Congress returned to work this week with two major things on its plate: pass a budget bill to avoid a government shutdown and get to work on another stimulus bill legislators have been talking about for months.Congress has until Dec. 11 to pass a budget bill, but there is no timeline on another stimulus package, as both Democrats and Republicans have failed to agree to terms on one.“I just want, more than anything, to be represented by people that understand,” said Ryan Nisly. In March, Nisly lost his job bartending. Only a few weeks later, he found a new one. But after the most recent round of shutdowns in his home state of Colorado, he has been relegated to working 5-10 hours a week.“I’ve had some bad moments,” said Nisly. “No matter your amount of resolve, it’s not enough sometimes if the entire deck is stacked against you.”Nisly, like so many millions of Americans, says he has been waiting for Congress to act and pass another stimulus bill. Since the CARES Act pumped more than trillion into the U.S. economy in late March, including a ,200 stimulus check to most Americans, Congress has stumbled to give any sort of meaningful relief to those, like Nisly, who need it.The Economic Policy Institute estimates between now and 2022, trillion in relief is needed, with an additional 0 billion annually through the end of 2024.“Americans could hardly be more cynical about government and its inability to act and this is a perfect example,” said Howard Gleckman, a fiscal policy expert at the Urban-Brookings Tax Policy Center.Gleckman says despite the need for financial help, he thinks the prospect of a new stimulus bill, with individual stimulus checks, is bleak at best until President-elect Joe Biden is sworn into office on Jan. 20.He says Democrats and Republicans are having trouble agreeing on where money from a stimulus should go. Republicans want a smaller package, while democrats want a larger one that gives money to cities that have been hit by declining tax revenue.“It’s really pretty simple. It’s not about substance it’s all about politics,” said Gleckman. “I think the best bet is that they’ll make an effort at this [and] fail. Sometime in the next week or so, [probably] at the last minute on Dec. 10, Congress will pass a budget bill and then go home.”Editor's Note: A previous version of this article incorrectly identified Howard Gleckman as Harold. This article has been updated to reflect the correction. 2466

CORONADO, Calif. (KGTV) -- World War II veteran Tom Rice has a lot of war stories. “All that we did was new and experimental because we had experimental and brand new equipment that we weren’t supposed to tell anyone about,” said Rice.Rice grew up on Coronado. He joined the 101st Airborne Division as a paratrooper in 1941 after graduating high school.“I’d never been in a plane. I’d hardly ever seen any planes because I always lived right here.”After training in Georgia, Rice parachuted into Normandy on D-Day. “I’m in the door looking out straight and I could just see all the fireworks coming up. It was, it felt like a Fourth of July thing. When I stepped out, the prop blast hit me. So I’m hanging on the outside and the rest of the guys are going underneath me.”Rice landed safely even though a bullet struck his parachute. “I was black and blue for about three weeks.” He went on to win several Purple Hearts and France’s Legion of Honor.Despite being 97-years-old, Rice still parachutes out of an airplane every year on the anniversary of D-Day to pay tribute to his fellow paratroopers. “I’ll keep jumping until I’m 100.”In honor of his courage, Rice will be the Grand Marshal of Sunday’s Mother Goose Parade, the same parade he enjoyed with his children decades ago.“There’s going to be an awful lot of people there. It’s going to be something.”The parade is in it’s 72nd year. It begins Sunday, November 18, at 1 p.m. The route travels along Main Street from El Cajon Boulevard to 1st Street. 1514

Corporate America is coming to Wall Street's rescue. The Dow soared?548 points, or 2.2%, on Tuesday as investors cheered fat profits from major companies and relative calm in the bond market. The huge rally, the Dow's best day since March, helped the index recover a chunk of last week's hefty losses.Tech stocks, the biggest losers during the market turmoil, raced back to life. The Nasdaq spiked nearly 3%, while the S&P 500 advanced 2.2%.Investors piled back into tech darlings. Amazon, Facebook and Netflix closed sharply higher."It's a bounce back after an overdone situation last week," said David Joy, chief market strategist at Ameriprise Financial.Market sentiment was lifted by earnings beats from Goldman Sachs, Morgan Stanley and Johnson & Johnson. Adobe and UnitedHealth added to the good news by offering upbeat guidance for 2019.Taken together, the corporate report cards underscore the ability of businesses to cash in on the strong US economy. And the results should ease fears about the US-China trade war."We're focusing back on fundamentals," said Dan Suzuki, portfolio strategist at Richard Bernstein Advisors. Suzuki called Tuesday's rally a "reflexive rebound."Last week, the Dow, S&P 500 and Nasdaq all suffered their worst week since March. At one point, the Dow plummeted more than 1,000 points in just two trading days.Despite Tuesday's advance, all three major indexes remain firmly in the red for the month. One major source of investor nervousness has improved: bond yields. A sudden spike in 10-year Treasury rates above 3.25% spooked markets. The rapid climb in rates was driven by the strong economy, the surging federal deficit?and concerns about a more aggressive Federal Reserve.Investors feared higher borrowing costs that could slow growth and sudden competition for the stock market from boring bonds. But Treasury rates, which move in the opposite direction of prices, eased late last week as investors poured cash into the safety of government bonds. Rates have stabilized at around 3.15%, relieving stock market bulls."That has reassured people that this is not the start of something much worse that could really sidetrack the market," said Bruce McCain, chief investment strategist at Key Private Bank. 2288

Companies are trying to figure out what working remotely will look like long-term.Facebook expects half of its workforce to work remotely within the next 10 years. That can mean both positives and negatives.“We actually have the ability to diversify the workforce in a way we never really could before, because of the constraints that are around housing,” said Jennifer Stojkovic, Executive Director at sf.citi, a nonprofit organization developed to empower the San Francisco tech community to have a voice in local policy decisions. Some of the positives include diversity, flexibility, cheaper cost of living, and work-life balance. Many companies could end up following in the footsteps of big tech and going with a corporate head office and communal space for teams to get together.“Right now, that getting together might look like once a week, but if these teams start to decentralize, that getting together might look like once a month the entire team flies in,” said Stojkovic. Some workers may not work well at home.“There are a range of taxing mental health issues arising from COVID-19 and working from home for prolonged periods of time is one of them,” said Dr. Jason Rao at Cornell University.JPMorgan Chase just announced productivity and creativity at the company have taken a hit. Some of their employees are being required to return to offices next week.Salary experts say you may be able to use long-term remote work as a negotiation tool if your company freed salaries or had cuts or furloughs.Senior managers are worried about retaining top talent.“From the get-go, we're seeing it advertised, companies that are giving us openings and reacquisitions to work on are talking about it right away,” said Paul McDonald, Senior Executive Director at Robert Half.If you're changing jobs and starting remotely, job experts say it’s important to ask about the long-term – if the position will stay remote, be hybrid or will eventually return to the office full-time. 1983
