SAN DIEGO (KGTV) — The Del Mar Fairgrounds says it faces closing for good unless it receives emergency state funding.The fairgrounds, which is owned by the state, says its operations are self-funded and relies on event revenues to operate. Without events like the San Diego County Fair, horse racing, several smaller festivals, and more, the fairgrounds' revenue has been severely depleted. The venue had already lost the KAABOO music festival heading into this year as well, which was set to move to Petco Park this year.The fairgrounds says it needs million in relief aid from California in order to survive."From creating cherished family memories and generating 0 million in economic impact, to serving as an essential evacuation site during wildfires and providing nearly 4,000 full-time-equivalent jobs, losing the Fairgrounds would leave a giant void in San Diego as we know it," a release from the venue said.Fairgrounds officials are calling on the community to urge their local leaders to support emergency aid from the state.The fairgrounds has also set up a website here to help locals show their support and connect with local and state leaders to urge them to help. 1194
SAN DIEGO (KGTV) — The latest ABC News national polling average shows former Vice President Joe Biden leading President Donald Trump by 8 points.But a lot of people are wondering, can we trust the polls after what happened in 2016?The last time Donald Trump was on the ballot in 2016, the polls had him trailing former Secretary of State Hillary Clinton by an average of 3.2 percentage points, and we know what happened.However, pollsters weren’t off by as much as you might think.“At the national level, the polling was, remarkably, given all things, precise,” said Jay Leve, CEO of the polling firm SurveyUSA.Trump lost the popular vote by 2.1 points instead of 3.2, the most accurate these national polls had been in 80 years, according to an analysis by the American Association for Public Opinion Research.Where the polls did miss badly was at the state level, particularly in Pennsylvania, Michigan and Wisconsin, three states that were critical in the Electoral College.Leve said there were several reasons for the polling problems at the state level.“Polling is a very expensive undertaking and so it is not possible for the handful of media organizations with pockets deep enough to afford a public opinion poll to be able to poll in every critical battleground state,” he said.Another reason? “Some of it has to do with what’s called ‘weighting,’” he added.To understand weighting, you have to know the two R’s of a good poll: it needs to be representative and random.Random samples are critical to the accuracy of polling, and you can look to your kitchen for an example why. Picture adding salt to a soup. If you mix it right, you can check the taste with any one spoonful -- you don’t have to eat the entire pot. That’s because each spoonful is a truly random sample.If you don’t mix the salt in, you could easily wind up sampling a part of the soup without any salt.When you’re trying to sample the American public with a political poll, either over the phone or most of the time now online, it’s more challenging to get a perfectly random spoonful.“The challenge is to find the individuals in the right numbers and secure their cooperation. Those two things don’t automatically work in sync,” Leve said. “People don’t want to be disturbed. They want privacy and a pollster by definition is an interruption.”It turns out, certain people tend to resist taking polls, while others are more willing. Research shows people with college degrees are more likely to respond to surveys than high school grads.That means surveys run the risk of not being representative of the voter population at large, and Leve said that kind of imbalance played a big role in 2016.To make a sample representative, pollsters gather up as many responses as they can, then adjust them with a process called weighting -- basically boosting or shrinking responses from people with certain demographics to match census data and the expected turnout.“The weighting criteria that was in issue in 2016 was whether you had enough non-college educated white voters in your sample,” Leve said. “If you did, you got the Trump forecast correct.”State polls that didn’t weight by education level missed badly, because to an extent far greater than in previous elections, voters with a college education broke for Clinton while voters with a high school education backed Trump.There’s some evidence that pollsters have learned from their 2016 mistakes. Polling in the 2018 midterms was very accurate -- a full point better than the average over the last 20 years.So can we trust the polls this time around?Leve says yes, as long as you remember that polls are just a snapshot in time and Donald Trump is difficult to predict.“Don’t be surprised if something happens in the final four, five, six days of the election, right before November 3rd, that’s so unforeseeable that neither you nor I nor anyone watching us could have imagined. SAN DIEGO (KGTV) - The Medical Board of California (MBC) has filed an order to revoke the license of Dr. Jeffrey Lovin, a San Diego County radiologist who’s facing charges related to prowling and peeking.ABC 10News first reported on Dr. Lovin last year after his ex-girlfriend shared home security video of a man lurking in her North County backyard while she and her fiancé were inside. She said the man in the video is Dr. Lovin.He’s been charged with multiple counts related to prowling and peeking and violating a protective order. He’s pleaded not guilty and will stand trial next March.Dr. Lovin was already on probation with the MBC for other criminal activity.The Board has now issued an order to revoke his license on Dec. 18 for mental or physical impairment and unprofessional conduct by failing to comply with the terms of his probation.“We never know if we're safe,” his ex-girlfriend told ABC 10News on Tuesday. We’re not using her name or showing her face. She said that she and her fiancé Frank Zeigler still live in fear. “I hear any noise at night and I'm out front seeing what's going on at my home,” he said and added, “We lock all our doors and keep all our blinds closed around the clock.”“We want him to lose his license so he doesn’t do this to anybody else and we feel like this is the first step toward a little justice,” Zeigler later added.On Tuesday, ABC 10News spoke to someone at the law office that has represented Dr. Lovin. She declined to connect us to with him to see if he wanted to offer any comment.On Tuesday, a spokesperson for the Board wrote to ABC 10News, “Dr. Jeffrey Lovin may practice medicine under the terms of his current probation until the revocation of his license takes effect on Dec. 18, 2020. SAN DIEGO (KGTV) - The City of San Diego is rolling out the second phase of the polystyrene foam and single-use plastics ordinance as the Memorial Day weekend kicks off. Starting May 24, a ban on the sale and distribution of egg cartons, food service ware and food trays made from polystyrene foam begins. The ban includes bowls, plates, trays, cups, lids and other similar items designed for single-use. According to the city, polystyrene foam doesn’t biodegrade and can be mistaken for food by marine life and other animals. Acceptable alternatives include recyclable plastic, aluminum and recyclable paper products, the city says. Some businesses that make less than 0,000 are exempt until 2020. “The City’s goal is to achieve zero waste by 2040,” said the City’s Environmental Services Department Director, Mario X. Sierra. “This ordinance not only helps in achieving that goal, but also improves water quality, reduces pollution and keeps our environment healthy.” 980

"Everyday I go in and I don't know what's going to go through those doors," she said. "It could be a really emaciated animal with severe mange, it could be a really happy lab coming through."But Dickerson's angst doesn't end when her shift is over. She's living paycheck to paycheck, and has moved seven times in her six years in San Diego just to find a rent she can afford.COMPLETE COVERAGE: Making it in San DiegoShe's now splitting a two-bedroom apartment in Talmadge, which goes for ,874 a month. She's not sure how much more she'll be able to afford. "I feel like the city's slowly pushing me out," she said.Now, the rent's getting so high that it's near a tipping point for thousands of San Diegans. More than half of those who responded to a recent 10News Union-Tribune scientific poll said they'd seriously considered leaving California in the last year. </p><p> The average rent is now ,887 a month, up 8 percent from a year earlier, according to Marketpointe Realty Advisors. And CoreLogic reports the median home price in the county is now about 0,000. "That's a problem for everybody, and I think everybody feels that," said Rick Gentry, who heads the San Diego Housing Commission, which oversees affordable housing in the city. </p><p><strong>HOW DID WE GET HERE?Gentry describes something of a perfect storm when it comes to housing in San Diego -1) There's not enough housing for the middle class.2) There aren't enough resources for low-income individuals.3) The current market has already swallowed up the glut of homes built during the housing bubble before the market crashed in 2008. "And that means the marketplace has gotten that much more expensive and that much tighter," Gentry said. "There's no place to move to."Gentry added turnover has declined drastically at the 3,400 affordable apartments the commission manages, and the section 8 voucher waiting list has ballooned to 80,000. Plus, San Diego County continues to grow with more jobs - employers added 27,000 new payroll positions in the last 12 months. Meanwhile, developers in the county only pulled permits for 10,000 new homes. "It takes a long, long time to get approvals for buildings to put new product online," said Mark Goldman, a real estate lecturer at San Diego State University. "There are more and more impact fees that makes it more expensive, there's a limited amount of land to do it."Goldman said it's a very complicated, risky business to start with a piece of vacant land and try to put a lot of housing on it.He said the amount of time that it takes given environmental review, regulations, and delays raises the cost of projects - to the point that some developers just drop it. WHAT WILL SOLVE THE CRISIS?There is movement in the works to spur development, including a region-wide plan to encourage development along transit routes.
