SAN DIEGO (KGTV) — San Diego County's recovering job market will take a hit from the new wave of coronavirus-related restrictions that went into effect this week, SANDAG's chief economist said Thursday. The region's jobless rate had been falling from a peak of 25% in early May to 14.3% in late June, the San Diego Association of Governments reported Thursday. However, on July 6, new restrictions went into effect to slow the spread of COVID 19. Restaurants and several other public-facing businesses were forced to end indoor service, while bars that don't serve food were required to close. That sent people who had returned to work back to seeking unemployment."Until there's a vaccine in place, it's going to be a very bumpy ride," said Ray Major, SANDAG's chief economist. "It's going to be up and down. There will be times probably where they say OK we can start opening up again, and then for some reason the health numbers start to become worse, and so the economy is going to be impacted again."At Little Italy's Cloak and Petal restaurant, managing partner Cesar Vallin said only about half of the restaurant's 40 workers have been brought back. He said the restaurant changed its menu and moved service outside, but the lower capacity is hitting revenue. "Let's just face it, this could happen two or three more times by end of the year," Vallin said. "If it does, we've got to get really good at opening and closing turn key."SANDAG estimates 240,000 San Diegans are currently unemployed.Faisal Asseri, Cloak and Petal's Bar Director, started receiving unemployment insurance this week again after returning to work. "I would like to say that I'm doing better than what it kind of looks like out there," he said. "It's a tough time for people in the industry, it's a tough time for bartenders."SANDAG says the areas with the highest unemployment are in mid-city and San Ysidro. 1899

SAN DIEGO (KGTV) -- San Diego Gas and Electric says more than 21,000 residents could lose power amid a coming Santa Ana wind event.The company said Saturday it notified thousands of residents about the possibility of power outages to reduce wildfire risk both Monday and Tuesday.The outages could take place in south Orange County and north San Diego County. Click here to see a map of areas that could be affected.“The National Weather Service has issued a Red Flag Warning for inland Orange County for 2 a.m. Monday through 6 p.m. Tuesday, and it has indicated that ‘any rainfall that occurs this weekend will not delay the fire weather potential for very long on early Monday,’” the company said.SDG&E says most Santa Ana winds come from the east and sweep through San Diego County’s backcountry. This event, however, is forecast to come from the north, affecting urban and coastal areas that don’t normally see public safety power outages.“Within SDG&E’s service territory, the strongest winds are expected overnight Sunday through Monday in the San Clemente and east San Juan Capistrano areas in south Orange County and the Camp Pendleton, Oceanside, Pala Reservation and Fallbrook areas in north San Diego County,” SDG&E said.Drive-thru community resource centers will be available starting at 8 a.m. Monday at the Fallbrook Branch Library, 124 S. SAN DIEGO (KGTV) - San Diego Police are investigating reports of a gunfight in the city's Chollas Creek neighborhood.Police officers responded to reports of two people, described as two black males, shooting at each other in the 5000 block of Auburn Drive shortly after 1:30 p.m. Thursday.The shooting occurred on a residential street just blocks from two elementary schools: John Marshall Elementary School and The Waldorf School of San Diego.No injuries have been reported. Police have not released any information on the suspects as of yet. 571

SAN DIEGO (KGTV) -- San Diego Police are investigating an attempted kidnapping after a man reportedly tried to grab a woman holding an infant in La Jolla Wednesday afternoon.Police say the woman was on the 5100 block of La Jolla Hermosa Avenue around 4:30 p.m. when a man walked by and grabbed her arm as she held a 1-year-old.The man then left the area on a bicycle that didn’t have any tires before ditching the bike and running away on foot.The woman, identified as the child’s nanny, received a scratch on her arm, but the baby is uninjured, police say.The suspect was arrested after running into the water and floating. Lifeguards helped police get the man out of the water. Police identified the suspect as 51-year-old Michael Hudson. Jail records show Hudson was booked on four counts, including felony kidnapping and battery.Hudson is being held on 0,000 bail. An Oct. 30 date has been scheduled for his arraignment. 935

SAN DIEGO (KGTV) - San Diego Fire-Rescue crews rescued a paraglider who crashed into a dangerous Torrey Pines bluff Friday.SDFD crews arrived at the site of the crash at around 1 p.m. Sky10 footage showed the person clinging to the cliff, wrapped in the wreckage of a broken glider, just over a section of Blacks Beach.Lt. Rich Stropky says the man was in training to become a paragliding pilot. He apparently attempted to make a left hand turn away from the bluff but lost control near Saddle Back ridge, said Stropky.RELATED: Cliff, air rescue numbers on rise in San Diego CountyCrews were able to airlift the person from the cliffside just after 2 p.m. He was immediately brought to a nearby hospital for his injuries.
