Many small businesses are struggling after the pandemic shut down a number of industries. Recently, more than 2,400 small businesses gave their thoughts on how various levels of government are helping them during this tough time.Nate Chai, who heads up the Pro Engagement Team at Thumbtack, says "the purpose of the survey is really to find out how small businesses across the country feel about the public policies that they're working with at the local, state and national levels. Do they feel supported? Do they feel the right policies are in place? Are things changing year-over-year for them?"Thumbtack, an online company that connects people with local independent professionals in industries like construction, wellness and music, conducts a small business friendliness survey every year. This year, they wanted to check in with the small businesses on their site to see how they were doing amid this COVID-19 pandemic."What we did notice is that there were strong divergent between how many felt their states and local governments were doing versus what they saw from the federal government. To put that in perspective, we saw many states score A, A- or B in terms of that local response but at the federal level people almost universally what people were seeing was not good enough," said Chai.Chai says overwhelmingly, small business owners gave the federal government an F when it came to their response. "We saw several states earn Fs and unfortunately the worst of those, starting from the bottom up were Arizona followed by Oregon, Missouri, Georgia and Tennessee," said Chai. The highest ranked states were Vermont, which received an A+, followed by A ratings for Rhode Island, Connecticut, Massachusetts and an A for Maryland. Gerard Cassagnol, the Engineering and Operations Manager for Trevor Technical Solutions in Maryland, took part in the survey."It started off really good here in Maryland. They were very proactive in how to address the pandemic. What I basically mean is they were going by the science," Cassagnol said. Cassagnol says the funding, though, from State and Federal levels, was lacking, as well as information and guidance about programs and how to operate has been inconsistent. Cassagnol says before the pandemic, 80 percent of his company's revenue came from work from the government. Over the last three months, that dwindled down to 5 percent, putting his business in a dire state and prompting him to lay off staff. "It's a survival instinct right now that we're operating on," said Cassagnol.Of the roughly 2,400 businesses that took the survey, 65 percent had only one employee, in that the person owned their business and works alone; 28 percent had two to five employees and the remaining six percent had more than six employees."Given what’s going on, it's a great time to consider reaching out to small businesses if you’ve got those projects on the back burners, and finding ways to support small businesses if you have the means," said Chai."We've got to find a solution to this. America is going to suffer ultimately if the small business isn't there," said Cassagnol. MEXICO CITY (AP) — The Mexican government said Friday it is busing migrants who have applied for asylum in the United States to the southern Mexico state of Chiapas.About 30,000 migrants have been sent back to northern Mexican border cities to await U.S. asylum hearings under a policy known as "Remain in Mexico" under which they have to wait for hearings months away. But few provisions have been made for them to be housed or seek legal representation, and many cities on the northern border are among the most dangerous in Mexico.Mexico's National Immigration Institute said it is uses to move migrants south from Nuevo Laredo and Matamoros — two of the most dangerous cities on the northern border. Both cities are in northern Tamaulipas state across from Texas and are dominated by drug cartels.The migrant agency said the goal of the busing is "to provide a safer alternative for those who do not want to remain on the U.S.-Mexico border." It did not say how many people had been taken by bus to Chiapas so far.The Associated Press reported that in July, Mexico had begun busing some of the returned migrants out of Tamaulipas to the city of Monterrey, in neighboring Nuevo Leon state. Authorities said it was for their safety, but many were dropped off in that unfamiliar city in the middle of the night.Officials gave no indication of how the migrants would return to the border from Monterrey for their court dates. MANOA, Hawaii – As much as 40% of all beaches on Oahu, Hawaii’s most populated island, could be lost by 2050 due to rising sea levels and the current policies to address the threat.That’s according to a new study from the University of Hawaii’s School of Ocean and Earth Science Technology.Researchers looked at the risk of shoreline hardening, the construction of seawalls and revetments. They say the process accelerates erosion and interrupts natural beach migration.Scientists assessed the Oahu shoreline that would be most vulnerable to erosion and identified the location and severity of risk of shoreline hardening and beach loss, and a potential timeline for the increase in erosion hazards.They found the most threatened properties fall into an “administrative erosion hazard zone,” an area likely to experience erosion hazards and qualify for the emergency permitting process to harden the shoreline.“By assessing computer models of the beach migration caused by 9.8 inches of sea level rise, an amount with a high probability of occurring before mid-century, we found that emergency permit applications for shoreline hardening to protect beachfront property will substantially increase,” said Kammie Tavares, who led the study.Co-author Dr. Tiffany Anderson says they’ve determined that almost 30% of all present-day sandy shoreline on Oahu is already hardened and another 3.5% was found to be so threatened that those areas qualify for an emergency permit now.“Our modeling indicates that, as sea level rises about 10 inches by mid-century, an additional nearly 8% of sandy shoreline will be at risk of hardening—meaning at that point, nearly 40% of Oahu’s sandy beaches could be lost in favor of hardened shorelines,” said Anderson.Fletcher and her fellow researchers are calling on government agencies to develop creative and socially equitable programs to rescue beachfront owners and free the sandy ecosystem, so that it can migrate towards land as it must in an era of rising seas.“It is urgent that options are developed soon for beachfront landowners and resource managers to avoid further destructive management decisions,” said Fletcher.“This research shows that conversations on the future of our beaches and how we will care for them must happen now rather than later, if we are to protect our sandy beaches,” said Tavares. 2354

LOUISVILLE, Ky. (LEX 18) — Chief of Police Robert J. Schroeder is declaring a state of emergency for the Louisville Metro Police Department (LMPD) as they wait for Attorney General Daniel Cameron's decision whether or not to indict the officers in the Breonna Taylor case.The department has canceled all off days and vacation requests until further notice."The public may also see barriers being staged around downtown, which is another part of our preparations," Sgt. Lamont Washington said in the statement. "It is important to note that the AG has no timetable for the announcement."Taylor, a 26-year-old emergency medical worker, was killed by Louisville police serving a "no-knock" narcotics search warrant at her apartment. They found no drugs in her home. The city announced a settlement with the Taylor family last week that included a million payment and changes to department policies.An officer was shot during the raid by Taylor's boyfriend, who has said he thought he was defending against a home invasion. The boyfriend was initially charged, but those charges were later dropped.The Louisville Metro Police Department fired one of the officers involved, Brett Hankison, in June, saying he violated procedures by showing "extreme indifference to the value of human life."
