BEIJING, Oct. 15 (Xinhua) -- Property prices in 70 major Chinese cities rose 9.1 percent year on year in September, the slowest growth rate this year, the National Bureau of Statistics (NBS) said Friday.The rate was down 0.2 percentage points from the 9.3-percent growth rate in August, a statement on the NBS website said.On a month-on-month basis, prices rose 0.5 percent in September.New home prices climbed 11.3 percent year on year in September, also up 0.5 percent from August.Prices for second-hand homes rose 6.2 percent from a year earlier and 0.5 percent on a month-on-month basis.Real estate investment continued to expand in the first three quarters, with the total standing at 3.4 trillion yuan (511.4 billion U.S. dollars), up 36.4 percent from the same period in 2009, the statement said.The property price growth rate peaked this year at 12.8 percent in April.To curb excessive rises in housing prices, the central government introduced a raft of policies in April, including higher down payments and an end to mortgage discounts.It also encouraged local governments to build more affordable housing to increase the supply of housing for low-income people.On Sept. 29, the government announced further measures to check the continuous rise in property prices, including by banning loans for third home purchases and instituting a 50 percent down payment requirement for second-home purchases and a 30 percent down payment for all first-home purchases.Xue Jianxiong, an analyst with the China Real Estate Information Corporation (CRIC), said the overheated property market will likely cool in the next few months.These government's moves will cause transaction volumes to tumble and ease price-increase expectations, Xue added.

KIEV, Sept. 23 (Xinhua) -- Ukraine's coal industry ministry and China's state development bank reached an agreement on cooperation in the coal industry Thursday."We have signed a document which provides an algorithm for further implementation of investment projects," Yuriy Yaschenko, the Ukrainian coal industry minister, told reporters after a meeting with Gao Jian, deputy head of the State Development Bank of China.The memorandum applies to three investment projects to be launched in the Lugansk and Donetsk regions in eastern Ukraine, Yaschenko said."Chinese experts have already arrived in Ukraine, they are now visiting the shafts. They will inspect the technical condition and consider how to implement these projects," Yaschenko said.Gao said China's State Development Bank is willing to expand cooperation with Ukraine not only in the coal industry but also in agriculture, infrastructure construction and other fields.Ukraine's coal industry and China's State Development Bank signed a framework agreement on financial cooperation on Sept. 2 during Ukrainian President Viktor Yanukovych's visit to China.Under the agreement, Ukraine's coal ministry presented to the Chinese side a package of seven investment projects with an estimated cost of more than one billion U.S. dollars.

TIANJIN, Oct. 4 (Xinhua) -- The United Nations' chief climate change negotiator applauded China on Monday for its efforts in dealing with the challenge of climate change, saying she was impressed by the determination of the Chinese people and their government.Christiana Figueres, executive secretary of the United Nations Framework Convention on Climate Change(UNFCCC), made the remarks in China's northern city of Tianjin at a welcoming reception held by the Chinese government.A new round of UN climate talks is being held in the port city on Oct. 4-9 in preparation for the year-end Cancun summit in Mexico."Here in Tianjin, I have seen much evidence of determination," said Figueres."(I saw the) determination of the government of China to reduce their CO2 emissions per unit of GDP by up to 45 percent by 2020, (and the) determination of the people of China to turn China into the world's leader in renewable energy technology and to find a visionary balance among economic development, poverty eradication and climate protection."Figueres also praised the host city, saying, "(I saw the) determination of the government of Tianjin, China's fourth-largest city, to be a model city for the circular economy, a pilot city for low-carbon growth and an exemplary city for sustainable development.""A striking example is the Tianjin Eco-City project between Singapore and China and with significant private sector investment, which will provide eco-friendly housing for some 350,000 people," she added.More than 3,000 delegates from 177 parties and observer states and over 200 non-governmental organizations are attending the Tianjin gathering, the final one prior to the United Nations Climate Change Conference to be held in Cancun at the end of this year.Figueres concluded her speech at the reception with a Chinese proverb, "Zhong Zhi Cheng Cheng," which means "With everyone's determination, we can do anything." BEIJING, Oct. 26 (Xinhua) -- China's top legislator Wu Bangguo has highlighted a nationwide inspection of enforcement of the country's Law on Energy-saving to build a resource-efficient and environment-friendly society.Wu, chairman of the National People's Congress (NPC) Standing Committee, made the remarks on Tuesday in an instruction to the committee's inspection.Energy-saving was a pressing and tough issue that involved all industries and occupations, and the inspection should push Chinese companies and corporations to reduce their energy consumption in production and operation, Wu said.The inspection would also promote implementation on the NPC Standing Committee's resolution to deal with climate change and other related Chinese laws and regulations, Wu said.
