SAN DIEGO (KGTV) -- Residents in Ocean Beach are expressing concern over massive gatherings consistently happening in their neighborhood.On Wednesday evening, ABC 10News captured video of what looked like a festival, with dozens of people socializing and playing music at a park near the OB Pier. Many among the crowd were observed not following county public health orders of social distancing and face coverings.San Diego police were called to the park after receiving complaints regarding the big crowds and noise.Earlier in the day, during the county's COVID-19 press conference with Supervisor Nathan Fletcher, the Ocean Beach Town Council addressed their concerns over the gatherings. The council asked San Diego leaders when they will do more to address the issues.Fletcher was asked about enforcement funding and how that would help with concerns like those raised by the OB Town Council."In the first bucket of enforcement that was provided, there are 13 staff who will be dedicated on those egregious and very blatant willful violations of what’s happening in addition to the efforts that we do around outbreaks and pre-outbreaks," Fletcher responded.Police said large gatherings in Ocean Beach take place every Wednesday.Mark Winkie, president of the OB Town Council, said, “We feel like we’re being disrespected. We call it ‘mayhem in Ocean Beach.' That’s really what it is right now.”Winkie said the town council has submitted multiple complaints along with a letter that said, in part: “They need to do something about the unacceptable levels of gatherings, gallons on trash left behind and illegal vendors selling merchandise.”Winkie added those are all huge public health concerns."We'd like some education to be done for the people down there. We don't want the police department to arrest people, we want the people to understand this is our community. You're welcome to be here, but you need to adhere to social distancing rules and respect our community,” Winkie said.So far, police have only responded to noise complaints in the area.City Councilmember Jennifer Campbell, whose district includes Ocean Beach, told ABC 10News in a statement that she is "committed to direct additional resources on Wednesday nights and has urged the mayor and county to enforce mask wearing and social distancing."Winkie said that's not enough."The city doing anything at all to prevent people from congregating closely together as they have been is not accurate, that hasn't been done,” said Winkie.Neighbors said many of the crowds start at the farmer's market then work their way towards the park.ABC 10News reached out to OB's Main Street Association, who is in charge of that event. They say it's only making the homeless problem worse. Merle Jones moved to this East Village high rise for the views and the lush lifestyle."It's categorized as a luxury apartment complex, and there's nothing really luxury about it at all right now," said Jones. Homeless people frequent the streets and sidewalks outside the property. "There was a knife fight that broke out and that was in the afternoon," said Jones. "My girlfriend she's not even comfortable walking outside alone so its an issue."In an effort to fight the deadly Hepatitis A outbreak,  more shelters and housing solutions are popping up downtown. One of them is a 16-story high rise for low-income families on 14th and Commercial Streets. "I don’t believe that's a good idea," said Jones. "I think they need to clean up the area because when you have that type of housing, it attracts attention from other areas."The high rise is one of five Father Joe's projects to add about 2,500 affordable housing units. One-third of them would be downtown. More than 500 people signed an online petition to move more housing solutions to other parts of the county. "I think it would be a nice distribution of the concentration of it so that way it's not just one area and one area's problem," said Jones. For now, he's stuck paying high rent for a view he's not happy with.  "I pay quite a bit, so I expect a certain level of lifestyle when I'm living here," said Jones. "When my lease is up, I do plan on moving towards the other end of downtown that’s a little safer and a lot cleaner."The building is set to open January 2021.  1830

Elliott has heard complaints from neighbors and has filed a civil enforcement action to shut down a short-term vacation rental property in La Jolla that has been dubbed a "COVID party mansion."The complaint alleges that defendants are maintaining a public nuisance and engaging in unfair competition, including false advertising at the La Jolla Farms rental property located at 9660 Black Gold Rd. According to city officials, the rental property continues to operate in violation of state and county COVID-19 public health orders.According to a press release, Elliott is seeking civil penalties and a permanent injunction against property owners Mousa Hussain Mushkor and Zahra Ali Kasim, property manager Nital Meshkoor, and Steven S. Barbarich, who leased the property from Mushkor and subleased it as a short-term rental.City officials said the oceanfront mansion has been the subject of at least 30 calls to the San Diego Police Department. Officers have spent more than 173 hours at the property to investigate nuisance activity. Most of the incidents involved raucous parties, some of which had up to 300 attendees.Elliott said about a dozen of the party complaints came during the COVID-19 pandemic, while public health orders prohibited large gatherings.According to the press release, concerns about the property were brought to the City Attorney’s Office by San Diego police and by neighbors who reported that the situation was "becoming more pronounced as the COVID-19 pandemic progressed." “Shutting down dangerous party houses protects the public health by preventing COVID super-spreader events and other illegal behavior,” Elliott said. “It’s unfortunate that San Diego does not have short term rental regulations in place. Relief for this neighborhood would have come much sooner. Instead we must rely on time-intensive prosecutions at significant taxpayer expense.”According to the press release, gunfire was reported to police during a party in May of 2019. Officers arrived and found a large party in progress. Partygoers questioned by police admitted gunshots were fired during a fight that had occurred earlier. Police found shell casings outside the property and a neighbor found an additional casing the next day and turned it over to police. The City Attorney's Office assembled evidence from investigations by SDPD, the Code Enforcement Division of the City’s Development Services Department, the County Health & Human Services Department, and the City Fire Marshal. Elliott hopes the action makes the owners clean up the property and relieves neighbors. 2644

Virtual reality-based exhibits will also walk guests through a brewhouse, beer festival, and bring them face-to-face with iconic, San Diego brewers.Guests will learn about how beer is made, styles of beer, and, of course, San Diego's place in craft beer history. SAN DIEGO (KGTV) – San Diego businesses are still waiting for any information on the resumption of indoor services, such as indoor dining, and the long wait has some frustrated and at a breaking point.“The first five years were hard, but I never thought it would be a pandemic that brought me to my knees,” said Yuda Phia, who has owned Time Out Sports Tavern in downtown San Diego for 10 years.Piha and wife Sarah got married days before the pandemic forced the shutdown, and the restaurant's first closure.Sarah Phia explained the extra measures they've taken to meet or exceed the guidelines laid out the first time they reopened, including Plexiglas dividers and staff retraining.Sarah, a graphic designer, made the signage throughout the establishment that enforced mask wearing and social distancing.Setting up tables on the sidewalk isn't really an option for Time Out, which is located downtown on Broadway near 7th Avenue along a busy two-way street that gets constant bus and truck traffic and has narrow room for patrons.County officials have said they expect new state-directed timelines in the coming days for reopening businesses, but Supervisor Jim Desmond said Tuesday that he doesn't know what they will be.Desmond has advocated for the safe reopening of businesses, but he said the county’s hands are tied as control lies in the governor's hands. The decision is also entirely independent from the state’s watch list, which San Diego County was removed from on Tuesday.The orders were issued concurrently, but not together, so there is no automatic trigger point when businesses would reopen.Desmond wishes the state would reauthorize local control so that the county could make some reopening decisions independently going forward. 1758
