CHULA VISTA, Calif. (KGTV) - A report says Chula Vista faces an immediate need for more police staffing to keep up with rapid growth, and that traffic congestion will worsen in the coming years.At a Special Meeting called for Thursday evening, the city’s Growth Management Oversight Commission (GMOC) is expected to present to the city council its review for fiscal year 2018, which includes recommendations on how to properly address issues directly caused by the city's progression.Chula Vista’s exponential growth over the past five years has led to a big increase in homes being built across Chula Vista. The city says “the number of residential building permits issued in Chula Vista averaged 1,008 units per calendar year” between 2013-2018. "This rate of growth is projected to continue or increase over the next five years, according to Chula Vista’s 2018 Residential Growth Forecast, updated in April 2019," the GMOC says. "With growth comes the demand for additional services and facilities."The GMOC warns that the Chula Vista's police department is not prepared to accommodate anticipated growth in the next 12-18 months or five years. It also addresses concerns that road congestion will get worse along Palomar Street given that improvements will take a half decade to complete.The GMOC’s annual reports, including the fiscal year 2018 report, “addresses compliance with delivery of services and facilities, based on threshold standards for the eleven service topics identified in the City’s Growth Management ordinance.”According to the GMOC’s report for 2018, four service topics are considered “not in compliance” with the city’s threshold and at risk of continuing to be non-compliant in the future: Libraries, Police [Priority 1], Police [Priority 2], and Traffic.POLICEWith the city’s continuing growth, the report shows there has not been enough police staffing to adequately respond to both emergency calls and urgent calls, as well as the volume of calls, thus leading to slower response times.The GMOC says the police department's response times for Urgent Calls for Service in fiscal year 2018 were calculated at 20:17, about 8 minutes and 17 seconds slower than the 12-minute threshold. 2222

CHULA VISTA, Calif. (KGTV) — Firefighters worked Friday to extinguish a brush fire that sparked in the Otay Ranch area of Chula Vista.Officials said the fire started sometime around 12 p.m. near Heritage Rd. and Olympic Parkway, according to Chula Vista Fire Department. The fire began not far from the Republic Services Otay Landfill.Firefighters said the forward rate of the fire had been stopped at 10 acres just before 2:30 p.m. No structures were lost and no injuries were reported.Neighbors came out to watch firefighters work and monitor the blaze.Some were concerned, thinking of past fires that charred neighborhoods, while others like Jessica Rojas had faith in the firefighters, "we've been hearing like a lot of firetrucks and so we figured they were doing a good job of putting out the fires."In addition to CVPD crews on the ground, SDG&E's Sky Maverick helicopter was called to help battle the flames from above with water drops.Chula Vista Fire Captain Linda D'Orsi said this is a great reminder of the importance of defensible space, saying it's not too late in the year to do that yard work. (KGTV) -- A Chula Vista woman's holiday decorations vanished from her lawn Thursday morning — but she's determined not to let "the Grinch" steal her Christmas spirit.It was beginning to look a lot like Christmas at Wendy Claproth's home in East Chula Vista. Since her husband's passing ten years ago, Claproth says she did not have the spirit to spread Christmas cheer outside. But this year, she finally got the courage to give it a shot.On her front lawn, she put up a large blowup Christmas tree snowman, hung lights along the roof, set up candy canes, wrapped her mailbox, and even created a Christmas tree with a set of lights. Her house screamed "festive." But on Thursday morning, she noticed that her brand new Christmas tree snowman inflatable was gone."Yes, you get mad, but more than anything, you get disappointed," Claproth said.It wasn't the wind, and it definitely was not an accident. Thieves had ripped the blowup right from her lawn, leaving only the stakes."It was kind of angled towards the corner all by itself over there, so I guess it was an easy prey," Claproth sighed.She wrote about the incident in her neighborhood app and found that she was not the only victim. Many others chimed in, saying the Grinch stole their Christmas decorations as well.Chula Vista Police says while there are not too many official reports of stolen decorations, these thefts, unfortunately, are common during the holiday season. But Claproth is not letting the thieves take away her holiday spirit."I ordered myself another one because they are not going to steal my Christmas cheer!" Claproth said. She plans to place it right where it was earlier in the week.She even has a message for the naughty thieves."I hope that you really needed it," Claproth said. "And if you needed it, then I guess it's OK. If they didn't need it, they might get some coal in their stocking this year!" she laughed.Chula Vista Police advises residents to mark their holiday decorations with their name or address and place them in view of lights or security cameras to prevent thefts. 2096
