sustained by the government for the rest of their lives, it said.     The regulation is the first of its kind in China.

BEIJING, Sept. 26 (Xinhua) -- Chinese Vice President Xi Jinping on Saturday called for serious study and implementation of a decision of the Communist Party of China (CPC) Central Committee on strengthening and improving Party building.     The decision was adopted in mid-October at the fourth session of the 17th CPC Central Committee.     The essence of the session must be implemented in an all-out, steadfast and efficient way, said Xi, a member of the Standing Committee of the CPC Central Committee Political Bureau, while delivering a report to 1,800attendants at the Party School of the CPC Central Committee.     The six pieces of experience summarized in the document are an embodiment of the endeavors of several generations of Chinese Communists in the 60 years of ruling of the Party, and are a treasure of the Party, said Xi, also president of the Party School of the CPC Central Committee.     The decision is focused on major issues regarding Party building, which are strategic, fundamental and urgent, he said, adding it is a major task for Party organizations of all levels to study and implement the essence of the session under the current new situation.     Central and local Party schools are a major place to train and foster Party members, leading officials and theorists, as well as study Marxism-Leninism, Mao Zedong Thought and the socialist theoretical system with China's characteristics, Xi said.

NEW YORK, Sept. 21 (Xinhua) -- Chinese President Hu Jintao arrived here Monday for a UN climate change summit and other UN meetings. He will also attend a financial summit of the Group of 20 (G20) in Pittsburgh scheduled for Sept. 24-25.     President Hu will attend a UN climate change summit in New York on Tuesday, address the general debate of the 64th Session of the UN General Assembly Wednesday, and participate in a Security Council summit on nuclear non-proliferation and disarmament on Thursday, said Chinese Foreign Ministry officials.     In a note to heads of state and government regarding the summit, UN Secretary-General Ban Ki-moon said "the objective of the Summit on Climate Change, which I am convening on Sept. 22, is to mobilize the political will and vision needed to reach an ambitious agreed outcome based on science at the UN climate change talks in Copenhagen." DAMASCUS, July 30 (Xinhua) -- Syrian Foreign Minister Walid al-Moallem said Thursday that Syria is willing to enhance cooperation with China on the basis of mutual benefits.     Moallem made the pledge during a meeting with Wu Sike, China's Special Envoy to the Middle East, and both sides discussed bilateral relations and the latest situation in the Middle East region.     Wu reiterated that China supports Syria's commitment to achieving a just and comprehensive peace based on the relevant UN resolutions.
