NATIONAL CITY, Calif. (KGTV) -- A suspect was taken into custody Monday night after an hours-long standoff in National City following a shooting. According to deputies, the shooting happened on the 2300 block of Prospect Street near Lincoln Acres School. Authorities confirmed that one person was shot but were unable to give further details. Deputies say the suspect barricaded himself inside a home after the shooting. A portion of Prospect Street was closed off for hours due to the incident.  529

(KGTV) - The National City City Council voted 4-1 Tuesday night to introduce a new ordinance that aims to close a loophole in a state law that prohibits the retail sale of cats, dogs and rabbits.Enacted on January 1, 2019, the new state law prohibits stores from selling animals unless they come from shelters or non-profit rescues. However, some pet stores have continued to sell what appear to be purebred and designer mix puppies that come from a small group of newly formed rescue organizations.One of those groups is called Bark Adoptions, based in Menifee. A 10News investigation found Bark Adoptions had been importing puppies from another supposed rescue in Iowa that had ties to commercial breeders.At National City Puppies, one of the two remaining pet stores in the city, signs on the dog cages in May showed they came from Bark Adoptions.The manager of National City Puppies, David Salinas, said he did not know where the dogs at his store came from beyond the listed rescues. But he defended his store in front of the city council, saying it comes down to consumer choice.“It’s the American way to have the freedom to choose where to buy a puppy,” said Salinas.As written now, the new ordinance says “a pet shop or retail pet store or its operator shall not sell, deliver, offer for sale, barter, auction or otherwise dispose of a cat, dog or rabbit.”There are exceptions, however, that would allow pet stores to offer “a cat, dog or rabbit owned by an animal shelter or animal rescue organization for purposes of adoption” but only if “the pet shop does not receive any fee from the adoption and does not have any monetary or ownership interest” in the animals. The ordinance still has to come back to the city council for a second reading and adoption before it goes into effect. 1835

MIRAMAR, Calif. (KGTV) - Two young boys died Friday night after their mother crashed into a semi-trailer on the side of the I-15 freeway. Israel and Adrian Lemus were heading home with their mother when she swerved into the shoulder near Miramar Road and collided with the back of the trailer. The mother was taken to the hospital with broken bones and a brain bleed. Family says she is stable but has been in and out of consciousness. The family had been heading back from Menifee where they were celebrating Israel’s birthday. He was going to turn 11 on Saturday. “They were very happy in the last moments,” said Lidia Lemus, their cousin, who was at the party. “It’s very surreal right now,” she said. “They had their whole lives ahead of them.” The family says the mother was not under the influence when she left the party. NATIONAL CITY, Calif., (KGTV)-- Residents and business owners in the South Bay are bracing for another round of floods. They have already seen flooding on 18th Street in National City this week, caused by the king tides. Now with the rain, many expect it to be worse. According to FEMA, businesses near West 18th Street and Roosevelt Ave. are right in a low-elevation flood zone. Ocean water travels from the San Diego Bay, up the Sweetwater Channel, and into Paradise Creek. That creek backs right into Jose's Auto Electric yard. Wednesday morning, the city shut down the road because of flooded streets caused by King Tides. During the day, luckily, the water receded before reaching the front door at Jose's Auto Electric. Check 10News Pinpoint Weather The combination of rain and king tides reminded employee Alma Ramirez of last year's disaster. She remembered 30 inches of rainwater gushing into her office and destroying her equipment. "We lost a lot of stuff, and I remembered that I forgot my purse," Ramirez said. "I said, 'Oh my purse!' And I tried to come back, but in less than five minutes, the water was already up. And I said 'Forget about it, just let me get out of here.'"If the flooding gets worse, Ramirez said she may have to move all of the low profile cars in their shop to another location to avoid flood damage for their customers.Meanwhile, neighboring businesses closer to Paradise Creek have already put up sandbags to protect their front office doors and garages. Ramirez hopes it does not get to that point for her shop.The National Weather Services estimates the Flash Flood Watch to continue through 10 p.m. Thursday. A Beach Hazard Statement is in effect until 7 p.m. Friday. 1718

  

Months after COVID-19 forced an unprecedented global shutdown that set the stage for historic job losses, things are starting to go back to normal.Unemployment appears to be improving – at least at surface level. The monthly unemployment rate declined in May and the economy added an estimated 2.5 million jobs that month.But there’s a disparity these reports don’t highlight – what unemployment looks like right now for people of color.In May, unemployment was highest among Latinx workers, at 17.6%. In the same month, Black unemployment reached 16.8%, its highest level in a decade. Asian unemployment also rose in May, to 15%.You start to see disparities when you bring in white unemployment. In May, it dropped 2.5% to 12.4%. That’s the biggest monthly drop – and lowest monthly rate – of any group.Experts say career distribution can help explain some of the disparities. People of color fill a disproportionate number of jobs in retail and hospitality. Those jobs were some of the first to be cut as the new coronavirus spread.But people of color also fill a big portion of jobs like grocery clerks and cooks. Those jobs, which are considered “essential” right now, traditionally don’t pay much and have been considered most expendable in past economic downturns.With Black workers earning the lowest median income of any group in the United States, experts worry any cuts to the currently “essential” workforce would have a disproportionate impact.Beyond the pandemic, numbers show Black unemployment is consistently higher than white unemployment. There’s been progress, though. The gap has been narrowing since the great recession and reached a low point in late 2019. 1686
