SAN DIEGO (KGTV) - City leaders announced a new overnight parking lot on Tuesday for people living in their vehicles.It comes a day before the city committee on Safety and Livable Neighborhoods will vote on a new ordinance that would create restrictions on vehicle habitation.Living in a vehicle has been legal since a federal judge filed an injunction against the city’s law last August, saying it was too vague.The new ordinance would restrict living in vehicles within 500 feet of a school or residence at all hours of the day. It would also make it illegal to live in a vehicle from 6 pm to 6 am anywhere in the city, except in the approved lots. “The city cannot solve the problem, so their tactic is, “let’s hide it,’“ said Caesar, a man who lives in his van and wished to withhold his last name because he is currently looking for a job.He said he used to have a stable living situation but fell on hard times after paying for his two kids college tuition. Then he lost his job. “They offered to help me, but I said ‘no,’ I don’t want to be a boulder in your life.”Caesar said, he may end up using the new city parking lot in Mission Valley, but he worries that if the new ordinance passes, he still may be ticketed by police.“The tactic is, let’s load them with citations,” speculated Caesar. 1308
SAN DIEGO (KGTV) — At KAABOO Del Mar, the festival's lineup of chefs and artists are just as big as the acts set to the the stages around the fairgrounds.Thursday, organizers announced KAABOO's culinary and artistic lineups coming to Del Mar from Sept. 13 - 15.Celebrity chefs Michael Mina, Antonia Lofaso, and Richard Blais will be joined by award-winning chefs Nyesha J. Arrington, Eduardo Garcia, and San Diego natives Ryan Gilbert and Travis Swikard as KAABOO's featured chefs this year.RELATED: KAABOO Del Mar's 2019 music, comedy lineup announcedGilbert, who serves as the executive chef at San Diego's Lafayette Hotel, Swim Club & Bungalows, also appeared on KAABOO's Palate Main Stage in 2018. SAN DIEGO (KGTV) — City Council members will consider two proposals to develop vacant city-owned properties into permanent housing for homeless veterans, seniors, and youth and young adults.The two proposals, conditionally awarded development bids by the city, will also provide on-site supportive services. One proposal by Community Housing Works’ includes building 26 units for chronically homeless youth and young adults on a .336-acre site at the former Serra Mesa Library. That proposal includes on-site case management by YMCA Youth and Family Services. Ideally, the development would open in August 2023.The second proposal by San Diego Community Housing Corporation would turn the 1.42-acre Scripps Ranch Park and Ride site into 60 units for veterans and seniors. San Diego Program of All-Inclusive Care for the Elderly would provide on-site services. That proposal aims to open in January 2024."After a comprehensive review, we determined that both organizations submitted well-qualified and responsive proposals," said Deputy Chief Operating Officer Erik Caldwell. "Now, we will work on presenting both proposals to the City Council, so construction on these vital permanent housing projects can commence as soon as possible."The two proposals are in addition to two recent hotel purchases by the city to help homeless individuals transition into permanent housing. Last year, Mayor Kevin Faulconer announced that eight city properties would be offered up to develop into permanent supportive housing as well.In 2019, San Diego's Community Action Plan on Homelessness identified the need to increase permanent supportive housing by 2,659 units within the next 10 years, with 60% of those units developed within the first four years.A date hasn't been announced as to when the council will consider the two latest proposals. 1841
SAN DIEGO (KGTV) - Commuters trying to avoid traffic along the 56 in Carmel Valley are using side streets, worrying people who live in the Pacific Highlands Ranch neighborhood."It's the worst between 7:30 and 8:30 in the morning," says longtime resident Randy M. She lives in the Portico West part of the development and says she sees cars going 50-60 miles an hour down her block every day."Sometimes, if I'm walking my dog, they'll almost run me over," she says. "So I have to be really careful."The traffic is coming from State Route 56. When that backs up, people will use Carmel Valley Road as an alternative. But that gets jammed as well, leading some drivers to turn into the neighborhood and use side streets and alleys.Making traffic worse, a half dozen schools are in the area (see map above) and all of them start between 8 and 8:40 am."It's a nightmare," says Naz Nahani, who drives her daughter to Pacific Trails Middle School every morning."When you reach this area, you're pretty much at a stand still," she says.The Carmel Valley Planning Board has held a pair of meetings about the issue. Chairman Frisco White says they're trying to find a solution."If the streets are private, we may look into blocking them from traffic during the morning," he says. They've also looked into placing no turn signs on Carmel Valley Road to discourage drivers from entering the neighborhood.Another option that White has heard would be to ask the school districts to further stagger the start times, so the traffic will be spread out over a longer period of the morning.White says the problem may get worse before it gets better, as hundreds of new apartments and homes are being built in the area.Nahani thinks the city should add more lanes to SR-56 and to Carmel Valley Road."We're planning to move closer to the school because of this," she says. 1864
SAN DIEGO (KGTV) - As President Trump continues his call for a wall along the U.S. border with Mexico, experts say the one already in place is doing an excellent job at deterring illegal immigration.San Diego has had some form of a "wall" for decades. On a tour in June with 10News Anchor Steve Atkinson, Rodney Scott, the Chief of the Customs and Border Protection San Diego Sector, said a lot has changed in the last 20 years."I would argue during the 90s the extreme was total lawlessness," Scott said. "The fence behind me was chain link, riddled with holes."Scott described working as an agent and watching large crowds of people gather near the fence at twilight. They would then run across en masse once it got dark."There was a green flag to come out, and they would all rush when the sun went down," he said.That started to change in the later part of the decade.In 1993, then-President Bill Clinton signed Operation Gatekeeper into law. It was one of three operations to add infrastructure and technology to the border to help curb illegal immigration. Gatekeeper led to the start of the fence that's in place now.CBP says it led to a 75% drop in illegal immigration arrests over the next few years.But Scott said he still saw people making their way across, primarily through the area of the Tijuana River Estuary."Even up until the early 2000s, if you were standing here at night you would have seen little bonfires all over this area," he said. "There were trails as wide as cars, and that was purely from foot traffic."The next wave of border security started in 2006 when President George W. Bush signed the Secure Fences Act. It called for nearly 700 miles of physical fencing along the southern border.Government numbers show the flow of illegal immigrants peaked in the U.S. in 2006, with more than 1,000,000 arrests. In 2018, that number had gone down to around 396,000."That basically started closing the border," said Dr. Alejandra Castaneda, a leading researcher on immigration and the border for El Colegio de la Frontera Norte in Tijuana."Clinton started it, but it was really the Bush administration, especially after 9/11. And then the Obama Administration simply continued that project and finished it," she said.Castaneda said the wall built during that time was meant to be imposing."I think a lot of people in the U.S. that don't live at the border don't know that there is already a wall," she said.Because of Gatekeeper and Secure Fences, right now the U.S.-Mexico border in San Diego has 12 miles of double fencing that stretches from the coast to the Otay Mesa Port of Entry. After that, there are another 43 miles of "primary" fencing into and through the mountains in the eastern part of the county.Scott said the San Diego Sector has become the blueprint for the rest of the border."I call this our proof of concept," he says. "We've proved that border security works. And this is, by far, the most secure part of the U.S. border anywhere in the country." 3000
