After 18 months of deliberation and public consultation, legislators passed the long-awaited Labor Contract Law on Friday to improve workers' basic rights. The law, which would take effect on January 1 next year, won 145 of the 146 votes of the Standing Committee of the National People's Congress (NPC). One vote was not cast. The new law is considered the most significant change in the country's labor rules in more than a decade. It establishes standards for labor contracts, use of temporary workers and severance pay. It makes mandatory the use of written contracts and strongly discourages fixed-term contracts. According to the law, severance should be paid if a fixed-term contract expires but is not renewed without an appropriate reason. It is also stipulated that employers must submit proposed workplace rules or changes concerning pay, work allotment, hours, insurance, safety and holidays to the workers' congress for discussion. After the recent exposure of forced labor in brick kilns in Central and North China, the final draft added stipulations that government officials guilty of abuse of office and dereliction of duty would face administrative penalties or criminal prosecution. Xin Chunying, deputy chairperson of the NPC Law Committee, said the law is not intended to replace the current Labor Law but rather, to further standardize labor contracts in favor of employees. Li Yuan, one of the legislators in charge of drafting the law, said the law targeted bosses and officials who exploited workers. The draft law was first proposed in 2005 amid complaints that companies were mistreating workers by withholding pay, requiring unpaid overtime or failing to provide written contracts. Many workers were also becoming trapped in short-term contracts. Last March, the draft was made public for consultation, and legislators received about 192,000 public responses in a month. Only the Constitution, drafted in 1954, received more. However, business lobbies are worried that stricter contract requirements could raise costs and give them less flexibility to hire and fire employees. Both the European Union Chamber of Commerce in China and the American Chamber of Commerce in Shanghai (AmCham Shanghai) had made submissions to the NPC, suggesting the law might exert negative influence on foreign investment in China. In a letter to the NPC last year, Serge Janssens de Varebeke, then-president of the European Union chamber, warned the "strict" regulations could force foreign companies to "reconsider new investments or continuing their activities in China" because of possible cost increases. But Xin said there wouldn't be a substantial cost increase for companies that strictly follow the existing Labor Law. "All the principles have been included in the current law. The new law just details the provisions to facilitate implementation," she said.

YANGJIANG, Guangdong Province -- A Chinese salvage team is getting ready to recover the wreckage of an ancient merchant ship loaded with exquisite porcelain from the South China sea on Saturday."If the weather is cooperative, the boat, which has been in the sea for about 800 years, will see the light of day again two days later," said Wu Jiancheng, head of the excavation project.Photo taken on Dec. 20 shows the interior of "Crystal Palace," a glass pool that will be used to put the ancient merchant ship Nanhai No. 1 after its wreckage is recovered from the South China sea on Saturday, Dec. 22. [Xinhua]According to Wu, the excavation is scheduled to begin at 10 am and the ship is expected to be hoisted out of water in two hours.The ship dates back to the early Southern Song Dynasty (1127-1279) and is 30.4 meters long and 9.8 meters wide. It was the first ancient vessel discovered on the "Marine Silk Road" of the South China Sea. It was named Nanhai No. 1, meaning "South China Sea No.1."Wu said, Nanhai No. 1 left port in southern China to trade with foreign countries and sank probably due to stormy waves. It was quickly buried by silt. It was estimated there were probably 60,000 to 80,000 relics on board.To better protect the precious relics and gain valuable information, archaeologists launched an unprecedented operation in early May to raise the wreck and the surrounding silt in a huge steel basket.According to the plan, a crane would first put the basket onto a barge. Tow boats would then pull the barge to a temporary port on Sunday where the basket would be sent to a specially-built museum.In order to avoid damage to the relics caused by a change of environment and pressure, the ancient ship would be put in a huge glass pool. There, the water temperature, pressure and other environmental conditions would be the same as the sea bed where the ship lay.The pool, named "Crystal Palace" is 64 meters long, 40 meters wide and 23 meters high. It contains seawater and is about 12 meters in depth."It will be sealed after the ship and the silt are put in," said Feng Shaowen, head of the cultural bureau of Yangjiang City, Guangdong Province.Feng said visitors would be able watch the on-going excavation of the ship through windows on two sides of the pool.As early as 2,000 years ago, ancient Chinese traders began taking china, silk and cloth textiles and other commodities to foreign countries along the trading route. It started from ports at today's Guangdong and Fujian provinces to countries in southeast Asia, Africa and Europe.Nanhai No.1, accidentally found in 1987, was located some 20 sea miles west of Hailing Island of Yangjiang City in South China's Guangdong Province, in more than 20 meters of water.Green glazed porcelain plates, tin pots, shadowy blue porcelains and other rare antiques have all been found during the initial exploration of the ship.Guangdong has earmarked 150 million yuan (US.3 million) to build a "Marine Silk Road Museum" to preserve the salvaged ancient ship.Unlike the traditional practice of excavating relics on sunken ships first and then salvaging the vessel, no more relic excavations would be made until the boat "gets used to its new home," said Wu."Actually, archaeologists will conduct thorough excavations of the ship later in the pool."It is believed that a successful salvage would offer important material evidence for the study of China's history in seafaring, shipbuilding and ceramics manufacture.

China Shenhua rose by 2.36 percent.Steel shares also jumped, with Baosteel, the nation's biggest steel producer, rising 4.10 percent to 15.75 yuan, and with Anyang steel up by 9.39 percent to 10.25 yuan.On Monday, the benchmark Shanghai Composite Index dropped 2.4 percent, or 127.81 points, to close at 5,187.73 points, after falling to as low as 5,032.58 points in intra-day trading.Last week, the Shanghai Composite Index fell 8 percent to 5,315.54, the biggest weekly loss during the past nine years.

  

SHENZHEN -- China on Wednesday laid out a primary plan for its second pipeline of the West-East natural gas transmission project.According to the plan, construction of the 8,794 kilometer gas pipeline, which consists of one major line and eight sub-lines, will involve an investment of approximately 143.5 billion yuan (US.8 billion).The major line will extend 4,945 km, running from Khorgos in the northwestern Xinjiang Uygur Autonomous Region to Guangzhou, capital of south Guangdong Province.Construction of the pipeline will begin this year and it will go into operation in 2010. The pipeline would pass through 13 Chinese regions.It would carry natural gas from central Asian countries and Xinjiang to the economically prosperous but energy thirsty eastern and southern China areas, including Shanghai and Guangdong Province.

  

China has paid its dues to the UN in time, one of China's representatives to the world body has said."This year, assessed contributions (UN membership dues) and peacekeeping assessments both will go up significantly for China, with the total being 0 million, a 42 percent increase against last year," a member of China's delegation to the Fifth Committee of the 62nd UN General Assembly, Yu Hong, said.Speaking at a conference on "Improving the Financial Situation" of the UN in New York last week, he said China has provided equipment worth more than million to its peacekeeping troops in Sudan and Liberia, too.The country will pay the bulk of its outstanding peacekeeping dues before the end of the year, Yu said."China has a very good reputation in fulfilling its financial promises to the UN," Wu Miaofa, a UN expert with the China Institute for International Studies, said. "China has become an active participant and constructor of the organization."The increase in China's financial contribution and its fulfilment of the promises show that it's willing to shoulder more international responsibility, he said.The UN's financial condition has deteriorated this year because of the rise in unpaid contributions."A sound financial condition is most important for the UN to perform its functions as the most important world body," Wu said, urging all member states to honor their financial obligations in time.
