The garage, located along 30th Street, has room for 383 vehicles. According to a recent study, it's rarely ever more than 50% full. That means about 200 spots are going unused."I will watch people come into North Park and circle the parking garage looking for a parking spot, not knowing they're circling a place with 400 available ones," says Angela Landsberg, the Executive Director of North Park Main Street.Landsberg says the garage is often empty because there aren't enough signs letting people know it's there. She also says the only entrance, on 29th Street, makes it hard for people to access. She'd like to see the owners do more to promote it as an option for parking in the area."I think that people are not used to getting out and walking," she says. "The expectation is that we are going to pull up and have parking right next to the businesses that exist and that's not realistic looking forward."The garage charges an hour, with a daily maximum. It also charges flat rates during special events. Landsberg says it's just a matter of changing people's habits when they come to North Park."There are other communities that would kill to have a parking structure like this," she says.ACE Parking, who operates the garage, send the following statement to 10News:"ACE supports efforts by the City of San Diego and other cities to encourage alternative mobility options like cycling. Through our Mobility Solutions Division which was launched in 2018, ACE is providing solutions for clients like the City of San Diego to support local businesses while enabling initiatives like bicycle lanes. In this case, solutions to improve the utilization of North Park off-street facilities could include promoting off-street parking by communicating live space availability counts, enhancing on-street signage, enabling online reservation options, establishing convenient parking application options, and initiating fully integrated validation options. NOGALES, Ariz. – In the war on drugs, the U.S.-Mexico border is the front line.According to Customs and Border Protection, the pandemic is changing how the cartel and other drug organizations are getting narcotics across and into the United States.“Initially we were seeing small football-shaped bundles [full of drugs] being thrown over the fence,” said Sabri Dickman, the border patrol agent in charge along a 33-mile stretch of border near Nogales, Arizona. “We’ve seen that expand to backpack operations with 100-plus pounds to catching vehicles loaded with 600-plus pounds.”The Nogales border crossing is one of the most exploited by Mexican drug organizations. According to CBP, of the more than 200 known underground tunnels that are used to traffic drugs across the southern border, 114 are located in Nogales.It also is one of the busiest as the Mariposa Port of Entry, the main thoroughfare between the countries in Nogales, ushers million in merchandise between the United States and Mexico each day, according to CBP.Mariposa Port Director Michael Humphries says 98% of the traffic that comes through the port is legal, but the 2% is now being used to traffic more hard narcotics like fentanyl, a synthetic opioid similar to morphine, but around 50 to 100 times more potent which makes it lethal even in small doses. Humphries says the hard narcotics are smaller, making them easier to conceal and transport as more can be trafficked in one trip.“We’ve seen an increase in fentanyl over the last year,” said Humphries. “Nogales is a small city [of] 20,000 people. Those tablets of fentanyl weren’t coming to the border. It was going way beyond. It was going to Vermont, and Ohio, Kentucky, and Detroit.”Humphries says in June alone, CBP seized 875,000 tablets of fentanyl from smugglers. It was part of a year that saw officers seize 9,500 pounds of methamphetamine, 900 pounds of fentanyl, and 1,000 pounds of heroine, even though traffic through the port has decreased 60 to 70% because of travel restrictions imposed because of the pandemic.Humphries says those restrictions have led drug organizations to recruit more Americans to smuggle their drugs instead of Mexican or Central American nationals, since U.S. citizens can travel more freely across the border. 2290

New York City is painting the town…white! But the paint isn’t for aesthetics. The city is coating rooftops in order to reduce the internal temperature of a building by 30 percent."Painting a rooftop reflects the sun's radiant energy on the building,” explains Gregg Bishop, commissioner with NYC Small Business Services.Bishop says this reduces air conditioning costs.The initiative is called Cool Roofs. Officials say the initiative is helping to reduce the impact New York has on the climate, while lowering energy costs."Here in the city, we're facing temperatures that can be up to 22 degrees hotter than surrounding rural and suburban areas," says Jainey Bavishi, with the Mayor’s Office of Recovery and Resiliency.Since the program launched, they've covered 9 million square feet of rooftops.A similar initiative launched recently in Los Angeles, where they're testing reflective streets. The trend is growing. Academic research shows reflective surfaces do make a difference."What some of my own work has found out is that cool roofs are actually very effective at decreasing, for example, summertime temperatures, on the order of 1 to 3 degrees which is quite significant," explains Dr. Matei Georgescu, with the Global Institute of Sustainability at Arizona State University.While there are definitely benefits to making surfaces like this rooftop reflective, researchers say there may be some downsides as well."If you deploy highly reflective roofs, you're now assuming high reflectivity during the entire winter,” says Dr. Georgescu. “In other words, you're making things a lot colder than normally they would have been.”Dr. Georgescu studies reflective surfaces and says it could mean higher heating costs in the winter."We don't wanna give back 50 percent of these benefits during the winter."He says a possible solution might be reflective covers that would be removable during cold months.The city says any higher heating bills in the winter have been negligible. NEW YORK – A New York City police officer was among the several people arrested in connection to a drug trafficking bust, officials announced Monday.NYPD officer Amaury Abreu and two other men, Julia Bautista and Gustavo Valerio, are accused of conspiring to import and distribute cocaine.The three men were allegedly members of a multinational drug trafficking organization with distributors in the New York area and the Dominican Republic between January 2016 and October 2020.Bautista, 35, and Valerio, 38, were high-ranking members of the organization based in New York and were responsible for distributing and overseeing the distribution of cocaine once it was in New York, according to the federal complaint.Abreu, 34, allegedly used his position as a police officer and provided information about law enforcement procedures, performing warrant checks on DTO members, on at least one instance, distributed cocaine for the group.Officials said Abreu pleaded not guilty to the charges and was released on a million bond with home detention as a condition of the bond.Two other men face changes in connection to the bust. Cesar Diaz-Bautista, 43, faces charges of possession with the intent to distribute cocaine, while Junior Ortiz, 29, faces charges of cocaine importation conspiracy.Ortiz was released on a 0,000 bond and Diaz-Bautista will be released on a 0,000 bond, officials said.The other two defendants had not yet been arraigned Monday.Since 2016, law enforcement agents have seized more than 350 kilograms of cocaine belonging to the DTO.“This criminal network allegedly trafficked more than 350 kilos of cocaine and was assisted by an NYPD officer, who used his knowledge and access to help them stay one step ahead of the law,” stated District Attorney Madeline Singas.“There is no place for corruption in the NYPD and it will always be prosecuted fully.
