SAN DIEGO (KGTV) — A stylist in Bankers Hill says a "style-and-dash" customer stiffed him on a hefty bill for hair extensions.Stylist Wesley Horn says the young woman, a repeat customer, came into Plush Salon on Friday to match her hair for extensions. The next day, for several hours, he applied and blended the hair."They looked great. She loved it. She was raving about it," said Horn.Horn says when it came time to pay the cost of more than ,000, she offered to pay through the Venmo app."She said the app wasn't working, and then she offered to pay cash," said Horn.She told Horn she had to go to the car to get the cash."Fifteen minutes go by. I text her and ask, 'Are you close?' She says, 'Yes.' Forty minutes go by, and nothing. I call her, and I'm blocked from her cellphone," said Horn.Horn filed a police report, but because she hasn't been named a suspect in a crime, 10News is not identifying the woman. Horn posted details of the incident on the Nextdoor app. The replies included several more accusations of fraud against her, ranging from dine-and-dash incidents to credit card fraud and identity theft."It's insane. Don't know how she goes around feeling good about herself ... I spent a lot of time and effort to make sure she felt good about herself ... and she scammed us," said Horn.10News did try to contact the woman, but she hasn't returned our calls. SAN DIEGO (KGTV) – A year-long construction project to improve State Route 163 hit a milestone Tuesday morning with the completion of work on Friars and Frazee Roads.Crews arrived early in the morning, finishing up last minute preps before the big reveal. One noticeably new addition are signal lights put in place to help regulate the flow of traffic.The city also made improvements, like adding lanes on Friars Road. There are four lanes going east and four lanes going west. Changes to the on and off ramps from the 163 onto Friars Road may reduce the confusion and congestion caused by the old traffic pattern. Crews also added sidewalks and clearly-marked bike lanes. “We can separate and have a path for all modes of traffic including foot and bike traffic. So, it will be safer for everyone using Friars Road. It’s a safer facility now that we made these improvements," said a Caltrans spokesperson.The “Open for Business,” ceremony took place at 10 a.m. 969

SAN DIEGO (KGTV) -- A third family member has died following a house fire in Logan Heights early Sunday morning. According to a family member and a GoFundMe page set up for the family, the 21-year-old, identified only as Iris, died Tuesday. On Monday, the family’s oldest son told 10News his mother and father, who he identified as Nicolasa Mayo and Jose Romero, were killed in the fire. The 26-year-old said he awoke Sunday morning to find his bed on fire. The man told 10News he tried yelling at his family to get out of the home."My dogs were jumping on me, trying to wake me up. I woke up. When I woke up, my bed was on fire. I jumped out of bed and started screaming the house is on fire," said Wilber Romero.The fire started around 4:30 a.m. Sunday in the 3100 block of Clay Street."The minute I stepped out of my restroom, my house on the inside felt warm, like really warm. The curtain was open and I looked across the neighbors house was just bursting in flames," said Maria Orona, who lives nearby.According to the San Diego Fire-Rescue Department, firefighters had to go inside the home to pull many of the victims out.One witness who was nearby when the fire started told 10News he could see one of the victims reaching through bars in the windows, unable to escape.At this time, it’s unclear what sparked the fire, but the metro arson strike team was called to the home to investigate. 1406

SAN DIEGO (KGTV) - A Seattle hiker arrived in San Diego over the weekend, where he'll begin a 2,600-mile trek to raise awareness and money for Alzheimer's disease.Toby Gallier's family was first impacted by the disease four years ago when his mom's partner was diagnosed.
